Regulations of Xinyang Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, guide citizens to establish civilized concepts, develop civilized behavior habits and enhance the level of social civilization, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by the Constitution, laws and regulations, practicing the socialist core values, meeting the moral requirements of citizens in the new era, maintaining public order and good customs, and promoting the progress of social civilization. Article 4 The work of promoting civilized behavior adheres to the unified leadership of Party committees, the implementation of government organizations, the coordinated promotion of society and the participation of citizens, and builds a working pattern of * * * building, * * governance and * * enjoyment. Fifth civilized behavior promotion adhere to the people-oriented, follow the principle of combining norms with advocacy, combining key governance with overall promotion, and combining encouragement with punishment. City, county (District) spiritual civilization construction steering committee office is responsible for the planning, guidance, coordination and supervision of civilized behavior within their respective administrative areas. Seventh city and county (District) people's governments and relevant departments shall, within the scope of their respective duties, do a good job in the propaganda of civilized behavior.

Township people's governments and sub-district offices are responsible for promoting civilized behavior within their respective jurisdictions.

Residents' committees and villagers' committees shall incorporate the basic norms of civilized behavior into residents' conventions and village rules and regulations, and carry out various forms of publicity activities on civilized behavior. Article 8 State public officials, public figures, advanced models and window workers should play an exemplary role in advocating civilized behavior. Chapter II Standardization and Advocacy Article 9 Citizens shall maintain public order and observe the following provisions:

(1) Dress neatly and appropriately in public places, behave in a civilized manner, and do not show your breasts or make loud noises;

(eight) memorial facilities for heroic martyrs, patriotic education bases and other places, should abide by the relevant systems and etiquette norms;

(nine) other acts as prescribed by laws and regulations. Article 10 Citizens shall maintain public health and observe the following provisions:

(a) no spitting, urinating, littering, scraps of paper, cigarette butts and other wastes;

(two) take care of flowers, trees and greening facilities in public places, and shall not pick flowers and fruits, climb trees or damage green spaces;

(3) Cover your mouth and nose when coughing or sneezing, and patients with respiratory infectious diseases consciously wear masks when going out;

(four) civilized toilet, do not occupy special health facilities for the disabled;

(five) shall not scribble or illegally post, spray or hang advertisements and promotional materials on the external walls of buildings and structures and other outdoor facilities;

(six) are not allowed to distribute commercial advertisements and promotional materials in public places and residential quarters such as urban roads and squares without authorization;

(seven) fireworks shall not be set off in the areas and time periods where the Municipal People's Government prohibits the setting off of fireworks;

(eight) shall not be in the city roads, squares, parks, green spaces and other public * * * places, set up Peng Ling, parking bodies, placing wreaths, playing funeral music, throwing paper, burning incense paper money and other funeral offerings;

(nine) not washing, swimming, fishing and other activities in prohibited waters;

(ten) other acts as prescribed by laws and regulations. Eleventh citizens should maintain community civilization and abide by the following provisions:

(a) shall not throw objects from buildings and structures;

(two) save the use of water, electricity, oil, gas and other resources;

(three) the decoration work shall comply with the relevant provisions and shall not interfere with the normal life of the surrounding residents;

(four) care and rational use of public facilities and equipment, and do not pull wires at will;

(five) in accordance with the provisions of the classification of garbage;

(6) Parking and charging of electric vehicles shall comply with relevant regulations;

(seven) keeping pets should keep the environment clean and tidy, and should not interfere with the normal life of others;

(eight) raising poultry and livestock in violation of regulations;

(nine) other acts as prescribed by laws and regulations. Twelfth citizens should travel in a civilized manner and abide by the following provisions:

(a) take public transport to get off first and then get on the bus, take the initiative to give up their seats for the elderly, young, sick, disabled, pregnant and other passengers in need, do not occupy seats, and shall not interfere with or hinder driving;

(two) motorcycle and electric vehicle riders should wear safety helmets in accordance with the regulations;

(3) Driving a motor vehicle on a zebra crossing to give way to pedestrians, avoiding police cars, fire engines, ambulances and other vehicles performing emergency tasks and other emergencies, and not forcibly overtaking, changing lanes at will, making an emergency stop or throwing objects from inside to outside;

(4) Driving a non-motor vehicle in a designated lane and parking it in a designated area, and not merging, chasing and slapping, changing lanes at will, speeding, rushing or retrograde, or carrying people in violation of regulations;

(5) Take good care of * * * vehicles, park them in an orderly manner after use, and do not discard them at will or intentionally damage them;

(6) Pedestrians should obey the traffic signals and walk on the sidewalk. If there is no planned sidewalk, walk on the right side and do not cross the road or cross the road isolation facilities at will;
