1. Application conditions

(1) Ideological and moral conditions: those who apply for the qualification of teachers should abide by the Constitution and relevant laws and regulations, abide by teachers' professional ethics, be able to fulfill the obligations stipulated in the Teachers Law, love education, have good ideological and moral character, and have no record of illegal acts and criminal punishment.

(2) academic qualifications: applicants for teacher qualification should have the corresponding academic qualifications stipulated in the Teachers Law.

To apply for kindergarten teacher qualification, one should have graduated from kindergarten normal school or above; To apply for the qualification of a primary school teacher, one should have graduated from a secondary normal school or above; To apply for the qualification of junior middle school teachers, primary vocational school teachers in culture and professional courses, one should have graduated from a higher normal college or other college or above; To apply for the qualification of teachers in senior middle schools and teachers in secondary specialized schools, technical schools, vocational high schools and specialized courses, one should have a bachelor's degree in normal universities or other universities or above. Those who apply for the qualification of internship instructor in secondary vocational schools should have a college degree or above, and should have a professional technical position equivalent to assistant engineer or above or a technical level of intermediate workers or above.

(3) Education and teaching ability conditions: those who apply for teacher qualification should meet the following requirements:

Education and teaching ability: they have the basic qualities necessary for undertaking education and teaching work, the ability to choose education and teaching contents and methods, the ability to design teaching plans, the ability to use modern educational technology, the ability to teach and research, and the organizational ability to manage students.

2. Putonghua level: It should reach the second-class B or above standard stipulated in the Measures of Shaanxi Province for Implementing the Law of the People's Republic of China on Common Language and Characters, among which Chinese teachers, foreign language teachers and kindergarten teachers must reach the second-class A or above.

3. expressive ability: the applicant should be able to externalize the teacher's internal language through oral, posture or written words, so that the educated can understand and accept it; Oral expression should be accurate, concise, popular and vivid; The posture performance should be appropriate, reasonable and appropriate; The written expression should have a clear theme and a reasonable structure.

4. Basic theoretical knowledge of education:

Applicants should master educational policies and regulations, abide by teachers' professional ethics, be familiar with educational theories such as pedagogy and educational psychology, and have the ability to solve problems in education, teaching and class management. If the applicant has not studied and advanced such courses as Pedagogy, Educational Psychology, Educational Policies and Regulations, Teachers' Professional Ethics, etc., he should make up the relevant courses at the corresponding level, and the make-up class hours for each course shall not be less than 31 planned hours. After training, students can pass the examination of basic theoretical knowledge of education.

(4) Physical condition: The applicant should have good physical quality, be free from infectious diseases or serious diseases, be able to meet the needs of education and teaching, and pass the physical examination in a hospital at or above the county level designated by the teacher qualification accreditation institution.

(5) psychological quality: applicants should have good psychological quality, no history of mental illness, no mental illness or obvious unhealthy psychological situation. The psychological counseling and testing institution determined by the municipal teacher qualification accreditation institution has passed the test and its psychological quality is qualified, which is suitable for teachers' professional orientation.

Second, the test object

China citizens who intend to apply for the qualification of teachers in primary and secondary schools (including secondary vocational schools, senior middle schools, junior middle schools, primary schools and kindergartens) love education and are in good health, and have not reached the national statutory retirement age.

Students' registration will be arranged separately after being notified by the provincial authorities.

III. Accreditation procedure

IV. Examination items

1. The teacher qualification examination is divided into two parts: the basic theoretical knowledge examination of education and the professional skills examination of teachers;

2. The subjects of the examination of basic theoretical knowledge of education include Pedagogy, Educational Psychology, Educational Policies and Regulations and Teachers' Professional Ethics.

3. Teachers' professional skills examination focuses on the applicant's ability to achieve teaching objectives, organize curriculum implementation, master curriculum content, design teaching plans, use modern educational technology and manage students;

4. Only applicants who have preliminarily met the requirements of ideological and moral education, academic qualifications, physical conditions, psychological quality and basic theoretical knowledge of education can apply to take the teacher's professional skills examination.

V. Examination time

The examination time of basic theoretical knowledge of education is arranged uniformly in the whole province on April 25th (Sunday). See the following table for details of the examination arrangement:

The examination is a closed book, and the examination time of each subject is 91 minutes. The full score of the examination is 111, and 61 is a qualified score line. (II) Teachers' Professional Skills Examination

1. Time for accepting applications: May 5 to May 21, 2111

Acceptance place: Baoji Teachers' Qualification Accreditation Office is responsible for accepting applications for the qualifications of cultural courses, professional courses, practice instructors and kindergarten teachers in senior middle schools and secondary vocational schools, as well as Longxian, Qianyang, Linyou, Fengxian and Taibai. Other county teacher qualification accreditation bodies are responsible for accepting applications for the qualification of local junior middle schools and primary schools.

4. Teachers' professional skills examination is divided into four aspects: interview, test (lecture), defense and written test (lecture draft). The interview focuses on the applicant's appearance, behavior, thinking ability and oral expression ability; The test focuses on the applicant's ability to achieve teaching objectives, organize classroom teaching, master course content, use teaching language and teaching resources, use Putonghua and skills of writing on the blackboard and explaining; The defense focuses on the applicant's mastery of professional theoretical knowledge and his understanding of teachers' profession; The written test focuses on the determination of teaching objectives, important and difficult points, and the design ideas of teaching process.

6. The textbooks for applying for internship guidance in secondary vocational schools and professional skill examinations for teachers in senior high schools, junior high schools and primary schools adopt the current textbooks of this discipline; Kindergarten textbooks are uniformly designated by the city. VII. Examination fees

The examination fees shall be implemented in accordance with the Reply of Shaanxi Provincial Price Bureau and Shaanxi Price Bank Letter [2118] No.16 of the Department of Finance on Approving the Examination Fees for Teachers' Qualification in Our Province, and the examination fees for basic theoretical knowledge of education shall be charged according to 25 yuan/person/department; The teacher's professional skills examination fee is charged at 121 yuan/person.

Only when the applicant has passed the examination of basic theoretical knowledge of education and needs to take the teacher's professional skills examination can the teacher's professional skills examination fee be charged.

VIII. Training Work

1. According to the relevant provisions of the Measures for Teacher Qualification Examination in Shaanxi Province (Trial), those who apply for the teacher qualification examination must participate in the advanced training of the relevant courses of the examination, and the training hours for each subject shall not be less than 31 hours. Baoji Institute of Education is responsible for the training of Teachers' Professional Ethics, Educational Policies and Regulations, Education and Educational Psychology in middle and secondary schools. Baoji Primary School Teacher Training Center is responsible for the training of Pedagogy and Educational Psychology in primary schools and kindergartens. The training period is from March 3rd to April 4th. Participants in the training will arrange training registration at the same time as the examination registration.

(2) Teachers' training colleges and universities will issue the Training Qualification Certificate, which will serve as one of the bases for applicants to take the examination of basic theoretical knowledge of education.

(3) Training materials: In accordance with the relevant provisions of the Examination Measures, the syllabus and teaching materials designated by the Provincial Department of Education are used to participate in the training of basic theoretical knowledge of education. IX. Relevant requirements and explanations

1. Implementing the teacher qualification system is a national statutory teacher professional licensing system with strong policy, wide coverage and far-reaching significance. The education administrative departments of counties (districts) and relevant units should make use of newspapers, news media and other channels to do extensive and in-depth publicity work to the whole society, and the teacher qualification accreditation bodies at all levels should carry out the accreditation and management of teacher qualifications in strict accordance with the prescribed conditions and procedures; It is necessary to open government affairs and publicize the results of testing, auditing and identification; It is necessary to do a good job in information entry, data collection, audit and certification, and file classification in a timely manner. At the same time, it is necessary to strictly follow the charging standards approved by the Provincial Price Bureau and the Provincial Department of Finance, and consciously accept the supervision and inspection of institutions, finance, auditing and other departments.

2. The academic qualifications applied for taking the teacher qualification examination are based on the official graduation certificate submitted by the applicant. Party school education (except for majors approved by the administrative department of education) cannot be used as a qualified education to apply for teacher qualification; (2) Those who have obtained a master's (doctoral) degree after graduating from junior college, if they can't prove that they have a master's (doctoral) degree, can't be used as qualified qualifications for applying for secondary vocational schools and senior middle schools; Anyone who has obtained academic qualifications or degrees abroad must have a unified format certificate issued by the Study Abroad Service Center of the Ministry of Education. All kinds of non-academic training certificates, graduation certificates, graduation certificates (certificates) and learning (advanced studies) certificates cannot be used as qualified qualifications for applying for teacher qualifications.

if there is any objection to the academic qualifications, the explanation of the education administrative department shall prevail; if there is any objection to the authenticity of the diploma, the material certificate issued by the Student Office of the Provincial Department of Education shall prevail; If there is any objection to the professional division (whether it is a normal education major), the material certificate issued by the Higher Education Department of the Provincial Department of Education shall prevail.

3. In principle, those who take the teacher's professional skills examination should apply for the same or similar teaching subject as the one I submitted. Those who have obtained pre-school education or preschool education professional college degree or above in the past three years can only apply for kindergarten teacher qualification; Those with a junior college degree or above in primary education can only apply for the same or similar types of primary school teachers' qualifications and teaching disciplines as their majors; After reaching the teacher qualification that is consistent with the professional level of academic qualifications, you must take the remedial courses and examinations of basic theoretical knowledge of education at the corresponding level in accordance with the regulations before you can take the teacher qualification examination at a higher level.

4. The major of normal education refers to the major of normal education offered by normal colleges at all levels or other colleges and universities approved by the provincial education administrative department, with the purpose of training teachers and teaching in accordance with the syllabus and teaching plan of normal education issued by the Ministry of Education.

5. After the academic qualifications applied for teacher qualification are collected in a unified way, the municipal teacher qualification accreditation office will review them, and issue relevant certificates as supplementary supporting materials for teacher qualification accreditation conditions. Those who have passed the examination (verified by the education publicity roster), but have not obtained the teacher qualification certificate because of other unqualified conditions, can continue to apply for registration in 2111 and participate in the relevant procedures for this year's teacher qualification recognition, and their education will not be reviewed.

6. according to the provisions of Shaanxi province teacher qualification examination method (for trial implementation), from 2118, the validity period of "passing the examination of basic theoretical knowledge of education" is three years, and the certificate of passing the examination is limited to applying for one type of teacher qualification within the validity period of three years.

Those who have obtained a certain kind of teacher qualification and then apply for a higher-level teacher qualification must take the examinations of Education Policies and Regulations, Teachers' Professional Ethics, Pedagogy and Educational Psychology and pass them.

For applicants who have studied some courses of basic theoretical knowledge of education for normal graduates in recent three years and passed the examination, they can be exempted from the training and examination of the corresponding courses by filling in the Application Form for Exemption from Examination after being appraised by Baoji Teachers' Qualification Accreditation Office on the basis of the School Record Form or Graduation Registration Form. Those who graduated in 2117 or before are not exempted from the examination, and those who graduated after 2118 are only exempted from the corresponding level of Pedagogy, and other subjects are not exempted from the examination. Those who passed the examination of basic theoretical knowledge of education in 2118 (including single subject) will continue to be valid this year. In 2117, the certificate of passing the examination in our city has become invalid.

7. The same applicant may not apply for two or more teacher qualifications within one year.

8. Teachers' training colleges and universities should formulate training programs for teacher qualification examination courses and adopt various forms to improve training quality and management efficiency. Education administrative departments at all levels and schools at all levels should temporarily adjust the work of applicants who need to participate in the training to ensure the effectiveness and quality of the training.
