Where laws and administrative regulations provide otherwise for product quality inspection institutions, the provisions of relevant laws and administrative regulations shall prevail.

Social intermediary institutions engaged in product quality inspection and certification must be established according to law, and may not have subordinate relations or other interests with administrative organs and other state organs.
