I. General requirements

Guiding ideology. Taking meeting the people's needs for living and working as the starting point and the end result, following the principles of government promotion, market operation, planning guidance, integration of production and city, people-oriented, improving people's livelihood, legal protection, paying attention to inheritance, adapting to local conditions and doing what one can, we will carry out forward-looking thinking, overall planning, strategic layout and overall promotion, implement a new urbanization strategy with people as the core, and move from solving a single problem to building a comprehensive target system. From large-scale demolition and construction to the combination of large and small according to local conditions, from government-led development to diversified governance, from the improvement of material space to the protection and promotion of public interests, the level of urban sustainable development and modern governance capacity will be improved.

Overall goal. Starting from 202 1, we will lay the foundation in one year, develop the image in two years, and shape the new look of the city in five years. Third, update methods and objects.

Update mode. According to the actual situation, take one or more of the following ways to update according to local conditions.

1. Overall promotion. Including improving fire control facilities, infrastructure and public service facilities, rectifying the facade and environment along the street, promoting the construction of sponge city and energy-saving renovation of existing buildings, but not changing the main structure and use function of the building. The comprehensive transformation of urban renewal projects generally does not add ancillary facilities. 4. Comprehensive transformation. In the case that it is difficult to improve the urban function and environment through the above methods, the existing buildings will be demolished and comprehensive transformation will be implemented. The comprehensive transformation of urban renewal projects should fully demonstrate the necessity of demolition, obtain the consent of relevant rights subjects, implement in strict accordance with the requirements of urban renewal laws and regulations, and give priority to ensuring public interests such as safety and industrial development space. Urban renewal projects in key functional areas that have great influence on improving urban functions, upgrading industrial structure and improving urban appearance advocate centralized and contiguous comprehensive transformation.

Update the object.

1. Old community. 3. Village in the city. If it is difficult to repair the ecological environment, comprehensive transformation will be carried out through demolition and reconstruction on a regional basis.

Prepare a special plan for urban renewal. The Municipal Planning Bureau is responsible for combining the national economic and social development planning and the overall planning of land and space, and formulating the Technical Guidelines for the Preparation of Special Planning for Urban Renewal in the Central City. The district governments shall, according to the actual situation and the requirements of the Technical Guidelines, prepare special plans for urban renewal in this district, and define the key areas, objectives and tasks, overall scale, renewal methods and completion time limit of urban renewal. The "Technical Guidelines" and the special planning for urban renewal in each district were examined and approved by the Municipal Land and Space Planning Committee and implemented after being reported to the municipal government for approval.

Delineate urban renewal units. The district governments scientifically demarcate urban renewal units according to the regulatory detailed planning and approved urban renewal special planning of the central city. Urban renewal units should ensure the relative integrity of infrastructure and public service facilities, and comprehensively consider natural factors such as roads, rivers and property rights boundaries to delimit relatively scattered areas.

Prepare urban renewal unit planning. Make an annual plan for urban renewal. The district governments are responsible for organizing the screening of urban renewal projects within their respective jurisdictions. Meet the implementation conditions, after soliciting the opinions of the relevant departments directly under the municipal government, report to the Municipal Housing and Construction Bureau for inclusion in the annual plan for the transformation of the old city in the downtown area, report to the municipal government for deliberation and approval, and publicize it to the public according to the prescribed procedures.

Implement urban renewal projects. District governments should select high-quality planning, design and operation teams to organize the preparation of urban renewal project implementation plans. The implementation plan should include the renewal mode, realization mode, construction plan, operation plan, source of funds, etc., closely combining the functional orientation of urban development and leading industries, optimizing the allocation of resources, implementing one piece and upgrading another. The implementation plan is audited by the district governments and organized and implemented after being approved by the leading group for urban renewal in the central city of the city.

Encourage urban renewal projects to properly use PPP model to attract social capital to participate. Financial institutions should increase financial support for urban renewal in accordance with the principles of marketization and rule of law.

Strengthen publicity and protection. Strengthen information disclosure, issue policies and measures in a timely manner, and report the progress of work. Strengthen the guidance of public opinion and create a good social atmosphere to promote urban renewal.
