1. Register with the industrial and commercial office within the jurisdiction. 3. Application for hygiene license. Find the health supervision department within its jurisdiction to apply for acceptance. The applicant shall fill in the Application Form for Hygiene Permit in duplicate and provide accurate, authentic, legal and effective information. If the accepting department checks the contents of the Application for Hygiene Permit filled in by the applicant and the information provided by the responsible supervisor, it will register. In accordance with the provisions of laws, regulations, rules, normative documents, hygiene standards and hygiene requirements, the supervisor shall review the materials provided by the applicant and make a decision on whether to accept them within 3 working days. Those who meet the application qualifications and have complete information shall be accepted and on-site examination shall be conducted as required. After the on-site review, if it meets the requirements, the contractor supervisor will issue a Notice of Charge and register it on the Registration Form for the Issuance of Hygiene Permit. After the examination and approval by the competent leader, the applicant will go to the Health Bureau to go through the relevant formalities for obtaining the Hygiene Permit.
4. industrial and commercial business license: after obtaining the above two certificates, you can apply for an industrial and commercial business license at the industrial and commercial office with these two certificates and the corresponding house lease certificate and ID card. In accordance with the provisions of the administrative department for industry and commerce, those who apply to engage in catering, food processing and sales industries shall issue a certificate issued by the food hygiene supervision organ; If a helper or apprentice is invited, a contract signed with the helper or apprentice shall be submitted. Where personal health and life safety are involved, an insurance certificate shall also be issued.

Legal basis
Article 17 of the Food Safety Law of the People's Republic of China shall meet the following conditions and obtain the registration certificate of small food workshops:
(1) It shall have an independent production and processing place, the area of the place shall be suitable for the production and processing capacity, the layout shall meet the requirements of technological process, the environment of the production and processing place shall be clean and tidy, and a safe distance shall be kept from toxic and harmful places and other pollution sources;
(2) having equipment and facilities suitable for the variety and quantity of food produced and processed, and corresponding sanitary protection facilities for treating waste water and storing garbage;
(3) establish a food safety management system and equip food safety management personnel.
Article 18 To apply for the registration certificate of a small food workshop, the following materials shall be submitted to the food and drug supervision and administration department of the local people's government at the county level or its dispatched office: (1) an application and relevant certification materials required by Article 17 of these Regulations; (two) the applicant's valid identity certificate and business license of individual industrial and commercial households; (3) Health certificates of employees. It is forbidden to conceal the real situation or obtain the registration certificate of small food workshops by improper means such as submitting false materials.
