Chapter I General Principles
Article 1 These Regulations are formulated in order to strengthen the management of water supply and water use in the South-to-North Water Transfer Project and give full play to the economic, social and ecological benefits of the South-to-North Water Transfer Project.
Article 2 These Regulations shall apply to the water supply and water management of the East Route Project and the Middle Route Project of the South-to-North Water Transfer Project.
Article 3 The water supply management of the South-to-North Water Transfer Project follows the principles of water saving first, water transfer first, pollution control first, water supply first and environmental protection first, and adheres to the principles of overall management, overall consideration, clear rights and responsibilities, and strict protection to ensure reasonable dispatching, qualified water quality, water conservation and facility safety.
Article 4 The water administrative department in the State Council is responsible for the water dispatching and operation management of the South-to-North Water Diversion Project, the environmental protection department in the State Council is responsible for the prevention and control of water pollution in the South-to-North Water Diversion Project, and other relevant departments in the State Council are responsible for the relevant work of water supply in the South-to-North Water Diversion Project within their respective functions and duties.
Article 5 The local people's governments at or above the county level in the water source areas of the South-to-North Water Diversion Project, along the water diversion project and in the water receiving areas shall be responsible for the water supply work of the South-to-North Water Diversion Project within their respective administrative areas, and incorporate the water quality guarantee and water management of the South-to-North Water Diversion Project into the national economic and social development plan.
The state supports the adjustment of industrial structure and the protection of ecological environment in the water source areas and areas along the South-to-North Water Transfer Project to ensure the safety of water supply for the South-to-North Water Transfer Project.
Article 6 The management unit of the South-to-North Water Diversion Project designated by the State Council is specifically responsible for the operation and protection of the South-to-North Water Diversion Project.
The units determined by the people's governments of the provinces and municipalities directly under the Central Government in the water receiving area of South-to-North Water Transfer Project are specifically responsible for the operation and protection of the supporting projects of South-to-North Water Transfer Project within their respective administrative areas.
Chapter II Water Dispatching
Article 7 The water dispatching of South-to-North Water Transfer Project shall follow the principle of giving priority to water saving and being moderately tight, and make overall plans for water use in water source areas, water receiving areas and downstream areas of water transfer, so as to strengthen the protection of ecological environment.
The water dispatching of South-to-North Water Transfer Project is based on the multi-year average water dispatching approved by the State Council and the water allocation index of receiving provinces and municipalities directly under the Central Government.
Eighth South-to-North Water Diversion East Line Project water dispatching year is June 10 to September 30th of the following year; The water dispatching year of the Middle Route of South-to-North Water Transfer Project is 1 October1to the following year1October1.
Article 9 The Huaihe River Water Conservancy Commission, in consultation with the Yangtze River Water Conservancy Commission, puts forward the annual adjustable water quantity of the East Route Project of South-to-North Water Diversion, and submits it to the water administrative department of the State Council before September 15 every year, with a copy to the relevant provincial people's governments and the management units of the South-to-North Water Diversion Project.
The Yangtze River Water Conservancy Commission proposed the annual adjustable water quantity of the Middle Route of South-to-North Water Transfer Project, and submitted it to the water administrative department of the State Council before June 65438+1October 65438+May every year, and copied it to the people's governments of relevant provinces and municipalities directly under the Central Government and the management unit of South-to-North Water Transfer Project.
Article 10 The water administrative department of the people's government of the province or municipality directly under the Central Government in the water receiving area of the South-to-North Water Transfer Project shall propose an annual water use plan according to the annual adjustable water volume. Belonging to the east route of South-to-North Water Diversion Project, it shall be submitted to the water administrative department of the State Council before September 20th and June 20th every year 10, with a copy to the relevant river basin management institutions and the South-to-North Water Diversion Project management unit.
The annual water plan proposal shall include the annual total water consumption proposal and the monthly water plan proposal.
Article 11 The water administrative department of the State Council comprehensively balances the annual adjustable water quantity with the annual water plan proposal of the water-receiving provinces and municipalities directly under the Central Government of the South-to-North Water Diversion Project, formulates the annual water dispatching plan of the South-to-North Water Diversion Project according to the water distribution index ratio of the water-receiving provinces and municipalities directly under the Central Government approved by the State Council, and after consulting the relevant departments of the State Council, issues it to the people's governments of the relevant provinces and municipalities directly under the Central Government and the management unit of the South-to-North Water Diversion Project before the start of the water dispatching year.
Twelfth South-to-North Water Diversion Project Management Unit shall, according to the annual water dispatching plan, formulate the monthly water dispatching plan. Where shipping is involved, it shall be negotiated with the competent department of transportation. If negotiation fails, it shall be decided by the people's government at or above the county level; Significant changes have taken place in rainfall and water regime, and it is impossible to implement the monthly water regulation scheme, which shall be adjusted in time and reported to the water administrative department of the State Council.
Thirteenth South-to-North Water Diversion Project implements a two-part water price consisting of basic water price and metered water price. The specific water supply price shall be formulated by the competent price department of the State Council in conjunction with relevant departments of the State Council.
The water fee shall be paid in full and on time, and shall be earmarked for the operation and maintenance of the South-to-North Water Transfer Project and the repayment of loans.
Fourteenth departments or units authorized by the people's governments of provinces and municipalities directly under the central government in the water-receiving area of South-to-North Water Transfer Project shall sign water supply contracts with the management unit of South-to-North Water Transfer Project. The water supply contract shall include the annual water supply, water quality, water delivery section, water delivery mode, water price, time and method of water fee payment, liability for breach of contract, etc.
Article 15 If the water demand of a province or municipality directly under the Central Government in the water receiving area of South-to-North Water Transfer Project changes significantly during the water dispatching year, the department or unit authorized by the people's government of the relevant province or municipality directly under the Central Government shall negotiate and sign a transfer agreement to determine the transfer price, and submit the transfer agreement to the water administrative department of the State Council, and send a copy to the management unit of the South-to-North Water Transfer Project; The water administrative department of the State Council and the management unit of South-to-North Water Diversion Project shall adjust the annual water dispatching plan and monthly water dispatching plan accordingly.
Article 16 The water administrative department of the State Council shall, jointly with the relevant departments of the State Council, the people's governments of relevant provinces and municipalities directly under the Central Government and the management unit of the South-to-North Water Transfer Project, prepare an emergency plan for water dispatching of the South-to-North Water Transfer Project and submit it to the State Council for approval.
The relevant departments of the people's governments of provinces and municipalities directly under the Central Government, the relevant river basin management institutions and the South-to-North Water Transfer Project management unit shall formulate corresponding emergency plans according to the emergency plan for water dispatching of South-to-North Water Transfer Project.
Article 17 The emergency plan for water dispatching of the South-to-North Water Diversion Project shall be aimed at major floods, droughts, ecological damage accidents, water pollution accidents and engineering safety accidents, and define the organization and command system, responsibilities, prevention and early warning mechanism, disposal procedures, emergency safeguard measures and post-event recovery and reconstruction measures of emergency management.
The State Council or the State Council authorized departments announced the start of the South-to-North Water Diversion Emergency Plan, you can take the following emergency measures according to law:
Temporary restrictions on water intake, water use and drainage;
(two) unified scheduling of water projects related to rivers;
(3) Pollution control and requisition of water supply facilities;
(four) closed navigable rivers.
Eighteenth the State Council water administrative departments and environmental protection departments shall, in accordance with their duties, organize the monitoring of the water quantity and quality of the crossing section of the South-to-North Water Transfer Project, the water intake of the East Route Project and Danjiangkou Reservoir.
The water administrative department and environmental protection department of the State Council regularly announce the water quality information of the South-to-North Water Transfer Project to the public according to their duties, and establish a water quality information sharing mechanism.
Chapter III Water Quality Assurance
Article 19 The water quality guarantee of the South-to-North Water Diversion Project shall be implemented by the target responsibility system and assessment system of the local people's governments at or above the county level.
The local people's governments at or above the county level in the water source areas of the South-to-North Water Transfer Project and the areas along the water transfer project shall strengthen the prevention and control of industrial, urban, agricultural, rural and ship water pollution, and build ecological isolation protection zones such as shelterbelts to ensure the safety of water supply.
In accordance with the provisions of relevant laws and administrative regulations, the water environment ecological protection compensation shall be implemented in the water source area of South-to-North Water Transfer Project.
Twentieth water diversion areas along the South-to-North Water Transfer Project and the water source of the Middle Route Project shall implement the total discharge control system of key water pollutants.
The people's governments at the provincial level in the water source areas of the East and Middle Route of the South-to-North Water Diversion Project shall decompose the key water pollutant total amount control indicators determined by the State Council into the relevant municipal and county people's governments step by step, and the municipal and county people's governments shall decompose them into water pollutant discharge units.
Twenty-first areas along the east route of South-to-North Water Transfer Project are prohibited from building construction projects that do not conform to the national industrial policy and cannot achieve stable discharge of water pollutants. The local people's governments at the provincial level shall eliminate the existing backward production technologies, processes and equipment.
The water source of the Middle Route of South-to-North Water Transfer Project is forbidden to build construction projects that increase the total discharge of pollutants.
Twenty-second water pollutant discharge units in the water diversion area of the east route of South-to-North Water Transfer Project and the water source area of the middle route project shall build supporting treatment facilities suitable for their discharge; Units that discharge key water pollutants shall install automatic monitoring equipment in accordance with relevant regulations.
It is forbidden to set up sewage outlets in the main canals of the east and middle routes of the South-to-North Water Transfer Project.
Article 23 Sewage discharged by local people's governments at or above the county level in areas along the east route of South-to-North Water Transfer Project and towns where the water source of the Middle Route Project is located shall be treated centrally to meet the discharge standards.
The local people's governments at or above the county level along the east route of the South-to-North Water Transfer Project and the water source of the middle route project shall rationally plan and build centralized sewage treatment facilities and supporting pipe networks, organize the collection and harmless treatment of urban and rural domestic garbage, and avoid polluting the water environment.
Livestock and poultry farms and communities along the east route of the South-to-North Water Transfer Project and in the water source area of the middle route project shall conduct harmless treatment and resource utilization of livestock manure and wastewater in accordance with the relevant provisions of the state.
Article 24 The people's governments at the county level in the water source areas along the east route and the middle route of the South-to-North Water Transfer Project shall, according to the needs of water source protection, designate areas where logging is prohibited or reclamation is restricted.
Planning and constructing ecological shelterbelts along the east route of South-to-North Water Transfer Project, the water source area of the middle route project and the main canal of the middle route project; In ecologically important waters, measures such as the construction of constructed wetlands should be taken to improve the self-purification ability of water bodies.
Article 25 Where the water intake, Danjiangkou Reservoir and main canal of the East Route Project of South-to-North Water Transfer need to be designated as drinking water source protection areas, they shall be designated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution and strictly protected.
Article 26 Danjiangkou Reservoir Area, Hongze Lake, Roman Lake, Nansi Lake and Dongping Lake Area shall, in accordance with the requirements of water quality guarantee of water functional areas and South-to-North Water Transfer Project, be organized by the local provincial people's government to gradually dismantle the existing cage culture and purse seine culture facilities, and strictly control the scale, variety and density of artificial culture. Local people's governments at or above the county level shall give subsidies and support to farmers who have changed jobs because of cleaning up breeding facilities, and ensure their basic livelihood through labor skills training and inclusion in the social security system.
Dining and other business activities are prohibited in Danjiangkou reservoir area and Hongze Lake, Roman Lake, Nansi Lake and Dongping Lake area.
Twenty-seventh South-to-North Water Diversion East Route, Danjiangkou Reservoir and its upstream waterway should be scientifically planned and built ports, docks and other shipping facilities, equipped with ship pollutant receiving and treatment equipment suitable for their capacity. If the existing ports and docks can't meet the requirements of water environment protection, the local provincial people's government shall organize the management or closure.
Ships sailing in the river course specified in the preceding paragraph shall carry out technical transformation as required, seal the pollutants in the ship, collect them ashore, and shall not discharge them into the water body; Ships that do not meet the requirements and ships transporting hazardous wastes and hazardous chemicals are not allowed to enter the above-mentioned rivers, and the relevant lock management units are not allowed to release them.
Article 28 When building bridges, highways, oil and gas pipelines, rain and sewage pipelines and other engineering facilities that cross, cross or are adjacent to the South-to-North Water Transfer Project, the construction and management units shall set warning signs and take effective measures to prevent safety risks such as engineering construction, traffic accidents and pipeline leakage.
Chapter IV Water Management
Article 29 The local people's governments at or above the county level in the water receiving area of the South-to-North Water Transfer Project shall make overall arrangements for the water supply and local water resources of the South-to-North Water Transfer Project, gradually replace the over-exploited groundwater, strictly control the development and utilization of groundwater, and improve the water ecological environment.
Article 30 The local people's governments at or above the county level in the water receiving area of the South-to-North Water Diversion Project shall replace the local water source that is not suitable as the drinking water source with the water supplied by the South-to-North Water Diversion Project, and gradually return the agricultural water and ecological water that are squeezed out due to water shortage.
Article 31 The local people's governments at or above the county level in the water receiving area of the South-to-North Water Transfer Project shall control the total annual water consumption in their respective administrative areas, strengthen the management of water quota, popularize water-saving technologies, equipment and facilities, and improve the efficiency and benefit of water use.
The local people's governments at or above the county level in the water receiving area of South-to-North Water Transfer Project shall encourage and guide farmers and agricultural production and operation organizations to adjust the agricultural planting structure, reduce the proportion of crops with high water consumption according to local conditions, implement water-saving irrigation methods, and promote the development of water-saving agriculture.
Article 32 The people's governments of provinces and municipalities directly under the Central Government in the water-receiving areas of the South-to-North Water Transfer Project shall formulate and publish a list of prohibited and restricted construction projects within their respective administrative areas, and eliminate or restrict construction projects with high water consumption and high pollution.
Article 33 The people's governments of provinces and municipalities directly under the Central Government in the water-receiving areas of South-to-North Water Diversion Project shall decompose the total groundwater exploitation control indicators and groundwater exploitation targets determined in the overall groundwater exploitation plan approved by the State Council step by step to reach the relevant municipal and county people's governments, organize the compilation of groundwater restricted exploitation plans and annual plans in their respective administrative areas, and report them to the water administrative department and the land and resources department of the State Council for the record.
Thirty-fourth South-to-North Water Transfer Project prohibits new groundwater intake in groundwater over-exploitation area. Over-exploitation of groundwater with water source substitution conditions shall be designated as a prohibited groundwater mining area, and access to groundwater shall be prohibited.
It is forbidden to newly exploit deep confined water in the water receiving area of South-to-North Water Transfer Project.
Article 35 The people's governments of provinces and municipalities directly under the Central Government in the water receiving areas of the South-to-North Water Diversion Project shall make overall consideration of the water supply price of the South-to-North Water Diversion Project and the water resource fees and water supply prices of local surface water, groundwater and other water sources, encourage full use of the water supply of the South-to-North Water Diversion Project, and promote the rational allocation of water resources.
Chapter V Management and Protection of Engineering Facilities
Article 36 The local people's governments at or above the county level in the water source areas of the South-to-North Water Transfer Project, along the water transfer project and in the water receiving areas shall do a good job in the safety protection of engineering facilities, and prevent and stop acts that endanger the safety of the facilities of the South-to-North Water Transfer Project.
Article 37 The management unit of the South-to-North Water Diversion Project shall establish and improve the responsibility system for production safety, strengthen the monitoring, inspection, repair and maintenance of the facilities of the South-to-North Water Diversion Project, equip necessary personnel and equipment, conduct emergency drills on a regular basis, ensure the safe operation of the project, and timely organize the cleaning of garbage in the waters and beaches within the management scope.
Thirty-eighth South-to-North Water Diversion Project shall delimit the scope of management and protection according to law.
The scope of management and protection of the East Route Project of South-to-North Water Transfer shall be delineated by the provincial people's government where the project is located; Among them, the scope of management and protection of inter-provincial projects shall be delineated by the water administrative department of the State Council or its authorized river basin management agency in consultation with the relevant provincial people's governments.
The management scope and protection scope of Danjiangkou Reservoir and the main canal of the middle route of South-to-North Water Transfer Project shall be delineated by the water administrative department of the State Council or its authorized river basin management agency in consultation with the people's governments of relevant provinces and municipalities directly under the Central Government.
Article 39 The management scope of the South-to-North Water Diversion Project shall be subject to the design documents approved by the State Council.
The management unit of the South-to-North Water Diversion Project shall set up boundary markers, boundary markers and other protection signs on the boundary of the project management scope and the ground where the underground project is located, and set up necessary safety isolation facilities to protect the project. Without the consent of the management unit of the South-to-North Water Transfer Project, no one is allowed to enter the area where safety isolation facilities are set up.
The land within the management scope of the South-to-North Water Transfer Project shall not be used for other purposes, and no unit or individual may occupy it; It is forbidden to engage in activities unrelated to project management without authorization within the scope of management.
Fortieth the scope of protection of the South-to-North Water Diversion Project shall be delineated and announced in accordance with the following principles:
(a) the eastern open channel water conveyance project is an area where the boundary line of the backwater side of the dike extends outward within 50 meters, and the central open channel water conveyance project is an area where the management boundary line extends outward within 200 meters;
(2) Culverts, tunnels, pipelines and other underground water conveyance projects. The area where the ground above the engineering facilities and its sideline extend outward within 50 meters;
(3) Crossing projects such as inverted siphon, aqueduct, culvert, etc. refer to areas that extend from the management boundary to the upper reaches of the crossing river not less than 500 meters and not more than 1000 meters, and not less than 1000 meters and not more than 3000 meters to the lower reaches of the crossing river;
(four) pumping stations, sluices, management stations, water intakes and other engineering facilities extend outward from the sideline of the management scope of not less than 50 meters and not more than 200 meters.
Forty-first South-to-North Water Diversion Project management units should set up safety warning signs at intersections, villages and other areas along the project; The competent department of the local people's government concerned shall, in accordance with the relevant provisions, set up signs limiting the quality, axle load, speed, height and width at the entrance of the overpass bridge, and take corresponding engineering preventive measures.
Article 42 The following acts endangering the facilities of the South-to-North Water Transfer Project are prohibited:
(a) occupation, damage to waterways (channels, pipelines), reservoirs, dikes and revetment;
(two) planting deep-rooted plants on the ground above underground water pipelines and dams, or building water storage facilities such as fish ponds and stacking overweight items;
(three) moving, covering, altering or damaging the markers;
(four) occupation, damage or unauthorized use and operation of special transmission line facilities, special communication lines, gates and other facilities;
(five) occupation, damage to transportation, communications, hydrology and water quality monitoring facilities.
It is forbidden to take water from the South-to-North Water Transfer Project without authorization.
Article 43 Blasting, drilling wells, mining, earth borrowing, quarrying, sand mining, drilling, building houses, building graves, digging ponds and ditches, and other acts that affect the operation of the South-to-North Water Transfer Project and endanger the safety of the project and water supply are prohibited.
Article 44 When building engineering facilities such as bridges, docks, highways, railways, subways, ship locks, pipelines, cables, water intake and drainage within the management and protection scope of the South-to-North Water Transfer Project, the examining and approving unit shall solicit the opinions of the management unit of the South-to-North Water Transfer Project on the construction plan of the proposed engineering facilities.
The construction project specified in the preceding paragraph shall notify the management unit of the South-to-North Water Diversion Project before construction, maintenance and overhaul, and the safety and normal operation of the South-to-North Water Diversion Project facilities shall not be affected during the construction, maintenance and overhaul.
Article 45 During the flood season, the management unit of the South-to-North Water Diversion Project shall strengthen inspections, take measures such as emergency rescue and emergency repair immediately when finding dangerous situations, and report to the relevant flood control and drought relief headquarters in time.
Article 46 The management unit of the South-to-North Water Diversion Project shall strengthen the safety protection of the facilities of the South-to-North Water Diversion Project, formulate safety protection schemes, establish and improve the responsibility system for safety protection, strengthen the construction and maintenance of safety protection facilities, implement public security preventive measures, and eliminate hidden dangers in time.
If the important waters and facilities of the South-to-North Water Diversion Project need to be guarded or rescued by the Chinese People's Armed Police Force, it shall be implemented in accordance with the Law of People's Republic of China (PRC) on People's Armed Police and the relevant provisions of the State Council and the Central Military Commission.
Article 47 In case of emergency, if the management unit of the South-to-North Water Diversion Project needs to borrow soil and occupy land or use relevant facilities for emergency repair, the relevant units and individuals shall cooperate. The management unit of the South-to-North Water Diversion Project shall restore the original state afterwards; If losses are caused, compensation shall be made according to law.
Chapter VI Legal Liability
Forty-eighth administrative organs and their staff in violation of the provisions of this Ordinance, one of the following acts, the competent department or the supervisory organ shall order it to make corrections; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If the directly responsible person in charge and other directly responsible personnel constitute a crime, criminal responsibility shall be investigated according to law:
(1) Failing to formulate, issue or implement the annual water dispatching plan in time;
(two) do not prepare or implement the emergency plan for water dispatching;
(3) Failing to compile or implement the plan of restricted exploitation of groundwater in the water receiving area of South-to-North Water Transfer Project;
(four) failing to perform the duties of water quantity and water quality monitoring;
(5) Failing to perform other duties as stipulated in these Regulations.
Forty-ninth South-to-North Water Diversion Project management unit and its staff in violation of the provisions of this Ordinance, one of the following acts, the competent authority or supervisory organ shall order it to make corrections; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If the directly responsible person in charge and other directly responsible personnel constitute a crime, criminal responsibility shall be investigated according to law:
(a) false or tampering with information such as the operation of the project;
(two) do not implement the annual water dispatching plan or emergency plan for water dispatching;
(3) Failing to formulate or implement the monthly water dispatching plan in time;
(four) ignoring the monitoring, inspection, testing, maintenance and conservation of engineering facilities, and failing to implement the responsibility system for production safety, which affects the safety of engineering and water supply;
(5) Failing to perform other duties as stipulated in these Regulations.
Fiftieth in violation of the provisions of these regulations, the implementation of the discharge of water pollutants and other acts that endanger the water quality safety of the South-to-North Water Transfer Project shall be handled in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution; If a crime is constituted, criminal responsibility shall be investigated according to law.
Whoever, in violation of the provisions of this Ordinance, takes groundwater from the groundwater forbidden mining area in the water receiving area of the South-to-North Water Transfer Project, increases the amount of water taken from the groundwater overexploitation area in the water receiving area, newly mines deep confined water in the water receiving area, or takes water from the South-to-North Water Transfer Project without authorization shall be dealt with in accordance with the provisions of the People's Republic of China (PRC) Water Law.
Article 51 In violation of the provisions of these Regulations, ships transporting hazardous wastes and hazardous chemicals enter the planned navigable river course of the East Route of South-to-North Water Transfer Project, Danjiangkou Reservoir and its upstream navigable river course, and shall be detained by the marine and fishery administrative department of the local people's government at or above the county level according to their duties and powers, and take measures such as unloading hazardous wastes and hazardous chemicals, and the expenses required shall be borne by the violator; If a crime is constituted, criminal responsibility shall be investigated according to law.
Article 52 If, in violation of the provisions of these Regulations, engineering facilities such as bridges, highways, oil and gas pipelines, rain and sewage pipelines are built across or adjacent to the water conveyance channels of the South-to-North Water Diversion Project, and effective measures are not taken, thus endangering the safety of the South-to-North Water Diversion Project and the safety of water supply, the construction project examination and approval unit shall order them to take remedial measures; Before the implementation of remedial measures, the construction of engineering facilities shall be suspended.
Article 53 Whoever, in violation of the provisions of these Regulations, occupies, damages or endangers the facilities of the South-to-North Water Diversion Project, or engages in acts that affect the operation of the project and endanger the safety of the project and water supply within the protection scope of the South-to-North Water Diversion Project, shall be dealt with in accordance with the provisions of the Water Law of People's Republic of China (PRC); If there is no provision in the Water Law of People's Republic of China (PRC), the water administrative department of the people's government at or above the county level or the river basin management institution shall order it to stop the illegal act according to its functions and powers and take remedial measures within a time limit; If losses are caused, it shall bear civil liability according to law; If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Article 54 If the South-to-North Water Diversion Project and the areas along the South-to-North Water Diversion Project are under any of the following circumstances, the examination and approval of environmental impact assessment documents of all construction projects except pollution reduction and ecological restoration projects within the relevant administrative areas shall be suspended:
(a) set up sewage outlets in the main canals of the East Line Project and the Middle Line Project;
(two) the pollutant discharge exceeds the total discharge control index of key water pollutants;
(three) illegal approval of the construction of construction projects that pollute the water environment, resulting in serious consequences such as major water pollution accidents, and the remedial measures have not been implemented.
Chapter VII Supplementary Provisions
Article 55 The East Route Project of South-to-North Water Transfer refers to the main project of transferring water from the Yangtze River trunk near Yangzhou City, Jiangsu Province to northern Jiangsu Province and Shandong Province.
The Middle Route Project of South-to-North Water Transfer refers to the main project of transferring water from Danjiangkou Reservoir to Henan, Hebei, Beijing and Tianjin.
The supporting project of South-to-North Water Diversion Project refers to the water supply project that is allocated and dispatched in the administrative area below the water diversion gate of the South-to-North Water Diversion Project and the Middle Route Project.
Article 56 These Regulations shall come into force as of the date of promulgation.
