Chapter I General Provisions Article 1 In order to regulate the management of domestic waste classification, realize the reduction, resource utilization and harmlessness of domestic waste, improve the urban and rural ecological environment, promote the construction of ecological civilization, and promote the sustainable development of economy and society, according to the "Chinese People's Republic of China *** and the State Law on the Prevention and Control of Environmental Pollution by Solid Wastes," "Regulations on the Management of Urban Amenities and Environmental Hygiene" and other relevant laws and regulations, combined with the actuality of the city, to formulate this Regulations. Article 2 The regulations shall apply to the classification, collection, transportation, disposal and supervision and management of household garbage in the administrative area of the city.

The domestic waste referred to in these regulations refers to solid waste generated by units and individuals in their daily lives or in the activities of providing services for daily life, as well as solid waste that is regarded as domestic waste under the provisions of laws and administrative regulations. Article 3 The classification of domestic garbage shall follow the principles of government promotion, universal participation, urban and rural integration, local conditions and simplicity. Article 4 The city's domestic garbage is divided into the following four categories:

(1) recyclables, refers to suitable for recovery and recyclable waste, including paper, plastics, metals, fabrics, glass, electrical and electronic products, etc.;

(2) food waste, refers to the perishable, organic waste, including household food waste, kitchen waste and other food waste, etc.;

(3) Hazardous garbage refers to waste that causes direct or potential harm to human health or the natural environment, including batteries, fluorescent tubes, mercury-containing thermometers and sphygmomanometers, medicines, paints, solvents, pesticides, disinfectants and their containers, films and photographic paper, etc.;

(4) Other garbage refers to domestic garbage other than the first three items. Article 5 The people's governments of cities and counties (districts) shall incorporate the work of classification and management of household garbage into the national economic and social development planning, strengthen the leadership of the work of classification and management of household garbage, set up a comprehensive coordination mechanism, set the target of reducing the amount of household garbage at the source and classifying the management of household garbage, guarantee the financial investment, and promote the work of classification and management of household garbage in a coordinated manner.

Chapter II Planning and Construction Article 10 municipalities and counties in charge of environmental sanitation departments shall, in conjunction with the development and reform, natural resources, ecological environment and other competent departments, according to the needs of economic and social development and environmental protection, the preparation of special planning for the management of classification of household garbage, and reported to the people's government at the same level for approval and implementation.
