Article 4 The prevention and control of dust pollution on the construction site of construction projects shall adhere to the principles of territorial management, scientific standardization, prevention first, and safety and order. Article 5 The municipal environmental protection administrative department shall exercise unified supervision and management over the prevention and control of air pollution in this Municipality. The municipal construction administrative department is responsible for the guidance, supervision and assessment of dust pollution prevention and control work in the construction sites of counties (cities) and districts.

Article 11 the construction unit (including the demolition unit, hereinafter referred to as the construction unit) shall bear the following responsibilities in the prevention and control of dust pollution at the construction site of the construction project:
(1) The bid documents shall contain a special plan for the prevention and control of dust pollution. The contents of the special plan include: dust prevention and control objectives, special dust prevention and control technical measures for different construction technologies of various sub-projects, responsible units and responsible persons, etc.
(2) The general contractor and subcontractors shall establish responsibility systems for dust pollution prevention and control respectively, and the general contractor shall be responsible for dust prevention and control at the construction site of the construction project;
(3) The construction operation shall conform to the technical operation regulations, and various technical measures for dust pollution prevention and control shall be implemented;
(4) In case of gale weather forecast above level 4 or air quality warning issued by the municipal government, earthwork and demolition operations shall not be carried out. Article 11 The construction site of a construction project shall meet the following requirements:
(1) The prevention and control plan for dust pollution shall be publicized in a conspicuous position, from the publicity period to the end of the project construction, and the publicity content shall be kept clear and complete;
(2) divide the working area, living area and office area according to the general layout of the construction, pile up building materials by classification and set up signs;
(3) Building materials such as cement and lime powder are stored in the warehouse or tightly covered; Sand, stone and other granular materials must be covered; Materials loaded, unloaded and moved in the field shall be covered, closed or sprinkled with water, and shall not be thrown or scattered in the air;
(4) Earthwork should be piled up in a centralized way, and measures such as covering, curing or greening should be taken for exposed sites and earthworks;
(5) Construction wastes are concentrated, classified and piled up, tightly covered and removed in time; Domestic garbage is in closed containers, with daily production and daily cleaning; The construction site shall not contain toxic and harmful substances such as molten asphalt and burning garbage;
(6) The garbage removal should go through the relevant formalities in advance or entrust a transportation unit with the qualification of garbage transportation, and it is not allowed to dump the garbage indiscriminately;
(7) there should be cleaning measures to keep the field clean and tidy, so that it will be clear after work.
