Article 2 The construction units, design units and construction units of construction projects (including construction, installation and decoration projects) within the administrative area of this Municipality must abide by these provisions. Article 3 The fire control supervision of construction projects and the supervision and management of the installation quality of fire control facilities must strictly implement the relevant national and provincial laws, regulations and technical standards. Chapter II Design of Construction Engineering Article 4 A construction engineering design unit must hold a design qualification certificate issued by the construction administrative department, and shall not exceed the design scope, and it is strictly prohibited to design without a license. Article 5 The design unit shall follow the principle of "whoever designs is responsible", and the engineering design must meet the requirements of structural safety, use function and fire protection code for architectural design, and write a special article on fire protection for architectural design. Article 6 The design scheme (including decoration scheme) and drawings of a construction project shall be reported to the public security fire control institution for examination and approval, and the examined scheme and drawings shall not be changed without authorization. Unaudited construction drawings shall not be delivered for construction. Chapter III Fire-fighting Products, Equipment and Materials Article 7 Public security fire-fighting supervision institutions shall supervise and manage the product quality of units that produce, maintain and sell fire-fighting products (including equipment and materials, the same below) in this Municipality, issue licenses to those that meet the relevant provisions of the state, and obtain business licenses from the administrative department for industry and commerce; Construction, construction units shall not use unlicensed fire protection products, and design units shall not designate manufacturers. Eighth construction units, construction units to buy fire products and engineering required flame retardant, flame retardant, incombustible materials shall be subject to technical inspection by the public security fire control institutions, can not meet the national standards, are not allowed to use. Ninth decoration engineering should use flame retardant or incombustible materials, prohibit the use of flammable and combustible materials that produce toxic or suffocating gases; Electrical design and construction must conform to the code for safe electricity use and fire prevention. Tenth imported fire products, varieties, specifications, performance and other relevant information should be submitted to the municipal public security fire supervision institutions for review. After the product is introduced, it can only be used after it is reviewed by the fire department at or above the provincial level and registered by the municipal public security fire supervision institution. Chapter IV Construction Enterprises Article 11 A construction enterprise must hold a qualification certificate issued by the administrative department of construction and a business license issued by the administrative department for industry and commerce. Enterprises engaged in the installation and decoration of fire control facilities must hold the "Fire Control Facilities Installation License Certificate" issued by the municipal public security fire control institutions. Twelfth construction enterprises should set up a legal representative of the fire safety organization to implement the responsibility system for fire prevention in construction, strengthen safety education, and implement the system of holding certificates for key types of work. Thirteenth construction site to develop a variety of fire safety system and post responsibility system, fire operation must take reliable fire prevention measures, strict examination and approval system of fire operation. During the construction period, the public security fire supervision institutions and the competent departments of enterprises may sign fire safety responsibility letters with the construction enterprises. Chapter V Supervision and Management Article 14 Construction and decoration projects newly built, rebuilt or expanded shall not go through the formalities of fire prevention audit, land management departments shall not go through the formalities of land use, and construction administrative departments shall not go through the formalities of commencement. The construction unit must go through the quality supervision procedures at the construction engineering quality supervision institution according to the relevant regulations and accept supervision. Fifteenth in the construction of construction projects, the supervision and inspection of the installation quality of fire control facilities shall be the responsibility of the construction project quality supervision institutions; When the project is completed, the construction project quality supervision institution shall, jointly with the public security fire supervision institution, conduct acceptance and rating of the fire control facilities, and issue the "Opinions on Fire Control Acceptance of Construction Project Completion". Construction projects should be equipped with fire-fighting equipment and equipment in accordance with regulations, and have fire-fighting performance. Sixteenth construction quality supervision institutions are responsible for checking the qualification grade of construction enterprises, the installation license certificate of fire control facilities, and checking whether the production and sales license certificate of fire control products and decoration materials used meet the technical specifications for fire prevention. Chapter VI Rewards and Punishment Article 17 The government and the competent department shall commend and reward the units and individuals that have made significant contributions and made remarkable achievements in the fire control work of construction projects in accordance with relevant regulations. Eighteenth in any of the following circumstances, the relevant administrative departments shall give a warning to the responsible unit or person, and order rectification and other sanctions; Refused to rectification, a fine of one thousand yuan to five thousand yuan; If the circumstances are serious, its qualification grade certificate and fire control facilities installation license certificate shall be revoked; If serious consequences are caused and the criminal law is violated, the judicial organs shall investigate the criminal responsibility of the parties concerned.

(1) The design scheme and drawings of buildings and decorations are plotted or constructed without the approval of public security fire control institutions;

(2) failing to go through the quality supervision procedures before the construction and decoration works are started;

(3) failing to carry out the construction according to the requirements of fire protection design;

(4) materials that are flammable and produce toxic or suffocating gases when burning are used in decoration and renovation projects;

(5) failure to equip fire-fighting equipment or equipment according to regulations or poor management, which affects the fire-fighting efficiency;

(6) installing fire control facilities in construction projects without obtaining relevant licenses;

(7) failing to register with the construction administrative department and undertaking the decoration task without authorization;

(8) the electrical distribution pipeline of decoration engineering is concealed without inspection and approval by the quality supervision institution of construction engineering;

(9) the project is delivered for use without acceptance;

(11) producing, maintaining and selling fire-fighting products without a license.
