City, county (city, district), township (town) people's government, street offices should establish a multi-input mechanism of rural clean funds with government input, village collective support, beneficiary payment and social capital participation. Fifth county (city, district) people's government shall implement dynamic management and supervision of rural cleaning work, and perform the following duties:
(a) to formulate policies and measures to promote rural sanitation and rural sanitation infrastructure construction planning;
(two) the construction of rural clean infrastructure such as garbage disposal and sewage treatment and ensure its normal operation, equipped with special facilities and equipment for sanitation and cleaning;
(3) Comprehensive improvement of rural water system and rural sewage treatment;
(four) support social investors to participate in rural clean infrastructure construction, operation management and resource utilization;
(five) to provide professional and standardized services for rural cleaning by means of government purchasing services and hiring rural cleaning service providers;
(six) innovation of rural clean management mechanism, promote the use of new technologies of garbage and sewage treatment;
(seven) other matters related to rural sanitation. Sixth township (town) people's government, street offices are responsible for organizing the implementation of rural cleaning and cleaning work within their respective administrative areas, and perform the following duties:
(a) to formulate and organize the implementation of rural cleaning work plan;
(two) to organize or assist in the implementation of rural clean infrastructure construction;
(three) to determine the cleaning methods and service standards;
(4) Organizing the cleaning, classified collection, transportation and treatment of garbage;
(5) Harnessing rural sewage;
(six) the organization of rural health improvement and cleaning public welfare activities, keep public places clean and tidy;
(seven) to organize the cleaning of garbage, sludge and sewage in rural rivers, ponds, ditches and roads;
(eight) to supervise and guide the village (neighborhood) committees and relevant units to perform the duties of cleaning and cleaning in rural areas;
(nine) to supervise the funds, expenses and expenditures invested in rural cleaning;
(ten) the establishment and implementation of rural cleaning supervision and reporting system;
(eleven) other matters related to rural sanitation. Seventh city and county (city, district) people's government administrative departments of agriculture and rural areas responsible for the overall coordination, supervision and guidance, supervision and inspection of rural cleaning work.
The relevant administrative departments of the people's governments of cities and counties (cities, districts) shall do a good job in rural cleaning according to their respective responsibilities. Eighth village (neighborhood) committees shall formulate rural cleaning management system through village regulations (residents' convention), implement the rural cleaning responsibility system, and do a good job in rural cleaning work within their respective jurisdictions. Ninth villagers (residents) are responsible for the cleaning of roads, residential courtyards, front and back houses, contracted land, forest land, pools (pits), dams and other areas.
Build sanitary toilets and treat sewage as required, and put the generated garbage into the designated place after classification. Tenth organs, enterprises and institutions, other organizations and individual operators are responsible for the cleaning and cleaning of their management and use areas, and the garbage generated should be classified. Eleventh festivals, sports, celebrations and funerals and other activities generated by the garbage, the organizer is responsible for timely cleaning. Twelfth city, county (city, district), township (town) people's government, street offices should promote the reduction of rural garbage sources, classified delivery, classified collection, centralized transport and disposal, to achieve harmless, reduced treatment and resource utilization. Thirteenth city, county (city, district), township (town) people's government, street offices should reasonably set up rural public toilets, and promote the construction, renovation and management of rural public toilets. Article 14 The people's governments of cities, counties (cities, districts) and townships (towns), sub-district offices and their relevant departments shall take measures to promote the recycling of packaging wastes of discarded agricultural films, pesticides and other agricultural inputs.
Encourage and support agricultural producers and operators to use high-efficiency, low-toxicity and low-residue pesticides and degradable pollution-free agricultural films, and promote agricultural cleaner production technologies such as ecological agriculture and green plant protection.
Packaging materials of agricultural chemicals such as pesticides and fertilizers, and agricultural wastes such as agricultural films and nursery utensils shall be disposed of in a timely manner in accordance with regulations. Fifteenth rural livestock and poultry farms, breeding areas should be in accordance with the provisions of supporting the construction of feces collection and treatment facilities and normal operation.
Specialized livestock and poultry breeding households and free-range livestock and poultry households shall timely dispose of livestock manure and sewage scientifically, and shall not pollute the environment.
Encourage the implementation of planting and breeding cycle mode to promote the resource utilization of aquaculture waste.
