Article 4 The city and district health promotion committees in the people's government at this level under the leadership of the people's government, is responsible for the work of tobacco control in the administrative area of the Organization and coordination, guidance and supervision of tobacco control work in all sectors and industries, and organize and carry out tobacco control work publicity and education activities. The daily office of the Health Promotion Committee is located in the administrative department of health planning at the same level.

The administrative department of health planning is the competent authority for tobacco control work in public ****places in the city.

The administrative departments of education, culture, radio, film and television, sports, tourism, food and drug supervision, transportation, commerce, public security, housing and urban-rural construction, and comprehensive cultural law-enforcement are responsible for the supervision and management of tobacco control in accordance with these regulations and other relevant provisions.

The Regulations on Smoking Control in Public ****ing Places is a key legislative project of the National Health and Family Planning Commission, and a draft was formed at the end of October 2014 for submission to the State Council. The regulations stipulate that smoking is prohibited in all indoor public ****ing places.

The people's governments of municipalities and districts may, according to the needs of large-scale events, establish the outdoor areas of other public **** places as temporary no-smoking areas.
