Article 2 The management system of protected areas shall be implemented in accordance with the law for wetlands of international importance in West Dongting Lake. The reserve is divided into core area, buffer area and experimental area. The core area includes Laostork Lake, Dongwa, Yuzhou and Zhujiashan, with a total area of 9,161 hectares. The buffer zone includes Huayuanzui, Qingming Island, Maolian Island and the area adjacent to the east of South Dongting Lake Wetland, with a total area of 6,165 hectares. The experimental area includes canned Su household appliances from Liulinzui in Yougang to the outer river along the lake levee, the safety platform at the north turn of Chenyang Street to the outer river of Longwangmiao levee in Bailuqiao, the lake around the levee, Anle Lake and Longchi Lake, with a total area of 14,818 hectares. Article 3 The Municipal People's Government and Hanshou County People's Government shall follow the principles of giving priority to protection, scientific restoration, rational utilization and sustainable development, and incorporate the protection of internationally important wetlands in West Dongting Lake into the national economic and social development plan.

Wetland protection funds shall be earmarked, and no unit or individual may occupy or misappropriate them.

the departments of development and reform, natural resources and planning, ecological environment, water administration, agriculture and rural areas, transportation, education, health, culture, tourism, radio, film and television, sports, public security, finance and other departments should do a good job in wetland protection according to their respective responsibilities. Fifth West Dongting Lake National Nature Reserve Administration is the protection and management institution of the internationally important wetlands in West Dongting Lake. Wetland protection and management institutions shall perform the following duties:
(1) Implementing relevant laws, regulations and rules;
(2) organizing the implementation of the overall planning of protected areas and special planning such as eco-tourism;
(3) carry out natural resources investigation and environmental monitoring in protected areas, and establish wetland ecological early warning mechanism;
(4) to carry out scientific research and public publicity and education related to the nature reserve, participate in international and domestic academic exchanges and technical cooperation, and establish the archives and information management system of the nature reserve;
(5) to supervise and manage the related activities of units and individuals within the protected areas, and to stop and investigate and deal with illegal acts that damage the ecological environment of wetlands according to law;
(6) to organize and implement the ecological restoration of protected areas in conjunction with relevant departments to protect wild animals and plants according to law;
(7) to organize and implement the ecological compensation work in the protected areas in conjunction with relevant departments;
(8) Other duties as stipulated by laws, regulations and rules. Article 6 The following administrative punishment rights within the internationally important wetlands of West Dongting Lake shall be exercised by the wetland protection and management institutions:
(1) All administrative punishment rights stipulated by laws, regulations and rules concerning forestry, wildlife and plant protection, tourism and fisheries;
(2) the right of administrative punishment in the Law of the People's Republic of China on the Prevention and Control of Air Pollution concerning the use of marine fuel that does not meet the standards or requirements, and the right of administrative punishment concerning the failure to take appropriate pollution control measures in catering services;
(3) the power of administrative punishment for illegal discharge of water pollutants and the power of administrative punishment for ship pollution in the Law of the People's Republic of China on the Prevention and Control of Water Pollution;
(4) The Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste has the right of administrative punishment on the construction of facilities and places for centralized storage and disposal of industrial solid waste in nature reserves, and the right of administrative punishment on violation of the provisions on the prevention and control of environmental pollution by municipal solid waste;
(5) The Law of the People's Republic of China on the Administration of Land and Land has the right of administrative punishment on changing agricultural land into construction land without authorization, and the right of administrative punishment on occupying cultivated land to build kilns, build graves, build houses, dig sand, quarry, mine and borrow soil without authorization, which damages planting conditions, or causes land desertification and salinization due to land development;
(6) the administrative punishment right of the Mineral Resources Law of the People's Republic of China on mining without a mining license or beyond the approved mining area;
(7) The Administrative Punishment Right of "Regulations of the People's Republic of China on River Management" on abandoning and piling objects that hinder flood discharge, planting trees or tall plants that hinder flood discharge, and building dikes, water blocking channels and water blocking roads within the scope of river management, and the Administrative Punishment Right of sand mining, earth borrowing, gold panning, sand and gravel disposal or silt, blasting, drilling and digging fish ponds within the scope of river management.
(8) "Regulations of the People's Republic of China on Traffic Safety Management of Domestic Rivers" concerns the right of administrative punishment for ships and floating facilities to sail or operate without qualified inspection certificate or registration certificate or necessary navigation information. Article 7 The township people's governments (street offices) around the internationally important wetlands in the West Dongting Lake shall, in accordance with the specific requirements of wetland protection, do a good job in related work; Villagers' committees (residents' committees) shall guide and organize villagers (residents) to actively participate in wetland protection through villagers' conventions (residents' conventions).
