Article 2 The national common language as mentioned in these Measures refers to Putonghua and standardized Chinese characters.

Article 5 The language and writing departments of the people's governments at or above the county level shall be responsible for managing and supervising the use of the national common language and writing within their respective administrative areas.

Eleventh commerce, telecommunications, postal services, culture, catering, entertainment, public transportation, railways, civil aviation, tourism, finance, insurance, medical care and other industries serving the public should use Putonghua as the basic service language.

The administrative department of press and publication shall incorporate the use of the national common language into the contents of publication editing, quality assessment and annual inspection, as a condition for selecting excellent publications.
