Provisions of Chengdu Municipality on Fire Control of Public Entertainment Places

chapter I general provisions article 1 these provisions are formulated in accordance with the regulations of the people's Republic of China on fire control, the detailed rules for the implementation of the regulations of the people's Republic of China on fire control, and relevant laws and regulations, in order to ensure the safety of public property and citizens' lives and property and strengthen the fire control management of public entertainment places. Article 2 The principle of "putting prevention first and combining prevention with elimination" shall be implemented in the fire control work of public entertainment places, with emphasis on ensuring personal safety. Article 3 These Provisions shall apply to public entertainment places within the administrative area of our city. The public entertainment places mentioned in these Provisions refer to the following places where the public gather:

(1) theaters, video halls (rooms), auditoriums and other performance and screening places;

(2) dance and entertainment places such as dance halls, nightclubs and karaoke halls;

(3) dining places with entertainment functions;

(4) indoor recreation places;

(5) sports and cultural venues;

(6) Other public entertainment places as stipulated by the Municipal People's Government. Fourth public entertainment fire control work by the public security fire control institutions at all levels to implement supervision and inspection.

Cultural Bureau, Technical Supervision Bureau, Administration for Industry and Commerce, Construction Management Committee, Light Industry Bureau and other departments shall assist in fire control within their respective responsibilities. Chapter II Fire Prevention of Buildings and Interior Decoration Article 6 For newly built, rebuilt or expanded public entertainment places and their interior decoration projects, design units and designers must implement the relevant national fire control technical specifications and be responsible for the fire prevention design of the projects. The construction unit must, in accordance with the regulations, submit the fire prevention design of the project to the public security fire supervision institution for examination and approval. The construction unit must carry out the construction in accordance with the approved fire protection design drawings, and shall not change them without authorization, and ensure the quality of the project. After the completion of the project, the fire control facilities must be checked and accepted by the public security fire control institutions. Seventh public security fire supervision institutions shall not approve the design submitted by the unit that has not obtained the valid engineering design certificate and the design beyond the design level, and notify the relevant units not to carry out the construction.

Article 8 The fire resistance rating of public entertainment buildings shall be Grade I and II.

Mechanical smoke prevention and exhaust facilities shall be set up, and the use of liquefied petroleum gas is strictly prohibited. Tenth public places of entertainment shall not be located in ancient buildings, museums, libraries, residential buildings and important warehouses or warehouses with historical protection value. Article 11 Where the construction area of public entertainment places reaches 61 square meters, two safety exits shall be set up, and one safety exit shall be added for every 411 square meters increase.

the width and distance of evacuation passages and stairs in public entertainment places must comply with the code for fire protection design of buildings or the code for fire protection design of high-rise civil buildings.

The illumination of emergency lighting for fire accidents shall not be less than 1.5 lux, and the continuous power supply time shall not be less than 31 minutes. Article 13 The design and installation of electrical equipment in public entertainment places shall conform to the current relevant national standards, and the electrical equipment used must conform to the relevant national or industrial standards and meet the following requirements:

(1) The lines in the mezzanine or ceiling must adopt copper core wires, and the wire joints shall be welded and protected by metal pipes or flame-retardant plastic pipes. The design load of the line should be greater than one third of the actual load;

(2) the installation of safety devices and switches shall conform to the electrical specifications. Electrical protection devices against leakage, overload and short circuit must be installed;

(3) The high-temperature parts of electrical appliances and lamps should be set away from combustible materials. If they are close to combustible materials, fire protection measures such as heat insulation and heat dissipation should be taken. Mobile lamps and lanterns must use rubber sheathed cables;

(4) Audio-visual equipment must be equipped with electrical protection devices;

(5) air conditioning equipment must be equipped with special power supply lines and protection devices;

(6) Each single-phase loop in the lighting system shall not exceed 1.6 amps. Fourteenth public places of entertainment must be equipped with automatic fire alarm devices. When the construction area of public entertainment places exceeds 411 square meters, a centralized automatic fire alarm system shall be set up. Fire hydrant system and automatic sprinkler system shall be set up when the underground floor or the above-ground building area exceeds 1111 square meters.
