(a) establish and improve the organization of production safety, formulate and implement the post responsibility system for production safety;
(two) to educate aquaculture practitioners about safety in production;
(three) to supervise and inspect the implementation of the safety system and equipment of ships and other safety facilities, and eliminate the hidden dangers of accidents in time;
(four) regularly study and deploy the work of safety in production, and organize the implementation of safety rules and regulations and safety technical operation procedures;
(five) arrange a special person on duty, listen to the weather forecast on time, and timely transmit and release the warning of big winds and waves;
(6) Organizing maritime rescue and assisting relevant departments in handling production safety accidents;
(seven) to formulate emergency rescue plans or measures, and organize regular drills. Eighth aquaculture units engaged in marine aquaculture production, should be equipped with aquaculture fishing boats and aquaculture practitioners to adapt to the aquaculture area. Article 9 A motorized fishing vessel shall have a valid vessel inspection certificate, a fishing vessel registration certificate (nationality certificate) and a vessel navigation visa book, which shall be carried with the vessel.
The ship inspection certificate and the ship navigation visa book shall be inspected annually as required. Tenth aquaculture practitioners should receive professional training and safety education, and obtain the crew certificate issued by the fishing port supervision institution before taking up their posts.
Job crew members shall hold job certificates and ordinary crew members shall hold training certificates. Eleventh breeding units should be equipped with fire, life-saving, lighting, communications and other safety equipment in the breeding area. Engaged in cage culture, should ensure that the cage is firmly connected, set up an operating platform with an area that meets the needs of operators, and ensure that the table is solid and firm. Twelfth breeding units shall not build temporary breeding houses at sea, nor shall they arrange personnel to spend the night on board. Thirteenth engaged in marine aquaculture operations, aquaculture units should be unified organization of fishing boats to go to sea and return to shore. Each ship should be equipped with enough crew members to ensure the safe production of fishing boats according to different technical levels, and at least 2 crew members should be equipped for hanging boats and breeding sampans. We should sail at a safe speed and avoid dangerous areas. Do not overload, carry passengers at will, change the nature of work and engage in other activities unrelated to aquaculture production. Fourteenth fishing boats shall not go out to sea beyond the navigation area of the ship or the wind resistance rating of the ship.
Fishing boats moored in the harbor shall be dealt with according to the following provisions when they receive wind forecast of level 5 or above (including level 5, the same below) or encounter wind of level 5 or above:
(a) when the wind force is above level 5 and the culture sea area is in an upwind position relative to the coast, hanging boats and culture sampans are not allowed to go out to sea;
(two) the wind is above 6 (including 6), and fishing boats with horsepower below 60 are not allowed to go out to sea;
(3) All fishing boats are not allowed to go out to sea when the wind force is above 7 (including 7).
When a fishing boat operating at sea receives the wind forecast or encounters the wind that exceeds the wind resistance level of the ship specified in the preceding paragraph, it shall immediately stop its operation and take effective measures to resist wind and shelter from the wind. Fifteenth fishing boats should choose safe waters to anchor or dock, and arrange special personnel on duty. Sixteenth vessels used for marine aquaculture and patrol shall meet the navigation requirements of Class III navigation areas and keep the communication smooth. Lighting equipment should be equipped when going out to sea at night. Article 17 In the process of offshore production, aquaculture practitioners shall strictly abide by the rules and regulations of aquaculture safety production and the operating rules of safety technology, obey management, wear and use protective articles correctly, and shall not go out to sea after drinking, play on boats or engage in activities unrelated to offshore aquaculture production. Eighteenth aquaculture practitioners have the right to put forward rectification opinions on the hidden dangers of fishing boats, have the right to refuse illegal command and risky operations, and can report and complain to the relevant departments about violations of the safety management of mariculture production.
