According to the provisions of Article 3 of the Measures for the Administration of Pollution Discharge Permit, the Ministry of Environmental Protection has formulated and published the Catalogue of Classified Management of Pollution Discharge Permit for Stationary Pollution Sources according to law, which clearly includes the management scope and application time limit of pollution discharge permit. Enterprises, institutions and other producers and operators (hereinafter referred to as pollutant discharge units) listed in the classified management list of pollutant discharge permits for fixed pollution sources shall apply for pollutant discharge permits within the prescribed time limit; Sewage units that are not included in the catalogue of classified management of pollutant discharge permits for fixed pollution sources do not need to apply for pollutant discharge permits for the time being.
