(2) No unit or individual may provide cattle and sheep slaughterhouses or storage facilities for cattle and sheep products for units or individuals engaged in cattle and sheep slaughter without fixed points;

(3) Units and individuals engaged in the sale of cattle and sheep products, the production and processing of meat food, catering service operators and collective catering units shall not engage in cattle and sheep products that have not been quarantined or failed in quarantine, nor shall they produce or operate cattle and sheep products that have not been inspected or failed in inspection.

(4) Whoever, in violation of regulations, engages in slaughtering activities of cattle and sheep without fixed points shall be banned, and cattle and sheep and their products, slaughtering tools and equipment and illegal income shall be confiscated, and a fine of 3 times to 5 times the value of the goods shall be imposed; If it is difficult to determine the value of the goods, the unit shall be fined from 6,543,800 yuan to 200,000 yuan, and the individual shall be fined from 5,000 yuan to 6,543,800 yuan; If a crime is constituted, criminal responsibility shall be investigated according to law. Whoever fraudulently uses or uses forged certificates or signs of slaughtering shall be punished in accordance with the provisions of the preceding paragraph. Slaughterhouse (field) lends or transfers slaughter certificates and slaughter signs, and its slaughter factory (field) qualification shall be cancelled by the people's government at the league level; If there are illegal gains, the illegal gains shall be confiscated.

(5) Those who, in violation of regulations, provide slaughterhouses or storage facilities for cattle and sheep products for units or individuals engaged in slaughtering cattle and sheep, or provide places for units or individuals to inject water or other substances into cattle and sheep products, shall be ordered to make corrections, their illegal income shall be confiscated, and the unit shall be fined between 20,000 yuan and 50,000 yuan, and the individual shall be fined between 5,000 yuan and 654.38 million yuan.

(VI) Units and individuals engaged in the sale of cattle and sheep products, the production and processing of meat food, catering service operators and collective catering units that, in violation of regulations, operate cattle and sheep products that have not been quarantined or failed in quarantine, or produce and operate cattle and sheep products that have not been inspected or failed in inspection, shall be punished in accordance with the provisions of Article 123 of the Food Safety Law of People's Republic of China (PRC), and the food illegally produced and operated may be confiscated by the food safety supervision and administration department.
