Article 3 These Measures shall apply to the emergency work within the administrative area of this Municipality. Article 4 The emergency treatment of emergencies shall follow the principles of giving priority to prevention and being always ready, and implement the principles of unified leadership, graded responsibility, timely response, decisive measures, relying on science and strengthening cooperation, and establish a mechanism that combines professional institutions with amateur institutions, with government forces as the mainstay and social forces as the supplement. Article 7 Governments at all levels should increase investment, establish a public health service system suitable for national economic and social development, improve public health service facilities in rural areas, islands and communities, and ensure the reserve of first-aid facilities, equipment, rescue drugs and medical devices. Eighth governments at all levels and their health departments shall, in accordance with the relevant provisions of the state and the province, implement the welfare benefits of medical and health personnel participating in first aid. Specific measures shall be formulated by the financial department in conjunction with the health department and reported to the government at the same level for approval. Article 9 Any unit or individual must accept the inquiry, inspection, investigation, evidence collection, supervision and inspection and the implementation of preventive and control measures conducted by emergency handling institutions according to law, and have the right to report and accuse the acts violating these measures.
