Article IX gas works completed, the construction unit shall organize the completion of acceptance according to law. Chapter III Business Management Article 10 The new gas business enterprises, shall apply to the municipal people's government of the district gas administrative department for "gas business license", the municipal people's government of the district gas administrative department within twenty days from the date of acceptance of the application, to meet the licensing conditions, it shall make a decision on the administrative licensing, and to the public; does not meet the licensing conditions, it shall give a written reply. . Without authorization, no unit or individual shall not operate gas.
Establishment of gas business enterprises, should be in accordance with the law after the business license, before engaging in gas business activities.
Enterprises engaged in the bottled gas business, but also according to the quality and technology supervision and management department issued the "cylinder filling license". Article XI engaged in gas business enterprises, shall have the following conditions:
(a) a stable, national standards in line with the source of gas and testing, inspection equipment;
(b) in line with national standards and fire safety requirements of storage, transportation, distribution, filling facilities;
(c) have a fixed, in line with the safety conditions of the business premises;
(d) have the appropriate qualifications of professional managers and technicians;
(e) have a sound safety management system, internal management system and emergency response to safety accidents;
(f) laws and regulations provide for other conditions. Article XII of the gas car refueling stations, bottled gas supply stations, shall be established by the enterprise with a gas business license.
Establishment of gas car refueling stations, bottled gas supply stations, by the county (municipal) people's government gas administrative department for approval, the county (municipal) people's government, the gas administrative department of the date of acceptance of the application within twenty days from the date of compliance with the conditions of the permit, shall make a decision on the administrative licensing, and issue the "gas supply license"; does not meet the conditions of the permit, it shall be answered in writing.
Gas vehicle refueling stations shall have the conditions set forth in Article XI of these Regulations.
Bottled gas supply stations shall have the conditions set forth in Article XI (3), (4), (5), (6) of these Regulations. Article XIII of the gas administrative department shall be in the handling place for "gas business license", "gas supply license" basis, conditions, procedures, deadlines and the need to submit all the materials of the directory and the application form model text, etc.. Article XIV of the gas administrative department in charge of accepting applications for gas business license, the application materials can be corrected on the spot there are errors, the applicant shall be allowed to correct on the spot; the application materials are incomplete or do not meet the legal form, the applicant shall be informed on the spot or within five days to rectify the contents of the application; late notification, since the date of receipt of the application materials shall be accepted. Article XV of the gas administrative department shall, in accordance with the conditions set forth in these regulations, the application for review and field investigation.
The gas administrative department for the handling and issuance of "gas business license", "gas supply license", shall not charge any fees. Article XVI of the gas business enterprises must comply with the production safety laws, administrative regulations and the provisions of these regulations to strengthen production safety management.
