Recently, the guidelines for home isolation observation during the epidemic period in novel coronavirus were issued. These guidelines are applicable to guiding and standardizing the work related to home isolation observation in communities. The specific matters are hereby notified as follows:

1. Basic conditions for home isolation observation

The residence of home isolation observers must be professionally evaluated by community medical personnel. Do not meet the conditions of home isolation, all centralized isolation.

1. The living place is equipped with a kitchen and bathroom that can be used independently.

2. The smoke exhaust facilities in the kitchen should be equipped with check valves or directly discharged to the outside through pipes.

3. The drainage pipes of kitchen sinks and other appliances should be closely connected with the drainage system. If plug-in connection is adopted, it should be sealed.

4. The exhaust pipe of the toilet should be provided with a check valve or with ventilation conditions.

5. In addition to the toilet with its own trap, other sanitary appliances must have a trap below the drain; The floor drain should be equipped with a water seal device, and the drainage pipes of washbasins and other appliances should be closely connected with the drainage system. If plug-in connection is adopted, it should be sealed.

6. The living place should have good ventilation conditions and external windows that can be opened independently.

7. Places with poor ventilation, such as semi-basements and basements, are not recommended as home isolation places in principle.

8. If the residential area is adjacent to public roads and there is no physical isolation such as green belts, it is suggested to add temporary physical isolation facilities.

evaluation of supporting conditions

1. If there are no people living together, the home-isolated observers should have complete self-care ability and be able to live independently.

2. If there are people who live together, it should be enough to arrange a well-ventilated room for the home-isolated observers, and a special toilet can be provided if conditions permit. For example, the toilet should be cleaned and disinfected daily.

3. The community has the living support conditions.

4. If the building unit where the home isolation observer is located is undergoing renovation, the construction shall be suspended, and the exposed pipe mouth shall be temporarily closed.

2. Prevention and control requirements for home-isolated observers

Stay indoors

During home-isolated observation, stay indoors, take out garbage, send and receive express delivery, etc., and refuse all visits. Anyone who goes out without permission will be turned into centralized isolation. If serious consequences are caused, legal responsibilities will be investigated according to law. It is necessary to wear a medical protective mask in the process of opening the door, such as collecting items, putting garbage, and sampling nucleic acids, and do hand hygiene before and after opening the door.

In principle, live alone

In principle, home isolation observers should live alone. If there are people living together, contact with them should be minimized during the isolation period, and tableware, towels, bath towels, sheets and other items should be avoided. When taking care of the elderly, infants and other family members who can't take care of themselves, they should wear masks and do a good job of hand hygiene.

Before cleaning, it should be sprayed with chlorine-containing disinfectant containing 511 mg/L ~ 1111 mg/L of available chlorine or other effective disinfectants until it is completely wet, and then the plastic bags should be tied tightly and treated as ordinary domestic garbage.
