Community residents' committees (grass-roots management organizations) are referred to as "neighborhood committees" and "community neighborhood committees". "Community neighborhood committees" are residents' organizations within the jurisdiction of urban streets and administrative towns in Chinese mainland, that is, autonomous organizations of urban residents. Their status is similar to that of villagers' committees in agricultural areas, serving mainly non-agricultural residents in cities and towns.

According to the provisions of the Organic Law of Residents' Committees, community residents' committees are grass-roots mass self-governing organizations for residents' self-management, self-education and self-service.

Article 3 Community committees refer to community party committees (or general party branches and party branches), community residents' committees and community residential supervision committees.
