In 2004, under the leadership of the CPC Central Committee and the State Council, and with the support of the whole nation, including overseas Chinese people, the Beijing Organizing Committee of the Olympic Games (BOCOG), in accordance with the requirements of the overall plan of the International Olympic Committee (IOC), has made great progress in practicing the concept of the Green Olympics.

Environmental Management System

The BOCOG continues to promote the establishment of an environmental management system, and to infuse the concept of Green Olympics into all aspects of the preparation for the Olympic Games through a scientific management model.

1. Environmental Policy

On April 7, 2004, Liu Qi, Chairman of the BOCOG, issued the "Environmental Policy of the Environmental Management System of the BOCOG":

In the process of preparing for and organizing the Olympic Games and the Paralympic Games,

2. Establishment of the system

Based on the environmental policy, the Beijing Organizing Committee for the Olympic Games (BOCOG) completed the "BOCOG Environmental Management System Handbook", identified the management representative of the environmental management system, clarified the environmental responsibilities of each department, trained the environmental liaison officers of each department, organized the completion of the initial environmental review of each department, and identified the initial environmental factors of each department, laying the groundwork for the system to operate and pass the audit in the future. We have laid the foundation for the future operation of the system and passing the audit.

In 2004, the Beijing Organizing Committee for the Olympic Games held a seminar to prepare the environmental protection specification documents for the renovation and expansion projects, put forward the environmental protection requirements for some of the events, and supervised some of the projects to complete the Environmental Impact Evaluation Report to actively promote the green construction of the Olympic projects.

1. Seminar on Sustainable Development of Olympic Projects

On February 29th, the Beijing Organizing Committee for the Olympic Games (BOCOG) held a seminar on sustainable development of Olympic projects. Mr. Liu Jingmin, the executive vice president of the Organizing Committee, made an important speech, and put forward the requirements of environmental protection to the parties involved in the construction of the Olympic venues. Leaders from the National Development and Reform Commission, the State Science and Technology Commission and the State Environmental Protection Administration introduced the national preferential policies for environmental protection. Environmental protection experts explained the Environmental Protection Guidelines for Olympic Projects. The relevant departments of the Beijing Municipal Government, venue owners and environmental protection enterprises more than 300 people attended the meeting.

2. Environmental Guidelines

In 2004, the Beijing Organizing Committee for the Olympic Games (BOCOG) compiled the "Environmental Guidelines for Olympic Expansion and Reconstruction Projects" and the "Environmental Guidelines for Olympic Provisional Construction Projects" for the reconstruction and expansion of Olympic venues and projects, as well as for the construction of temporary buildings and facilities, which were incorporated into the relevant "Olympic Project Design Outline" respectively.

3. Green Construction Management

In 2004, the Beijing Organizing Committee for the Olympic Games (BOCOG), the Beijing 2008 Project Construction Command, and the Olympic construction units*** worked together to promote green construction. The construction of the National Stadium and other venues has begun, according to the "Olympic Project Green Construction Guidelines", combined with the actual work, formulated the implementation details, established an environmental management system, prepared a management program, and achieved positive results.

The National Stadium, in accordance with the environmental management policy of "creating a green site, constructing a green project and realizing a green Olympics", has incorporated environmental management into the project supervision.

On March 18, 2004, the first batch of hotels providing accommodation services for the members of the Olympic family, sponsors, media and other registered persons signed the "Agreement on Accommodation and Reception Services for the Olympic Games" with the Beijing Organizing Committee for the Olympic Games (BOCOG). The Environmental Protection Guidelines for Hotel Services for the Beijing Olympic Games, as one of the annexes to the agreement, set strict requirements for the contracted hotels in terms of environmental protection.

1. Training on the Guidelines

2. Energy-saving Initiatives

During the National Energy Conservation Awareness Week, the Beijing Organizing Committee of the Olympic Games (BOCOG) called on the contracted hotels to respond to the initiative of the National Development and Reform Commission (NDRC) and other seven ministries and commissions: without affecting the comfort of human beings, air conditioners should be raised by 1 degree in summer and lowered by 1 degree in winter. The 23 hotels that signed the contract at that time responded positively, making a model for the hotel industry.

On the official winter heating day in Beijing, the Beijing Organizing Committee for the Olympic Games (BOCOG) presented nearly 80 hotels with energy-saving cards produced by the Global Village Environment and Culture Center. The cards will go into guest rooms to publicize energy saving knowledge to guests.

3. Green Lighting Project

Cooperating with the Beijing Municipal Development and Reform Commission's "Green Lighting Project", the contracted hotels were encouraged to use energy-saving lamps and lanterns to replace incandescent lamps, and some of the contracted hotels procured more than 20,000 high-efficiency lighting products and 10 sets of energy-saving appliances.

In 2004, the Beijing Organizing Committee for the Olympic Games set up a publicity delegation, compiled publicity materials, filmed publicity videos, opened a web channel and carried out a number of thematic activities.

The Environmental Activities Department of the BOCOG, together with the Spiritual Civilization Office of the Capital, the Beijing Municipal Science and Technology Commission, the Beijing Municipal Environmental Protection Bureau, the Beijing Municipal Association for Science and Technology, and the Beijing Environmental Protection Foundation*** set up the Green Olympics, Green Action Mission, which included well-known experts, scholars and volunteers. On Beijing's National Tree Planting Day, all the staff of the Organizing Committee, some Olympic champions and sports stars went to the South Central Axis Road Green Space to participate in the National Tree Planting Activity with the theme of "Green Olympics and Eco-city", and to make contributions to the city's greening and beautification.

The Beijing Organizing Committee of the Olympic Games (BOCOG) designed a curriculum made of recycled paper with the Beijing Olympic emblem, knowledge of the Olympics and environmental protection for young students.

The 250,000 green Olympic concept curriculum sheets were given to primary and secondary school students in the capital who have a strong interest in the Olympic Games, directly promoting the green Olympic concept and environmental protection knowledge to them, and enabling them to gradually become practitioners and publicizers of the "Green Olympics" concept. 6. Journalist Training

Participating in the training course for registered journalists organized by the Press and Publicity Department of the Beijing Organizing Committee for the Olympic Games (BOCOG), nearly 100 journalists were trained in the concept of the Green Olympics, and the accuracy of their reports on the Green Olympics was improved.

In 2004, the Beijing Organizing Committee for the Olympic Games (BOCOG) continued to appoint Liang Congxuan, Jin Jianming, Liao Xiaoyi, and Liao Xiudong as environmental consultants, to take part in the preparation of BOCOG's normative documents and work plans, and to provide advice for the preparation of the Green Olympics.

During the World Environment Day in 2004, the Beijing Organizing Committee launched a month-long online quiz on the Green Olympics Channel of the official website. The questions were all from the Green Olympics Channel of the official website, reflecting the concept of Green Olympics in a more comprehensive way.

During the campaign period, websites such as China.com, Sohu.com, Beijing Environmental Protection Public Website, Global Village, and Earth View established links to the Green Olympics Channel. 4. Participation in and Support for Student Environmental Clubs

In 2004, the Beijing Organizing Committee for the Olympic Games (BOCOG) actively participated in and supported the activities of student environmental clubs in the areas of green schools and wildlife protection.

Students of China University of Political Science and Law took the initiative of "adding a green color to the capital city and the Olympic Games" during the "Theme Party (League) Day". Nearly 1,000 students signed a 20.08-meter-long banner, expressing their determination to support the Green Olympics.

5. Participation in and Support for Publicity and Education Activities of Environmental Protection Organizations

In 2004, the BOCOG actively participated in and supported the publicity and education activities of various environmental protection organizations, encouraging them to give full play to their professional strengths to carry out environmental protection publicity and education activities among the public, advocating the public to choose a green life and support the Green Olympics.

The Beijing Organizing Committee has participated in the "Green Olympics Speech Contest" organized by the Beijing Environmental Protection Foundation, the Friends of Nature photo exhibition "The Last Pure Land - The Protected Land in My Heart", the Beijing Olympic Games Photo Exhibition, the Beijing Olympic Games Photo Exhibition, and the Beijing Olympic Games Photo Exhibition.
