(1) The applicant shall submit an application to the sub-district office, the town government or the designated department of the Development Zone Management Committee with his ID card and health certificate, and sign a letter of commitment to abide by food safety regulations and legally operate.
(2) After verification by the sub-district office, the town government or the designated department of the Development Zone Management Committee, it shall be reported to the urban management department of the jurisdiction. The urban management department of the jurisdiction shall, in accordance with the principles of fairness, justice and openness, determine the operators in sequence or by lottery according to the number of stalls, register and put on record, and issue registration cards for food vendors.
Laid-off workers, unemployed people, landless farmers, low-income households, disabled people and other difficult groups with household registration or residence permit in this city should be given priority when applying for food vendor registration cards.
(3) After obtaining the food vendor registration card, the applicant shall engage in food business activities in the designated area.
(4) within ten working days after the food vendor registration card is issued, the urban management department shall inform the food and drug supervision department of the registration information in writing.

Article 7 Temporary food stall sites are prohibited in urban management forbidden areas throughout the city.
The temporary food stall sites in the strictly controlled urban management areas of the whole city should be set up mainly by making full use of vacant sites such as construction sites and factories, and in the morning and evening gaps in the bazaars, and in principle, they should not be set up on the sidewalks of urban roads. If it is really necessary to set up, the quantity and scale should be strictly controlled.
Temporary food vendors' stalls should be set up on the sidewalks of urban roads in the urban management diversion area of the whole city, which should comply with these regulations and the management standards of urban environmental appearance order, and will not affect traffic, occupy blind roads or affect the work and rest of the masses.
