Training reserve cadres is the key consideration. In a word, excellent league members are much better than non-league members.

2. "Excellent * * * Youth League Member" is an honorary title, which is usually awarded to * * * Youth League members who have outstanding performance and outstanding work achievements and can take the lead. "Excellent * * * Youth League members" should meet certain evaluation conditions, and have established standards to conduct a comprehensive assessment. The Constitution of the Communist Youth League of China stipulates that the league organization shall give awards to the league members who have performed their duties in an exemplary manner and made remarkable achievements in the socialist modernization and the defense of the motherland. Awards are divided into: notification and commendation, and the Central Committee, provincial, municipal (prefectural) and county-level committees of the Youth League Committee and the grassroots Youth League Committee awarded the title of outstanding Youth League members.
