In order to further deepen the activity of "stressing civilization and building a new style", we advocate green environmental protection, frugal dining and civilized dining, and constantly enhance citizens' awareness of civilization. According to the arrangement of the Chinese and provincial civilization committees, the Municipal Civilization Committee decided to carry out the "Civilized Table Action" in the whole city. The plan is as follows:

1. Guiding ideology

With the goal of improving the civilized quality of citizens and the degree of social civilization, focusing on catering enterprises such as hotels and restaurants, school canteens and government canteens, catering enterprises and the masses as the main participants, we will widely publicize the "civilized dining table action", vigorously carry out the activities of establishing "civilized dining table demonstration shops" and "civilized dining table demonstration canteens", and advocate frugal dining in the whole society. III. Focus of activities

With the goal of improving the index of urban civilization, focusing on star-rated hotels, urban restaurants and other catering units, we will actively publicize the knowledge of table civilization, advocate the behavior of table civilization, vigorously advocate the good atmosphere of "reasonable ordering, civilized dining, no leftovers", cultivate a healthy and civilized table culture, and purify the social and cultural civilization environment.

IV. Contents of activities

(1) Make public commitments and show the image. Put up "Civilized Table Action" signs at the entrance of catering stores and school (institution) canteens, and hang up or put up publicity signs on the dining table that reflect the theme of "Civilized etiquette enters the dining table and saves the atmosphere all over XX" (attached). Publicize four commitments: don't mislead customers to order too much, actively remind customers to eat how much, actively provide free packed lunch boxes, and actively remind customers not to drink and drive.

(2) Order food reasonably and have a civilized meal. When ordering food, the waiter should clearly indicate the weight of the dish to the customer, advise the customer to match the dish reasonably, and guide the consumer to "eat reasonably, eat in a civilized way, pack the leftovers and avoid waste", so as to achieve "no leftovers, no leftovers". While providing a civilized dining environment, catering enterprises popularize table manners, such as advocating no smoking and no loud noise during meals, advocating "food is the first priority for the people" and creating a civilized etiquette atmosphere of "smiling service, respect and courtesy".

Adhere to the procurement and use of qualified tableware, cooking oil and other raw and auxiliary materials, without disposable tableware, improve the utilization rate of raw materials and reduce the generation of after-meal garbage. Kitchen garbage and other domestic garbage are collected separately, and collected, transported and disposed by the unit determined by the competent department of environmental sanitation, so as to avoid secondary pollution, and consciously resist selling kitchen garbage privately or handing it over to unqualified units and individuals for recycling.

V. Implementation steps

(1) Publicity and mobilization. Before July 21, 2113, six departments, namely, the Municipal Civilization Office, the Municipal Food and Drug Administration, the Municipal Administration for Industry and Commerce, the Municipal Health Bureau, the Municipal Tourism Bureau and the Municipal Education Bureau, jointly held a mobilization meeting to call the heads of large and medium-sized catering enterprises and canteens of schools (units) in urban areas to attend the meeting, put forward an initiative for the "Civilized Dining Table Action", defined specific work requirements and deployed the civilized dining table action.

(2) create an atmosphere. From late July to February, 2113, newspapers, television, Internet and street light boxes were used to publicize the civilized dining table action. Enterprises and institutions at all levels publicized and launched the civilized dining table action through staff meetings, and hung or placed civilized dining table action billboards or propaganda slogans in catering stores and schools (institutions) canteens to form a good atmosphere for civilized dining in the city. Catering enterprises and canteens of schools (institutions) carry out propaganda and etiquette training for employees on the concept of civilized dining tables, requiring employees to establish a sense of service and do a good job in guiding and serving customers' civilized consumption.

(3) typical demonstration. Taking 11 large and medium-sized catering enterprises, 5 school canteens and 5 unit canteens in the urban area as the first batch of pilot units, and Lingyun Road and Jinyuan Third Street as the pilot demonstration streets, the activities of establishing "civilized dining table demonstration street", "civilized dining table demonstration shop" and "civilized dining table demonstration canteen" were carried out to improve the service level, business characteristics and cultural taste of catering enterprises. By summing up the experience of pilot catering enterprises, school canteens and government canteens, civilized dining table action has been widely promoted in the canteens of hotels, catering enterprises, institutions, enterprises and institutions in the city, and "family green dining action" has been carried out in streets and communities, so that table civilization has been fully popularized in the city.

(4) Appraisal and commendation. According to the standards for establishing a civilized city and the existing laws and regulations, we will actively explore and constantly improve the methods for creating a "civilized dining table". Since 2113, at the end of each year, six departments, namely, the Municipal Civilization Office, the Municipal Food and Drug Administration, the Municipal Administration for Industry and Commerce, the Municipal Health Bureau, the Municipal Tourism Bureau and the Municipal Education Bureau, have conducted on-the-spot inspections on the canteens of catering enterprises and schools (units) that have carried out civilized dining table operations in the city, and appraised and commended 11 "civilized dining table demonstration shops (canteens).

VI. Division of responsibilities and requirements

(1) The Municipal Civilization Office is responsible for coordinating civilized dining table activities organized by civilized committees in all districts, cities and counties, and organizing publicity and guiding mass activities; Coordinate the municipal news media to vigorously carry out the propaganda of civilized dining table action, and guide XX cadres and masses and catering enterprises to actively participate in the action. (3) The Municipal Administration for Industry and Commerce assists the Municipal Food and Drug Administration in carrying out the civilized dining table action, organizes the "civilized dining table demonstration shop (canteen)" and "civilized dining table service star" to appraise and commend, coordinates the participation of the industrial and commercial administrative departments of counties (cities, districts), and verifies the business license of enterprises; Coordinate the participation of city, district, city and county consumer committees, and be responsible for collecting consumers' feedback on participating activities.

(4) The Municipal Health Bureau participates in organizing the evaluation and commendation of "civilized dining table demonstration shop (canteen)" and "civilized dining table service star", and coordinates the health departments of counties (cities, districts) to participate in the activities.

(5) The Municipal Tourism Bureau, together with the Municipal Food and Drug Administration, organized star-rated hotels (hotels, restaurants) and farmhouses to carry out civilized dining table action, and participated in the evaluation and commendation of "civilized dining table demonstration shop (canteen)" and "civilized dining table service star". The civilized dining table action will be included in the star-rated hotels (hotels, restaurants) and farmhouses.

(6) The Municipal Education Bureau organizes school canteens in cities, districts, cities and counties to actively carry out civilized dining table activities, guide students to dine in a civilized way, be diligent and frugal, and participate in the organization of "civilized dining table demonstration canteens" and "civilized dining table service stars" for evaluation and commendation.

(7) Municipal news organizations and the external publicity and reporting group of the Municipal Party Committee carefully organize the news and external publicity and reporting of the "Civilized Table Action", publish and broadcast propaganda slogans, and launch influential manuscripts to create public opinion momentum for the activities.
