article 1 in order to ensure the quality and safety of vegetables and safeguard public health, these regulations are formulated in accordance with the provisions of the law of the people's Republic of China on the quality and safety of agricultural products, the law of the people's Republic of China on food safety, the regulations on pesticide management and other relevant laws and regulations, and in combination with the actual situation of this municipality. Article 2 These Regulations shall apply to the supervision and management of pesticide residues in vegetables within the administrative area of Hangzhou. Article 3 The term "pesticide residues in vegetables" as mentioned in these Regulations refers to trace pesticides (including pesticide precursors and their toxic metabolites, degradation products and impurities) remaining in vegetables after using chemical pesticides.

the monitoring of pesticide residues in vegetables shall be carried out according to the national food safety standards. Article 4 The administrative department of agriculture is responsible for supervising and managing the use of pesticides in pesticide management and vegetable production, monitoring the degree of pesticide residues in vegetable land, guiding and supervising the use of agricultural inputs, labels of origin, packaging and the establishment of production records and files by vegetable producers, and conducting supervision and spot checks on pesticide residues in vegetables produced or sold in the market.

the quality supervision department is responsible for the supervision and management of pesticide residues in vegetables in food production and processing.

the administrative department for industry and commerce is responsible for the supervision and management of pesticide residues in vegetable circulation.

the food and drug administration department is responsible for the supervision and management of pesticide residues in vegetables in catering service activities.

health, environmental protection, trade, public security and other relevant departments shall, according to their respective responsibilities, cooperate in the implementation of these regulations. Fifth people's governments at all levels should strengthen the supervision and management of pesticide residues in vegetables and increase investment in the construction of vegetable production bases.

people's governments at all levels shall arrange special funds for the supervision and management of pesticide residues in vegetables according to actual conditions, and the special funds shall not be used for other purposes.

district, county (city), township (town) people's governments and sub-district offices shall publicize and educate vegetable producers on professional ethics and safe use of pesticides, organize technical guidance, guide vegetable producers to use pesticides safely and rationally, and carry out comprehensive prevention and control to ensure the quality and safety of vegetables.

encourage vegetable production enterprises, relevant farmers' professional cooperative economic organizations and large-scale vegetable growers to establish large-scale vegetable production bases.

vegetable production enterprises and relevant farmers' specialized cooperative economic organizations shall be equipped with corresponding plant protection technicians to be responsible for the technical training and management of pesticide use in vegetable production of their own units. Article 6 The traceability management system shall be implemented for the quality and safety of vegetables. Vegetable producers and operators shall be responsible for the quality and safety of the vegetables they produce and manage, and truthfully issue traceability certificates for the vegetables they provide, with corresponding origin information, product qualification information and operator information.

agricultural administration, quality supervision, industrial and commercial administration, food and drug supervision and management departments shall supervise and manage traceability vouchers according to the division of responsibilities. The specific measures for the traceability management system of vegetable quality and safety shall be formulated separately by the Municipal People's Government. Seventh the relevant departments should vigorously promote the high efficiency, low toxicity and low residue pesticides, biological pesticides, insect lights, insect nets and other technical measures to prevent and control pests and diseases; Actively develop pollution-free and pollution-free vegetables. Article 8 It is forbidden to use the following pesticides and their mixed formulations in vegetable production:

(1) methamidophos, phorate, carbofuran, omethoate and methyl 1615;

(2) Other pesticides prohibited according to law.

it is forbidden to operate the pesticides specified in item 1, paragraph 1 of this article, other pesticides prohibited from operating according to law and their mixed formulations within this municipality. Ninth pesticide business units shall abide by the relevant provisions of the Regulations on the Administration of Pesticides and the Regulations on the Safety Management of Hazardous Chemicals.

the sales staff of pesticide business units should have professional knowledge of pesticide management and use, and be trained by the administrative department of agriculture of the city and county (city).

when selling pesticides, salespeople should attach the instruction manual with the goods, and have the obligation to introduce the application scope, control objects, use methods and safety intervals of pesticides to vegetable producers. Article 11 Vegetable producers shall strictly abide by the relevant provisions on the safe and rational use of pesticides, correctly dispense and apply pesticides according to the contents of labels and instructions, and do a good job in safety protection. They shall not expand the scope of use without authorization, increase the frequency of application, or increase the dosage of pesticides to prevent pesticides from endangering human health and polluting the environment. Article 11 Vegetable production enterprises, relevant farmers' specialized cooperative economic organizations and large-scale vegetable growers shall establish vegetable production records and files, and truthfully record the following items:

(1) Name, source, usage, dosage, date of use and discontinuation of agricultural inputs;

(2) Occurrence and control of vegetable diseases, pests and weeds;

(3) the date of harvest.

vegetable production records should be kept for two years. It is forbidden to forge vegetable production records and files.

encourage other vegetable producers to establish vegetable production records. Twelfth vegetable producers should properly keep pesticides and mark them, and may not mix them with vegetables.

boxes, bottles and bags for packaging pesticides should be recycled and disposed of according to regulations. Thirteenth vegetables used pesticides should be harvested and sold after the expiration of the safety interval.

for local vegetables with pesticide residues exceeding the standard, the agricultural administrative department of the district or county (city) where the vegetables are produced shall order the vegetable producers to suspend the listing of the same batch of vegetables.
