Article 4 The people's governments at or above the county level shall lead the service management of floating population within their respective administrative areas, and establish the working mechanism and responsibility system for the service management of floating population.
Public security, real estate, population and family planning, labor and social security, education, health, taxation and other relevant departments of the people's governments at or above the county level. In accordance with the division of responsibilities, they are responsible for the service management of the floating population.
Article 5 People's governments at the county level shall, according to actual needs, organize relevant departments to establish a centralized service management mechanism for floating population in urban streets, communities and towns, and conduct comprehensive service management for floating population.
Street offices and Township People's governments are entrusted by the people's governments at the county level and their relevant departments to organize and implement the management of integrated services for floating population, and neighborhood (village) committees shall provide assistance.

Thirteenth people's governments at or above the county level shall scientifically determine the conditions for the floating population to settle down, and the public security organs shall promptly go through the formalities for the migration of the floating population in registered permanent residence who apply for settlement and meet the conditions for settlement.
Floating population can apply for motor vehicle driving license and apply for motor vehicle registration at their place of residence.
The public security organ shall promptly accept and mediate public security disputes involving floating population.
Article 14 The employing unit shall abide by labor laws and regulations, sign labor contracts with the recruited floating population, provide a safe and hygienic working environment for the floating population, handle work-related injury insurance and other social insurance they participate in according to law, pay labor remuneration in time, and protect the legitimate rights and interests of the floating population.
Fifteenth catering and living places provided by the employer for the floating population shall meet the health and safety conditions stipulated by the state.

Article 16 The employing unit shall guarantee the floating population's right to join and organize trade unions according to law. In trade union activities, the floating population enjoys the same rights as the permanent population.
Seventeenth relevant departments of the people's governments at or above the county level shall promptly handle the complaints of floating population, and shall not delay or shirk; Complaints that do not fall within the scope of responsibilities of the department shall be promptly informed of the floating population of the department that has the right to handle them.
Eighteenth judicial administrative departments of the people's governments at or above the county level shall organize legal publicity and education of floating population and dispute mediation, and guide the floating population to safeguard their legitimate rights and interests according to law.
Legal aid institutions shall provide legal aid to the floating population with financial difficulties in a timely manner; Migrant workers who apply for payment of labor remuneration and compensation for work-related injuries will no longer be examined for their economic conditions.
Nineteenth floating population who have made outstanding contributions to the cause of socialist construction shall be commended and rewarded by the local people's government or the relevant departments.

Chapter III Management of Floating Population

Chapter IV Legal Liability

(1) Failing to provide services for the floating population in accordance with these Provisions;
(two) in violation of the provisions of the floating population to collect fees;

Thirtieth in violation of the provisions of article twenty-second, not timely declaration of temporary population registration, the public security organs of the people's governments at the county level shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 200 yuan and less than 500 yuan shall be imposed.
Thirty-first, in violation of the provisions of article twenty-sixth, not timely housing lease registration procedures, shall be punished in accordance with the relevant provisions of the state.

Chapter V Supplementary Provisions
Article 33 These Provisions shall come into force as of April 6, 2009. Temporary residence permits for floating population issued before the implementation of these Provisions shall be renewed after the expiration of the validity period.
