Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Fire Prevention Law of People's Republic of China (PRC) and other relevant laws and regulations, in combination with the actual situation of the autonomous region, in order to strengthen fire control work, prevent and reduce fires and protect the personal, public and property safety of citizens. Article 2 Fire control work shall follow the principle of putting prevention first and combining prevention with elimination, adhere to the principle of combining specialized organs with the masses, and implement the responsibility system for fire control safety. Third fire control work by the people's governments at all levels. People's governments at all levels should strengthen their leadership over fire control work, incorporate the construction of public fire control facilities and fire control equipment into the national economic and social development plan, and include the required funds in the fiscal budget to ensure that fire control work is compatible with national economic and social development. Fourth fire control work by the public security organs at or above the county level supervision and management, public security fire control institutions responsible for the implementation.

The Production and Construction Corps shall strengthen the fire control work of this system and accept the supervision and guidance of the public security organs and public security fire control institutions of the autonomous region.

China People's Liberation Army and Armed Police Force are open to the public, and their fire safety work is supervised and managed by local public security organs and public security fire control institutions. Article 5 It is the common responsibility of the whole society to prevent and put out fires.

Any unit or individual has the right to report, accuse and stop acts that endanger public safety and fire safety. Article 6 Units and individuals are encouraged to provide financial support for public fire prevention.

Units and individuals that have made outstanding contributions or remarkable achievements in fire control work shall be commended and rewarded. Seventh people's governments at all levels and organs, organizations, enterprises and institutions should regularly carry out fire prevention publicity and education, popularize fire prevention knowledge, and raise the awareness of fire prevention in the whole society.

Chapter II Fire Fighting Organizations Article 8 People's governments at all levels shall strengthen the organization and construction of public security fire brigades, full-time fire brigades and volunteer fire brigades, and enhance their ability to prevent and put out fires. Ninth large and medium-sized enterprises, special warehouses and large enterprises far away from the local public security fire brigade should establish full-time fire brigade. Article 10 The establishment of a full-time fire brigade shall comply with the relevant provisions of the state and accept the acceptance of the public security fire control institutions in the autonomous region. Full-time fire brigade accepts the professional guidance and unified dispatch of local public security fire control institutions.

Full-time fire brigade shall not be revoked at will, and if it is really necessary to revoke it, it shall be reported to the public security fire control institution of the autonomous region for approval. Eleventh units and towns, villages and streets may, according to the needs, set up voluntary fire brigades composed of workers or villagers and residents to enhance their self-prevention and self-rescue capabilities.

Cotton-producing counties, townships (towns) and farms should establish seasonal fire brigades according to production conditions, equipped with necessary fire-fighting equipment.

The obligatory fire brigade shall conduct fire drills at least once a year. Twelfth public security fire brigade should strengthen business construction and technical training, keep fire fighting vehicles and equipment in good condition, and be ready for fire fighting at any time.

The public security fire brigade shall be equipped with personal protective equipment and special equipment for fighting serious fires, special fires and handling dangerous chemical accidents. Chapter III Fire Control Article 13 People's governments at all levels shall establish a responsibility system for fire control safety under their leadership and coordinate major issues in fire control work in a timely manner.

Organs, organizations, enterprises, institutions and other organizations shall establish and improve the fire safety system, perform fire safety duties, and their legal representatives or principal responsible persons shall be the first responsible persons of their own units for fire safety, and be responsible for the fire safety work of their own units. Article 14 In residential areas, bazaars, commodity wholesale markets, multi-property buildings and other places where people gather and materials are concentrated, the owners, organizers, property management units or entrusting units shall perform their fire safety responsibilities, and if they undertake contracting, leasing or entrusting operations, they shall specify their fire safety responsibilities in the contracting, leasing and entrusting contracts. Article 15 The people's government of a city shall formulate a plan for urban fire control, and organize the planning, finance, construction, telecommunications, water supply, public security and fire control departments and units to implement it.

Urban fire protection planning should be incorporated into the overall urban planning. Unified planning, design, construction and management of public fire control facilities and other municipal infrastructure. Sixteenth new residential areas, development zones, flammable and explosive places, should be in accordance with the planning requirements of the simultaneous construction of fire facilities.

The factories, warehouses and inflammable and explosive places that have been built and seriously affected the fire safety of the city should be included in the urban transformation plan. Seventeenth units engaged in fire protection design of construction projects must have corresponding qualification grades.

The fire protection design of new construction, reconstruction and expansion projects (including decoration) shall be audited by public security fire control institutions, and the general projects shall be audited within 10 days; The key projects of the state and the autonomous region shall be audited within 20 days. In case of special circumstances, the audit time limit can be extended by 10 days. Unaudited or unqualified, the construction administrative department shall not issue a construction permit, and the construction unit shall not carry out construction. Article 18 The construction projects of foreign-invested enterprises in the autonomous region and the design schemes of construction projects imported from abroad or from Hong Kong, Macao and Taiwan must conform to the national fire control technical specifications. Relevant fire protection design data shall be reported to the public security fire control institutions of the autonomous region for review. Nineteenth construction units and technical testing institutions engaged in the installation, maintenance and commissioning of building fire control facilities shall meet the prescribed working conditions and be audited by the public security fire control institutions of the autonomous region.

The construction unit shall strictly follow the approved fire protection design and construction, and shall not change it without authorization. After the completion of the project, it must be accepted by the public security fire control institutions. Without acceptance or unqualified acceptance, it shall not be put into use.

The construction unit shall be responsible for the fire safety of the construction site, and the construction unit shall provide assistance.
