article 2 these measures shall apply to the administration of household registration access in the administrative areas of Suzhou.

if the state and province have other provisions on the settlement policy, those provisions shall prevail.

article 3 persons who are not registered in this municipality and meet the relevant conditions of these measures may apply to move their household registration into this municipality. Persons under the age of 18 who have no immediate family members in the place of immigration shall not be allowed to move, except as otherwise provided by laws, regulations, rules, relevant national and provincial policies and these Measures.

Article 4 A person who meets one of the following conditions may apply for household registration or registration, and apply to the public security organ for handling:

(1) Minors and adult unmarried children whose parents are household registration in this city and have legally stable residences;

(2) Grandparents (grandparents) are unmarried people whose parents have died and have a legally stable residence in this city;

(3) The children have died and there are no other children, and the adult grandchildren (grandchildren) are people who have a family account in this city and have a legally stable residence;

(4) Men over 61 years of age or women over 51 years of age, as well as retired people, can apply for refuge in their adult children's legally stable residence (including their spouses, themselves and their parents). Article 5 A person who meets one of the following conditions may apply for household registration and apply to the human resources and social security department for handling:

(1) Graduate students, undergraduates and junior college students accepted according to the graduate employment policy;

(2) technical secondary school graduates and technical (vocational) school graduates from this city according to the graduate employment policy;

(3) On-the-job cadres who need to take care of their parents and spouses due to family difficulties, and their spouses who meet the conditions for moving with them and underage or unemployed unmarried children.

Article 6 A person who meets one of the following conditions may apply for household registration or registration, and apply to the civil affairs department for handling:

(1) An adoptee who meets the adoption conditions and has completed the formalities is registered in this city;

(2) abandoned babies and children raised by social welfare institutions whose biological parents cannot be found;

Article 7 A person who meets one of the following conditions may apply for household registration and apply to the sports administrative department for handling:

(1) Retired athletes who have been transferred by the human resources departments of provinces, cities, counties and cities (districts) and have been employed by employers in this municipality;

(2) Excellent athletes introduced by the sports administrative department.

Article 11 Non-local registered personnel who participate in the integral management of floating population in this Municipality shall apply to the public security organ at the place of application for household registration with the "point settlement access card".

Article 13 Anyone who obtains the registered residence by cheating, bribery or other abnormal means shall be cancelled by the public security organ and returned to his place of origin, and shall be dealt with according to relevant national laws and regulations.

Article 14 The legally stable residence as mentioned in these Measures refers to the following residences within the scope of this Municipality:

(1) Residential houses belonging to my own house ownership;

(2) the house rented by the lessee with the public housing lease certificate;

(3) public * * rental housing rented by low-and middle-income families with housing difficulties in this city.

The term "legally stable residence" as mentioned in these Measures does not include * * * houses with property rights (except * * affordable housing with property rights and houses with property rights for spouses and minor children * *) and non-residential houses.
