Article 2 The supervision and inspection of fire safety in industries (systems) within the administrative area of this Municipality shall follow the principle of "whoever is in charge shall be responsible" and implement the responsibility system for fire safety in industries (systems). Article 3 The municipal, district (city) people's governments shall implement the responsibility system for fire control work, and supervise and assess the performance of fire control safety supervision and inspection duties by the relevant departments (systems) of the people's governments at the corresponding levels.

Article 4 The competent departments of relevant industries (systems) of the municipal, district (city) people's governments shall, in accordance with the requirements of the fire safety responsibility system, implement the objectives and tasks, and carry out targeted fire safety inspections on a regular basis according to the characteristics of the industries (systems). Fifth industry (system) fire safety supervision and inspection work should adhere to the unified supervision of specialized agencies and industry (system) departments in charge of collaborative management.

the municipal, district (city) public security organs shall, according to law, implement unified supervision and management of fire safety work within their respective administrative areas, and guide the competent departments of industries (systems) to carry out fire safety supervision and inspection work. The fire control institutions of public security organs and police stations shall be responsible for the specific work according to the division of labor.

the competent departments of various industries (systems) shall supervise and inspect the fire safety of their industries (systems) in accordance with relevant laws and regulations and these measures.

fire control work in forestry, railways, ports and civil aviation shall be supervised and managed by the competent departments of their industries (systems) in accordance with relevant laws, regulations and rules. Article 6 The fire safety work of the industry (system) shall combine hierarchical management with localized management, with localized management as the main task.

the municipal, district (city) departments in charge of industries (systems) shall determine their respective management scopes according to the guidance catalogue of the management scope of fire safety supervision and inspection of industries (systems) (see annex), which shall be confirmed by the fire safety committee established by the people's government at the corresponding level and published.

the fire safety Committee established by the municipal, district (city) people's government can make timely adjustments to the management scope of fire safety supervision and inspection of the industry (system) according to the changes in the responsibilities of the industry (system). Article 7 Supervisory organs shall deal with violations of discipline in the implementation of fire safety supervision and inspection according to laws and regulations.

finance, staffing and other departments shall, according to their respective responsibilities, implement the funds and personnel guarantee required for supervision and inspection.

the state-owned assets department shall cooperate with the competent departments of relevant industries (systems) to do a good job in the fire safety supervision and inspection of the funded enterprises.

the departments of production safety supervision, quality supervision, industry and commerce administration, urban and rural planning, environmental protection, etc. shall cooperate with each other to do a good job in the supervision and inspection of fire safety in the industry (system) according to their respective responsibilities. Chapter II Supervision and Inspection Duties Article 8 The main person in charge of the competent department of industry (system) shall lead the supervision and inspection of fire safety in the industry (system) of this department; The person in charge directly leads the industry (system) fire safety supervision and inspection work of this department; Other responsible persons are responsible for the supervision and inspection of fire safety in industries (systems) within their business scope. Article 9 The competent department of an industry (system) shall perform the following duties of fire safety supervision and inspection in the industry (system):

(1) Establish and improve the leading mechanism of fire safety work, set up or specify the fire safety working organization, the person in charge and other relevant personnel, and timely study and solve major problems related to fire safety supervision and inspection;

(2) The fire safety supervision and inspection of the industry (system) and the overall management of the industry (system) are the same as planning, deployment, inspection and assessment;

(3) to organize the formulation of fire safety supervision and inspection work systems and measures, and urge and inspect (supervise) the standardization management of fire safety;

(4) to formulate the annual supervision and inspection work plan for fire safety, and carry out targeted fire safety inspections on a regular basis;

(5) according to the rectification instructions of the people's government at the same level, problems found in fire safety inspection or social complaints and reports, promptly urge the rectification of fire hazards, especially major fire hazards;

(6) supervise and inspect fire safety publicity, education, training and drills;

(7) assist the public security organs to carry out fire safety supervision and inspection, and investigate and deal with fire safety violations;

(8) assisting the fire control institutions of public security organs to carry out fire fighting and rescue and fire accident investigation;

(9) Supervise and inspect the preparation and drills of emergency plans;

(11) Establish a complaint handling system;

(11) Other duties of fire safety supervision and inspection as stipulated by laws, regulations and rules. Tenth industry (system) department in charge of the main person in charge shall strengthen the organization and leadership of the industry (system) fire safety supervision and inspection work, and fully perform the leadership duties of the industry (system) fire safety supervision and inspection work; The person in charge shall perform the following direct leadership duties:

(1) Organize the formulation and implementation of the annual fire safety supervision and inspection work plan and measures;

(2) Organize and analyze the fire safety situation of the industry (system), and supervise and inspect the implementation of plans and measures;

(3) Organize targeted fire safety supervision and inspection on a regular basis, and promptly supervise and inspect the rectification of fire hazards;

(4) supervise and inspect the fire safety publicity, education, training and emergency drills of industry (system) units;

(5) Other duties of fire safety supervision and inspection determined by the department.
