Huaibei, called "Huai" for short and "Xiangcheng" in ancient times, is a prefecture-level city in Anhui province. The central city in the northeast of Anhui Province is an important energy city in the country. Located in the north of Anhui Province, at the junction of the four provinces of Sulu, Henan and Anhui, it is bordered by Xiaoxian County in the north, Bozhou in the south, Suzhou in the east and Shangqiu in Henan in the west. It is 151 kilometers long from north to south, 51 kilometers wide from east to west, with a total area of 2812 square kilometers. It is the smallest prefecture-level city in Anhui Province.

In the first year of Jianlong in the Northern Song Dynasty (961), Suzhou was promoted to defense. The first year of Kaibao (968) was the festival of Baojing Army, belonging to Huainan Road.
