For the construction land of for-profit pension institutions, in accordance with the provisions of the state on the procedures for paid use of business land, priority should be given to ensuring supply, and land policies to support the development of pension services should be formulated.

Notice of the General Office of the Ministry of Land and Resources on Printing and Distributing the Guiding Opinions on Old-age Service Land (20 14): If the old-age service land is supplied by transfer, the transfer period of the construction land use right shall be determined according to the maximum of 50 years. If it is supplied by lease, the lease term shall be stipulated in the contract, and the longest lease term shall not exceed the maximum term for the transfer of land for similar purposes.

Non-profit pension service institutions organized by private capital have agreed to be converted into for-profit pension service institutions after being identified by the pension authorities. After the land for the old-age service facilities is approved by the people's government of the city or county, you can go through the formalities of transferring (leasing) the land by agreement and pay the land transfer fee (rent). However, laws, regulations, rules and the original Decision on the Allocation of State-owned Construction Land clearly stipulate that the right to use allocated construction land should be withdrawn.

For-profit old-age service facilities should be supplied by leasing, transferring and other paid ways, mainly by leasing in principle. After the announcement of the land transfer (lease) scheme, if there are more than two people who intend to use the same land for the aged care service facilities, they should supply the land by bidding, auction or listing. When supplying land for old-age service facilities by means of bidding, auction and listing, it is not allowed to set restrictions that require bidders to have corresponding qualifications, qualifications and other conditions that affect fair and just competition. If supporting the construction of old-age service facilities in real estate land, the requirements for the construction of old-age service facilities can be used as a transfer condition, but the qualification or credit rating of old-age service institutions shall not be used as a transfer condition.
