Measures of Huanggang Municipality on the Administration of Kitchen Wastes

Article 2 These Measures shall apply to the generation, collection, transportation, disposal and related supervision and management activities of kitchen waste in areas where urbanization management is implemented and areas where centralized management of kitchen waste is implemented.

Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the management of kitchen waste into the joint meeting of the city appearance and environmental sanitation management of the governments at the corresponding levels, and study and solve major problems in the management of kitchen waste. Article 6 The urban management law enforcement department is responsible for supervising and managing the collection, transportation and disposal of kitchen waste, and organizing the implementation of these Measures.

(3) Fully-enclosed special kitchen waste collection and transportation vehicles with the functions of preventing odor diffusion, spillage and dripping, and equipped with driving and loading and unloading recorders;

(4) having a legal road transport business license and a vehicle driving license;

(5) Having corresponding technology, quality, safety and monitoring management systems and effectively implementing them;

(6) Other conditions stipulated by laws, regulations and rules. Article 12 An enterprise applying for the disposal of kitchen waste shall meet the following conditions:

(1) The technologies and processes adopted for the disposal of kitchen waste meet the relevant national standards;

(2) Having premises, equipment and relevant professional and technical personnel that meet the requirements of laws and regulations;

(3) It has a sound management system for process operation, equipment management, environmental monitoring and protection, production safety, financial management, metrology and statistics;

(4) It has a feasible technical scheme for the treatment of waste water, waste gas and solid waste in the process of kitchen waste disposal and a discharge scheme that meets the standards, and has installed and used online monitoring equipment in accordance with regulations;

(5) Having a plan for the prevention and control of environmental pollution and emergencies;

(6) Other conditions stipulated by laws, regulations and rules.
