Mianzhu City is located in the northwest of Sichuan Basin, 80 kilometers away from Chengdu, and belongs to Chengdu one-hour economic circle. The whole city governs 19 town and 2 townships, with an area of 1245.3 square kilometers and a total population of 5 1 10,000, of which the total agricultural population is 4 1 10,000. Mianzhu was the hardest hit by the 5. 12 earthquake. Since the post-disaster reconstruction, with the strong leadership and deep concern of the CPC Central Committee and the high-level support from Jiangsu counterparts, the historical task of "basically completing the reconstruction in three years and two years" has been successfully completed. Since 2009, the city's Communist Youth League Committee system has taken advantage of the great opportunity of Jiangsu's counterpart aid construction, closely focused on the development goal of Mianzhu Municipal Party Committee and Municipal Government of "returning to the economically strong county in the province in two years and building a new Mianzhu in three years", and regarded "starting a business for all and strengthening the city economically" proposed by the Municipal Party Committee as the guiding ideology of youth agricultural work, and has always regarded serving youth employment and entrepreneurship as an important aspect of serving the overall situation and youth, and achieved some results.

First, the current situation of rural youth entrepreneurship and employment in our city

Rural youth has always been the backbone of rural economic and social development in our city, and the present situation of youth in our city presents two characteristics.

First, the atmosphere of self-employment is relatively strong, and the leaders of entrepreneurship and wealth are constantly emerging. Jiangsu's aid construction not only provided sufficient funds and excellent management experience, but also brought advanced ideas. Since the post-disaster reconstruction, all kinds of talents in the city have gone to Jiangsu to learn experience in batches, which has greatly changed the thinking of the people in the city. The awareness of self-employment among young people in our city has been continuously enhanced, and a large number of rural entrepreneurs like Cai Jiandong and Tu Fajuan have emerged who are unwilling to lag behind, can endure hardships and dare to explore. More than 95% of young people want to get rich, hoping to get rich, and some people have achieved prosperity through hard work. However, due to the lack of funds, information, technology and guidance, more and more young people are still wandering on the road to becoming rich.

Second, there are more rural youth who choose to work in the nearest enterprise, and the youth present a dual identity. The completion of Mianzhu Industrial Park in Jiangsu, a provincial industrial park in Sichuan, has attracted a large number of high-quality enterprises to settle in Mianzhu, and also attracted a large number of rural youth to work in this city. The proportion of local youth absorbed by enterprises is very high, and many rural youth have dual identities. They work as workers in enterprises during the day and are farmers when they go home. This puts forward higher requirements for enterprises to serve young people.

Two, the city * * * Youth League Committee to promote the specific practices of youth entrepreneurship and employment

In the past two years, league organizations at all levels in the city have effectively guided the work with the idea of "leveraging Jiangsu, focusing on the center and taking multiple measures at the same time", and effectively led young people to start businesses according to the requirements of the Communist Youth League Committee, the Municipal Party Committee and the government, and carried out a lot of fruitful work.

A solid foundation for entrepreneurship and employment in 2008

First, Jiangsu Mianzhu Youth Entrepreneurship and Employment Fund was established to provide financial support for serving young people. In view of the problems of many preferential policies to support youth entrepreneurship, high threshold of secured loans and insufficient start-up funds, the Communist Youth League Committee set up Mianzhu Youth Entrepreneurship Fund with 2 million yuan of help funds actively sought from Jiangsu Communist Youth League Committee as the basic fund, and with the mode of "government investment as the guide and social fund-raising", to provide help for youth entrepreneurship from the aspects of discount on youth entrepreneurship loans, employment technical training, and advanced recognition and reward for entrepreneurship.

Second, relying on the construction of various agricultural industrial parks, a number of rural youth entrepreneurship demonstration bases have been established. Relying on a number of newly-built agricultural demonstration parks after the disaster, such as Jiangsu Efficient Agricultural Demonstration Park, Xiaode Town Agricultural Demonstration Park and Zundao Town Agricultural Demonstration Park, the Communist Youth League Committee jointly organized the Ministry of Personnel, agriculture-related departments and labor departments to establish a number of rural youth entrepreneurship bases, providing technical training guidance, project consulting services and on-site guidance for rural youth to engage in farming and breeding, and helping entrepreneurial youth realize their entrepreneurial dreams. At present, more than 100 rural youths in the city have introduced new varieties such as greenhouse strawberries, fermented bed pigs, crisp pears and seedless grapes under the guidance of Jiangsu agricultural industrialization experts, forming a beautiful picture of a new and efficient breeding industry.

Third, based on the completion and commissioning of Mianzhu Industrial Park in Jiangsu Province, a youth entrepreneurship and employment service station will be established. In order to expand the hematopoietic function of post-disaster reconstruction in our city, Mianzhu Industrial Park, a provincial-level industrial park in Sichuan aided by Jiangsu, has been completed and put into operation. At present, it has attracted investment of nearly 8 billion yuan, and a large number of rural youth have gone out to work. At the same time, in order to effectively serve youth employment, the Communist Youth League Committee relies on the Youth League Committee of the Development Zone to establish a youth service station in the industrial park. According to the standard of "close to the needs of economic development and strive to provide policy information, job information, business information and other information for young people who create jobs", every Friday, the staff of the youth service station make full use of the service station and information network technology to provide information consultation and information release for aspiring young people in our city.

(two) around the return to the "top ten" work center, take various measures to promote rural youth entrepreneurship and employment to achieve practical results.

First, take the implementation of the youth entrepreneurship microfinance project as an opportunity to effectively solve the problem of raising funds for youth entrepreneurship. Since 2009, in the implementation of the Sichuan Youth Microfinance Project, our city has continuously organized loan youth to hold symposiums to listen to opinions and sum up experience. 20 10, relying on the implementation of this project and the Youth Entrepreneurship and Employment Fund of Mianzhu City, Jiangsu Province, the Communist Youth League Committee cooperated with the Postal Savings Bank of Mianzhu City to implement the youth microfinance project in Mianzhu City with more favorable conditions and greater support, giving 50% preferential treatment to all qualified entrepreneurs. Since June, we have continued to strive for the support of the labor department, giving full discount to the annual entrepreneurial loans, and trying our best to solve the "bottleneck" of funds for youth entrepreneurship and employment in our city. In 20 10, the city successfully issued 3.89 million small loans to 65 eligible rural entrepreneurs, and the Labor Bureau and the Communist Youth League Committee subsidized 340,000 yuan, of which the Communist Youth League Committee subsidized170,000 yuan, which greatly encouraged and promoted the entrepreneurial enthusiasm of rural youth and eased the financial pressure faced by young entrepreneurs, and was highly praised by the municipal party Committee, the municipal government and all walks of life.

The second is to integrate various resources and establish a joint meeting system for Mianzhu youth entrepreneurship and employment. In order to break down the information and policies related to youth employment creation into parts, so that all policies can benefit the entrepreneurial youth in our city, our city has established a joint meeting system for youth employment in Mianzhu City, which is composed of the Communist Youth League Committee, labor, agriculture, industry and commerce, taxation, women's federations and other related units. Regular joint meetings are held to exchange information, on-site integration and coordination of relevant policies and projects, and unified release of integrated information. At the same time, relying on Mianzhu Municipal Affairs Center, Mianzhu Youth Service Window and 12355 Youth Service Hotline were opened to provide centralized service functions such as policy, law, finance, financing and information consultation for entrepreneurial youth, helping and supporting rural youth to take every step of entrepreneurship.

The third is to increase skills training and send young people to work in many ways. The Communist Youth League Committee actively seeks contact and cooperation with labor, agriculture, finance, science and technology, education and other departments, and actively carries out entrepreneurship training for rural youth. Relying on Mianzhu Vocational School, Dong Qi Industry, Qian Kun Group, Jindu Hotel and other institutions, it has established a number of "youth practice bases" and "youth employment and entrepreneurship trainee bases" to provide trainee positions for rural youth, accumulate work experience, improve employment and entrepreneurship ability, and create conditions for enterprises to select and employ people. 20 10, relying on the employment information provided by Jiangsu communist youth league Committee, the communist youth league Committee and the municipal labor bureau launched the "order-based training activity", and conducted the first centralized closed training for 300 rural youths for 1 month. The fourth is to select outstanding young models and give full play to their exemplary role. The Communist Youth League Committee will increase the publicity of typical youth entrepreneurship, give play to their mentoring role, and drive the surrounding youth to start businesses and become rich. Since 2009, according to the reserve standard of at least two people in a township, the city has established a talent pool of not less than 50 rural youth to become rich, and has carried out key support and follow-up training in the talent pool. 20 10 introduced a large number of new models, such as Cai Jiandong, a 5,000-mu high-quality vegetable farmer in Shidi Town, and Tu Fajuan, a college student village official in guangji town, Mianzhu City. These models not only played an exemplary role, but also used their leading role to help many rural youth embark on the road of starting a business and getting rich.

Third, some ideas.

In the service of rural youth entrepreneurship and employment in our city, some problems that restrict the development of youth are still found, which cannot be solved in a short time due to various factors.

First, outdated concepts affect youth employment and entrepreneurship. After investigation, in rural areas, some teenagers are homesick and unwilling to leave their hometown. There are also some young people who have the idea of "staying at home rather than going out" and are unwilling to travel. Some parents are uneasy about their children going out to work. On the one hand, they are afraid that they are unfamiliar and that their children will suffer. On the other hand, they are afraid of social disorder and their children are in danger of going out. In addition, there is prejudice in career choice, and it is considered that engaging in service industries such as catering, hotels and housekeeping is inferior, which is detrimental to the image. They would rather choose dirty, tired and bitter manual labor than engage in service industry. At the same time, due to the influence of traditional ideas, many young people who have obtained university diplomas are not ready to start a business in terms of psychology, ability and experience.

Second, the system of youth entrepreneurship microfinance projects is limited and there are many loan procedures. Many young farmers, such as returning college students, returning young migrant workers and demobilized soldiers, want to start businesses, but they are trapped in insufficient start-up funds. Such families often lack loan guarantee conditions, and bank loans are not aimed at such people, which greatly affects the entrepreneurial enthusiasm of such aspiring young people.

Third, the channels for rural entrepreneurial youth engaged in farming to obtain information are not perfect. More than 80% of rural youth in our city choose to engage in farming, and our city also strongly supports farmers to engage in farming by relying on land, and gives support in policies, projects, provenances, funds and technology. However, farming is also a risky industry, and non-scale farming often cannot stand the influence of nature and market. Functional departments have not done enough to provide farmers with market supply and demand information, sales channels and price information. There have been many herd mentality and blind investment in aquaculture in our city, with many failures and few successes, which also hit the entrepreneurial enthusiasm of young people to some extent.
