Article 63 of the Regulations of the People's Republic of China on the Administration of Registration of Enterprise Legal Persons

If the registration authority fails to register, supervise and manage the staff according to the prescribed procedures and seriously neglects the duty, it shall give corresponding administrative sanctions according to the seriousness of the case, and hand over the personnel who constitute a crime to the judicial organs for handling.
