County (city, district) people's government (Management Committee) can determine the management mode of rural domestic waste according to local conditions. Article 5 Municipal and county (city, district) people's governments (management committees) shall lead the management of urban and rural domestic waste within their respective administrative areas, incorporate domestic waste management into the national economic and social development plan, make overall plans for the construction of domestic waste treatment facilities, and formulate and organize the implementation of domestic waste management policies. Article 6 The urban management department shall be responsible for the management of urban and rural domestic waste within its administrative area, organize the preparation of special plans for domestic waste treatment, carry out the construction and management of domestic waste facilities, and guide, assess and supervise the management of domestic waste.

Article 8 Township People's governments (street offices) shall organize the management of domestic waste within their respective jurisdictions and perform the following duties:

(1) Implement the urban and rural domestic waste control plan of county (city, district) people's governments (management committees);

(2) assist the urban management department to carry out the management of domestic waste;

(3) organizing and dispatching the collection and transportation of domestic garbage within its jurisdiction;

(4) to guide and urge villagers' committees (residents' committees) to carry out the management of domestic waste;

(5) assisting in the construction, maintenance and management of domestic waste transfer stations;

(6) Other duties as stipulated by laws and regulations. Article 9 Villagers' committees (residents' committees) shall organize sanitation cleaning in public areas, carry out classified collection, publicity and guidance of domestic garbage, and urge units and individuals to carry out classified delivery of domestic garbage.

Villages and communities can set up environmental sanitation associations to assist villagers' committees (residents' committees) in the work of classified collection, publicity and guidance of domestic waste. Article 11 Units and individuals shall fulfill the obligations of classifying and reducing domestic garbage and maintain the environmental sanitation in the responsible areas.
