Accommodation standard
What's the standard for meals, which hotel to choose, flying or high-speed rail? Many civil servants will make a fuss before going on a business trip, fearing that they will not be reimbursed if they exceed the standard.
According to the website of the Ministry of Finance, starting from 65438+ 10/next year, the central and state organs will implement new travel and accommodation standards. At this point, the "food, clothing, housing and transportation" of civil servants on business trips have all been redrawn, and the standards have become more and more detailed. Be careful not to exceed the standard in future business trips, otherwise the consequences will be very serious, and the illegal funds will not only be recovered, but also be notified of punishment.
(1) Accommodation fee: Some cities raise the standard, and Lhasa in Qingdao is divided into off-season.
According to the newly adjusted accommodation standards, provincial and ministerial officials can stay in standard hotels with a maximum of 1 100 yuan in Beijing and Shanghai, and 800 or 900 yuan in other provinces. The accommodation standards for cadres below departmental level have also been improved to varying degrees. According to the Ministry of Finance, the reason for the adjustment is the changes in hotel accommodation prices in various regions of the country in the past two years and the actual work needs.
We found on a travel website that according to the new standard, department-level cadres can stay in mid-range hotels in the urban area for business trips in Beijing, which is very important for business travelers.
It is worth noting that in this adjustment, six cities including Lhasa, Xining, Harbin, Haikou, Dalian and Qingdao have introduced the concept of off-season, and the standard can be raised by 20%-50%. Take Qingdao as an example, there are many tourists here in summer, and it is hard to find a room. Appropriately raising the standard to ensure a smooth check-in can avoid delays. This adjustment is also a pragmatic move from reality.
transportation charge
(2) Transportation expenses: Only the provincial and ministerial level can fly first class, and the local transportation is provided by 80 yuan every day.
Since the implementation of the Measures for the Administration of Travel Expenses of Central and State Organs, the transportation expenses between cities and within cities have been clarified.
When traveling by plane, provincial and ministerial cadres can only travel first class, and bureau-level cadres can only travel economy class. The situation by train is a little more complicated. Cadres below the county level can only take hard seats, hard sleepers and second-class seats on high-speed trains. What needs to be reminded is that if you "exceed the standard" by means of transportation, such as county-level cadres flying first class, then the difference needs to be made up by yourself.
When you are on a business trip, you have to take a taxi or bus. In this regard, there is no difference in the standards of cadres at different levels, all of which are 80 yuan a day. This cost is worth noting. For example, in Beijing, Shanghai and other big cities, the cost of a one-way taxi may exceed that of 80 yuan, so you should make a good calculation before going out.
Food allowance
(3) Meal fee: RMB 100 per day, without high-end dishes such as shark's fin and bird's nest.
What is the standard for civil servants to eat on business trips? What to eat and what not to eat? The relevant management measures are quite clear.
Food standards shall be determined independently by local financial departments according to local economic and social development level, market price, consumption level and other factors. We sorted out the local standards and found that most local standards are 120 yuan/day, except for business trips to Tibet, Qinghai and Xinjiang.
Many people are on business and will be received locally. There are also strict standards in this regard. The "Regulations on the Administration of Domestic Official Reception of Party and Government Organs" points out that the reception unit can arrange a working meal due to work needs and strictly control the number of people accompanying the meal. If the reception target is less than 10, the number of people accompanying the meal shall not exceed 3; 10 or more, shall not exceed one third of the number of reception objects.
What to eat and what not to eat? According to the regulations, home cooking should be provided for working meals, and high-end dishes such as shark's fin and bird's nest and dishes made by wild protected animals should not be provided, cigarettes and high-end drinks should not be provided, and private clubs and high-consumption dining places should not be used. Of course, we are familiar with these requirements, and we should also be strict with ourselves during our business trip and not relax.
