According to the central, provincial and municipal decision-making, on February 7th, our bureau issued the Notice on Organizing Industrial Enterprises to Resume Work and Production, which further clarified the conditions for industrial enterprises to resume work and production, mainly including four aspects: the prevention and control mechanism should be in place, enterprises should clarify the internal responsibility mechanism for epidemic prevention and control, establish an epidemic prevention and control management system, clarify the work responsibilities of the main responsible persons, the responsible persons in charge and the heads of departmental workshops and teams, and formulate emergency plans and work measures for epidemic prevention and control. Staff screening should be in place, and the enterprise should organize the investigation of the native place and whereabouts of each employee within 14 days. Establish a list of key monitoring categories for employees from or who have been to key epidemic areas, and advise them to stay in the local area and not return to work in Thailand for the time being, and encourage employees to delay returning to work in Thailand; For the employees who have returned to the factory or returned to the unit from the key epidemic areas, it is necessary to check their arrival time in Thailand, improve and implement measures such as internal medical observation and self-isolation according to regulations, and ensure that they are isolated for 14 days and their body temperature is normal before they can take up their posts. Facilities and materials should be in place, enterprises should prepare necessary prevention and control materials, and purchase fast infrared temperature detectors, disinfection water, masks and other epidemic prevention and control materials. To implement isolation places, enterprises with dormitory should set up temporary isolation places, and arrange single rooms and relatively independent rooms as temporary isolation places for people returning to work in epidemic areas; Enterprises that do not have the conditions shall, in accordance with the unified arrangements of the sub-district offices under their jurisdiction, determine the specific isolated observation sites and report to their communities. Internal management should be in place, enterprises should formulate epidemic prevention and control management regulations, including specific measures such as employee health management, disinfection management, commuting management, business travel management, dining management, etc. Enterprises should implement closed management in principle, and it is strictly forbidden for irrelevant personnel to enter the production office of their own units; Every day, the body temperature of all working personnel shall be detected before entering the factory and the unit, and a fast infrared body temperature detector shall be used at the entrance to detect the body temperature of all personnel entering the enterprise, and the situation of personnel returning to work and production, key monitoring personnel and employee health status shall be reported as required; Do a good job in the ventilation, disinfection and hygiene management of the site and the control of the isolation area, and establish and implement a full-time training system for personal protection knowledge before returning to work.

If an industrial enterprise wants to resume work and production, it must report at least 2 days in advance before it starts. Enterprises should submit the following materials for filing: enterprise epidemic prevention and control management regulations, enterprise epidemic prevention and control emergency plan, list of personnel who will resume production, list of key monitoring categories of employees, and list of prevention and control facilities and materials. County Bureau of Industry and Information Technology shall, after passing the examination and approval of the materials submitted by industrial enterprises, organize bureau organs and street and township staff to go to the enterprise site for review. If the enterprise conditions meet the requirements, it shall issue the Notice of Agreeing to Resume Work and Resume Production before resuming work and resume production.
