1. Construction project: The above-mentioned construction projects, including engineering survey, design, construction, supervision and the procurement of important equipment and materials related to the project construction, must be subject to tender in accordance with the Provisions on Standards for the Bidding Scope and Scale of Construction Projects, if they meet one of the following standards:

(1) The estimated price of a single construction contract is more than 2 million yuan;

(2) The estimated price of a single contract for the procurement of important equipment, materials and other goods is more than RMB1000000;

(three) the estimated price of a single contract for the procurement of services such as survey, design and supervision is more than 500,000 yuan;

(4) The estimated price of a single contract is lower than the standards specified in 1, 2 and 3. However, the total investment of the project exceeds 30 million yuan.

Mechanical and electrical products project: the estimated contract price of products purchased at one time is above 1 10,000 yuan;

(3) Government procurement projects: according to the provisions of the Government Procurement Law, if the purchaser purchases goods or services by public bidding, the specific amount standard shall be the government procurement projects within the central budget, which shall be stipulated by the State Council; Government procurement projects belonging to local budgets shall be stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. At present, the document Catalogue and Standards of Centralized Government Procurement of Central Budget Units issued by the General Office of the State Council clearly stipulates that the standard of government procurement limit is: goods and services with a single or batch amount of more than 500,000 yuan and engineering projects with a total amount of more than 600,000 yuan. The criteria for the amount of public bidding are: government-purchased goods or services with a single or batch purchase amount of more than 6.5438+200,000 yuan, and engineering projects with a purchase amount of more than 2 million yuan.

Legal basis: Article 8 of the Regulations for the Implementation of the Bidding Law of People's Republic of China (PRC) shall be open to public bidding for projects that must be subject to bidding according to law with state-owned funds as the holding or leading position; But in any of the following circumstances, you can invite tenders:

(a) the technology is complex, there are special requirements or limited by the natural environment, and only a few potential bidders can choose;

(two) the cost of public bidding accounts for a large proportion of the project contract amount.

The project specified in Article 7 of this Ordinance is under any of the circumstances listed in Item (2) of the preceding paragraph, which shall be determined by the project examination and approval department when examining and approving the project; Other projects shall be determined by the tenderer applying to the relevant administrative supervision departments.
