I. Objectives and implementation principles of the plan

Implementing the "special post plan for schools in rural compulsory education stage" is a strategic measure to implement the spirit of the 17th National Congress of the Communist Party of China and the Third Plenary Session of the 17th Central Committee, effectively strengthen rural education, break the dual structure of urban and rural education, and promote the balanced development of compulsory education and the employment of college graduates. Its purpose is to guide and encourage college graduates to engage in rural compulsory education by openly recruiting college graduates to teach in rural schools, innovate the supplementary mechanism of rural school teachers, gradually solve the problems of aging and unreasonable structure of rural school teachers, and improve the overall quality of rural teachers. Our province should actively and steadily promote the implementation of the "special post plan" in accordance with the requirements of "overall planning, innovative mechanism, rational allocation and scientific management" and the following principles.

1. The implementation of the "special post plan" should be combined with the establishment management of primary and secondary school teachers. The "special post plan" should be implemented in the establishment of primary and secondary school staff approved by the province. Shegang County (city, district) must be a special post teacher (hereinafter referred to as "special post teacher") who is short of teachers and has outstanding structural contradictions, can ensure that teachers are arranged within the approved establishment within three years, and is officially employed as a voluntary teacher who will continue to teach in the local school after the expiration of the employment period. In the future, when recruiting teachers for schools in cities, counties and towns, priority should be given to supplementing special post teachers whose service has expired.

2. The implementation of the "special post plan" should be combined with optimizing the structure of primary and secondary school teachers. Shegang County (city, district) should co-ordinate arrangements for urban teachers to support rural education, promote the solution of problems such as overstaffing of teachers in urban compulsory education schools, insufficient number of teachers in rural schools, low quality and unreasonable structure, narrow the resource gap between urban and rural teachers, and gradually establish a team of rural primary and secondary school teachers with sufficient quantity, excellent quality and reasonable structure.

3. The implementation of the "special post plan" should be combined with the overall construction plan of primary and secondary school teachers. Municipalities (states) and counties (cities, districts) should make overall consideration of factors such as regions, disciplines, years of study, teachers' academic qualifications, age and quality, rationally set up teachers' posts, scientifically allocate teachers' resources, and build a long-term mechanism for teacher replenishment according to the construction objectives, staffing situation, teachers' professional development law and the actual needs of school education and teaching.

4 to implement the "special post plan", we must conscientiously implement the spirit of the national documents and related policies. In the counties (cities, districts) allowed by the state, the national special post teacher index will be implemented, and other counties (cities, districts) will match the local special post teacher index according to the demand. In principle, the supplement of special post teachers is given priority to rural junior high schools below the county level, with due consideration given to township central primary schools, and county schools with rural students accounting for about 60% can also be arranged; The number of posts is relatively concentrated, and counties (cities, districts) arrange them in batches according to their needs. The salary standard and related treatment, recruitment conditions, methods and procedures, and post-employment management of special post teachers shall be implemented in accordance with state regulations.

Second, the post setting plan and implementation scope

In 2009, the province's "special post plan" plans to recruit 337 teachers1person. Among them, the national "special post plan" 17 10 people, and the provincial "special post plan"16/kloc-0 people. Ordinary junior high school and primary school posts are set according to the ratio of 1.6: 1.

The implementation of the national "special post plan" covers 19 counties (cities, districts), including 8 key counties for poverty alleviation and development: Zhenlai County, Tongyu County, Da 'an County, Jingyu County, Longjing City, helong city County, Wangqing County and Antu County; 3 minority autonomous counties: Yitong County, Changbai County and Guo Qian County; Five border counties (cities, districts): Ji 'an City, Fusong County, Linjiang City, Badaojiang District of baishan city City and Changbai Mountain Administrative Committee; Three counties in Yanbian enjoy the western policy: Tumen City, Dunhua City and Hunchun City.

The provincial "special post plan" covers 13 counties (cities, districts), including Nong 'an County, dehui city, Jiutai City, Yongji County, shulan city, jiaohe city, panshi city, huadian city, Lishu County, shuangliao city, meihekou city, taonan city and Dongfeng County.

32 counties (cities, districts) in the province have implemented the "special post plan".

Third, the recruitment target, conditions and service period

The recruitment target is mainly undergraduate, supplemented by junior college; Mainly fresh graduates, supplemented by previous graduates; Give priority to normal majors, supplemented by non-normal majors. Details are as follows:

(1) Recruitment Target

1. Graduates from normal universities and other full-time institutions of higher learning;

2. Graduates from normal colleges (primary education majors) and other full-time ordinary colleges and universities;

3. Full-time undergraduate graduates who have obtained teacher qualifications, have more than half a year's practical experience in education and teaching, and are under the age of 30;

4. Volunteers who have participated in rural projects such as the "Three Supports and One Support Plan", have teaching experience, and have participated in the internship teaching for more than half a year;

5. Graduates from Northeast Normal University, Yanbian University and Jilin Normal University are listed in the national "Training Plan for Master of Education in Rural Schools".

(2) Recruitment conditions

The applicant shall also meet the following conditions:

1. Ideological and moral status. 2. Education. Applicants for junior high school teachers' special posts must have a bachelor's degree or above in ordinary colleges and universities (including similar fresh graduates, the same below); Those who apply for special posts for primary school teachers should have graduated from normal colleges (including junior high school five-year primary education college) or above.

3. Mandarin level. The applicant's Putonghua level must reach Grade B and above in the Putonghua Proficiency Test Grade Standard issued by the State Language Committee, and ethnic minority teachers must reach Grade A and above, and obtain a Putonghua Proficiency Test Grade Certificate.

4. Physical condition. Have good physical and psychological qualities, no infectious diseases, no history of mental illness, and meet the needs of education and teaching.

5. Education and teaching ability. Have the necessary ability and quality to engage in education and teaching, initially master and apply the basic theories and skills of education and teaching, and basically meet the education and teaching requirements of recruitment positions.

(3) Term of service

Recruit special post teachers, each service period is 3 years. During the service period, all teachers are arranged to teach in rural compulsory education schools. According to the educational and teaching needs of local schools, exchanges can be conducted between township schools.

Four. Recruitment procedure

Teachers in special posts are subject to open recruitment and contract management. The recruitment work is jointly undertaken by the Provincial Department of Education and the Department of Human Resources and Social Security, following the principles of "openness, fairness, voluntariness and merit" and following the following procedures:

(1) release requirements. The Provincial Department of Education will summarize the needs of all localities, and announce the disciplines, quantity and post requirements for the recruitment of teachers in the "Special Post Program" in counties (cities, districts) through "Jilin Education Information Network" and "Jilin Civil Service Examination Network".

(2) registration review. Applicants first register through "Jilin Education Information Network", and then register at the designated place with relevant materials, and the relevant departments will examine the qualifications of the applicants.

(3) examination. Take a combination of written examination and interview, focusing on the comprehensive quality and educational and teaching ability of candidates. The written test is organized by the whole province. According to the candidates' wishes, according to the order of written test scores (including bonus points) from high to low, the interview candidates are determined in turn according to the ratio of the number of positions in sub-disciplines and sub-disciplines in counties (cities, districts) 1: 3. (7) Pre-job training. The Provincial Department of Education organizes pre-job training, the main contents of which are teachers' morality education, new curriculum ideas, teaching materials and teaching methods, and the basic requirements for performing post duties.

(8) Teacher qualification. After the pre-job training, the education administrative department at the county level shall identify the teacher qualification, and issue the teacher qualification certificate to the candidates who meet the corresponding teacher qualification conditions but are not identified as teachers.

(9) sign a contract. The proposed employee shall sign a three-year employment contract with Shegang County (city, district) Education Bureau, stipulating the rights and obligations of both the employing unit and the applicant and the conditions for terminating the contract.

(10) to teach. Shegang County (city, district) arranges special post teachers to teach in rural schools with "special posts".

Teachers in urban areas do not participate in examination and assessment, pre-job training and teacher qualification recognition procedures.

(1) Organizing and leading.

1. Under the unified leadership of the provincial government, the "special post plan" is the responsibility of governments at all levels and relevant departments. In order to ensure the smooth implementation of the work, a provincial "special post plan" implementation leading group (see Annex for the list) was established, headed by the competent leadership of the provincial government and attended by the leaders of relevant departments such as the Provincial Department of Education, the Provincial Department of Finance, the Provincial Department of Human Resources and Social Security, and the provincial office, to strengthen leadership, make overall plans and coordinate closely. The leading group consists of the special post office of the Provincial Department of Education, which is responsible for the information communication, daily management and specific affairs of the implementation of the "special post plan".

2. Municipalities (states) and counties (cities, districts) should set up corresponding work leading groups to be responsible for organizing and leading the implementation of the local "special post plan". The person in charge of the city and county is the government, and the main leaders of the relevant departments are the deputy heads, and a special person is appointed to be responsible for the daily management of the special post office.

3. All relevant colleges and universities should set up special post offices to be responsible for organizing the implementation of the "special post plan".

(2) Division of responsibilities of relevant departments

The Provincial Department of Education is responsible for implementing the "special post plan" index, setting up special post counties (cities, districts), setting up special post schools, disciplines and specific numbers, collecting and inputting relevant information and reporting all kinds of data, and establishing a special post teacher database; In accordance with national requirements, combined with local conditions, conscientiously do a good job in policy propaganda, open recruitment, pre-job training, qualification identification, signing contracts, tracking services, macro management, etc., and strengthen guidance and inspection of the work of Hong Kong-related counties (cities, districts). The Provincial Department of Finance is responsible for coordinating the "special post plan" funding guarantee, implementing funds and standardizing management. The Provincial Department of Human Resources and Social Security cooperates with the provincial education administrative department to do a good job in teacher recruitment, and is responsible for urging all localities to implement the preferential policies stipulated in the national and provincial documents on college graduates' employment and teaching at the grassroots level. The provincial editorial office strengthens the supervision and inspection of the establishment of primary and secondary schools.

The relevant departments at the city (state) level are responsible for the qualification examination of the applicants and reporting to the province for the record, and conducting interviews and physical examinations for those who pass the written examination; Responsible for the organization, management and coordination of the "special post plan" in the county under its jurisdiction, and report the relevant data in time; Conduct a spot check on special post teachers every semester and conduct an assessment at the end of the year; Co-ordinate funds, strengthen the management of special funds for the "special post plan", timely grasp and urge counties to actively pay the monthly salary of special post teachers, and report the salary payment to the financial department and the education department every month.

The people's governments at the county (city, district) level are responsible for coordinating the supplementary work of special post teachers in the county (city, district), determining the post setting and reporting plan of teachers, implementing relevant supporting policies, and paying attention to solving the problem of overstaffing of teachers in urban schools. The education administrative department at the county level shall identify the qualifications of the teachers to be hired free of charge for those who have not obtained the corresponding teacher qualifications, so as to ensure that they are certified to work; According to teachers' disciplines and academic qualifications, scientifically allocate teachers, implement special post indicators to schools and people, report all kinds of data in a timely and truthful manner, do a good job in daily management and assessment of special post teachers, provide offices and circulating dormitories, and create necessary working and living conditions; The financial department at the county level is responsible for coordinating the payment of wages and subsidies for special post teachers, ensuring that wages are paid in full and on time, implementing various subsidies and related treatment funds, and properly solving the worries of special post teachers.

Colleges and universities are responsible for the publicity, launching, recommendation, registration and qualification confirmation of the "special post plan" and the employment procedures.

Measures and steps to implement intransitive verbs

(1) Preparatory work (before the end of June)

Including conducting a thorough investigation, reviewing the post-setting plans of each post-setting county (city, district), formulating the implementation plan of the "special post plan", establishing an information management system and an online registration system for special post teachers on the education information network of Jilin Province, organizing publicity and launching work, and holding a kick-off meeting.

(2) Open recruitment (early July-August 20th)

Recruitment should follow the principles of "openness, fairness, voluntariness, merit-based" and "county-oriented, school-oriented, post-oriented" and proceed according to procedures. The recruitment measures shall be formulated separately by the Provincial Department of Education in conjunction with relevant departments.

(3) Post-employment management

The Provincial Department of Education establishes the information management system and database of special post teachers, and implements the whole-process tracking management and evaluation of special post teachers after their appointment. The county education bureaus should also establish an information base and report the relevant information of special post teachers to the provincial education department in time.

2. During the employment period of special post teachers, according to my wishes, the registered permanent residence can stay in the place of origin or move into the county where the school is located; Party (League) organizational relations are transferred to work units; In principle, the personnel files of special post teachers are managed free of charge by the talent service agencies of the county (city, district) government. After the expiration of the service period, it is officially recorded (employed) by state organs, state-owned enterprises and institutions, and the work files and party-mass relations established during the service period are handed over to the relevant units with personnel management authority for management or represented by government talent service agencies. Other personnel's work files and party organizations shall be directly handed over to the local government talent service institutions where the original students are located in accordance with relevant regulations.

3. The daily management and assessment of post-service special post teachers are mainly undertaken by post-service schools and post-service county (city, district) education administrative departments. At the end of each year, each post-setting school should conduct a comprehensive assessment of the political and ideological performance and work of the special post teachers in the school, evaluate the grades of assessment, report them to the county-level education administrative department for examination and deposit them in their work files.

Seven. Policy measures

1. In order to attract more outstanding college graduates to teach in rural schools, applicants who meet the following conditions will be given appropriate points in the written test scores;

(1) 2 points for minority students;

(2) Excellent graduates at the provincial level will receive 5 points for "three good students" (including outstanding student cadres and outstanding party member, the same below) and 2 points for "three good students" at the university level;

(3) Add 10 to apply for the position in the county;

(4) Add 10 to volunteers who have participated in the "three supports and one support" program for college students and whose service has expired, graduates from normal colleges who have participated in internship teaching for more than half a year, and college students who have supported earthquake-stricken areas;

(5) For college graduates with financial difficulties in their families, add 2 points (refer to "Several Policies on Promoting the Employment of College Graduates" by the provincial government (Ji [2009] No.8)).

At the same time, students with the above-mentioned bonus conditions will be given extra points, and no accumulated bonus points will be given.

2. Special post teachers who meet the corresponding conditions can be recommended to study for a master's degree in education without examination according to regulations. The three-year employment period of special post teachers is regarded as the three-year grass-roots teaching practice required by the "Training Plan for Master of Education Teachers in Rural Schools".

3. The employment period of special post teachers is calculated according to the length of service and teaching experience. During the employment period, you should enjoy the corresponding treatment of local public teachers in terms of job evaluation, promotion, evaluation, training and welfare treatment.

4. During the employment period, the special post teachers shall be assessed by the school according to the annual assessment requirements of the staff of public institutions. Commend outstanding achievements and outstanding performance; Those who fail to perform their obligations according to the requirements of the contract should be criticized and educated in time to urge them to correct; For those who are not suitable for teaching posts, the employment contract shall be terminated according to the terms of the contract.

5. After the expiration of the service period of special post teachers, if I am willing to stay in the local area and continue to engage in education and teaching after passing the examination, I shall implement my post, formally employ them within the approved establishment, enjoy the same treatment as local teachers, and their wages shall be included in the unified payment scope of local finance.

6. If the special post teacher's service expires and passes the examination, when applying for civil servants in our province, the written test score will be added with 5 points; If you apply for a master's degree within 3 years after the expiration of the service period, the total score of the initial examination will increase by 10, and priority will be given to admission under the same conditions; Those who participate in the open recruitment of public institutions will be given priority under the same conditions; After the expiration of service, those who still work in their original posts and have excellent assessment, such as the local education system and institutions at the same level, can give priority to hiring special post teachers and go through the employment procedures directly.

7. If you don't stay in primary school after the expiration of service, you can choose your own job, and the local government should create convenient conditions and provide necessary help. If I find a job and my file account has been transferred to the county (district), I will go through the reassignment formalities free of charge; If the household registration file relationship has not been transferred to the county (district), the dispatch formalities shall be handled free of charge. The competent department of employment distribution of provincial graduates shall handle the relevant employment procedures for them free of charge.

8. After the qualified urban teachers are hired as special post teachers, the original salary and expenditure channels remain unchanged, and the provincial finance pays the special post allowance according to the 800 yuan standard per person per month. After three years of employment, I returned to my original school.

Eight. Financial guarantee

(a) the funds for the implementation of the "special post plan" shall be shared by the central and local governments.

(two) the implementation of the national "special post plan", the central government in accordance with the provisions of the standard subsidies for special post teachers' wages. The provincial "special post plan" will be implemented, and the provincial finance will set up special funds for the "special post plan" to subsidize the salary expenses of special post teachers in accordance with the central financial subsidy standards. In 2009, during the three-year employment period of the first batch of provincial special post teachers, the funds needed for urban teachers' salary subsidies and special post allowances were fully borne by the provincial finance. The wage subsidies issued by the state and the province shall be settled with the financial facts of Shegang County, and Shegang County shall timely submit the changes of special post teachers to the provincial finance and education departments. If the annual wage income enjoyed by special post teachers is higher than the national and provincial subsidy level calculated by public teachers with the same local conditions, the higher part shall be borne by the counties (cities, districts) involved in the "Special Post Plan".

Shegang County (city, district) is responsible for coordinating the implementation of funds, solving the local subsidies, necessary transportation subsidies and medical examination expenses of special post teachers, and incorporating them into the local social security system according to regulations, and enjoying corresponding social security benefits (excluding commercial insurance).

(3) The work expenses incurred by governments at all levels in organizing the recruitment and selection of special post teachers shall be borne by the finance at the same level respectively, and no fees shall be charged to the applicants.

Municipalities (states) and Shegang County (cities, districts) shall formulate local implementation rules according to this plan, and report to the Office of the Leading Group for the "Special Post Plan" before July 25th.

This implementation plan is interpreted by the Provincial Department of Education, the Department of Finance, the Department of Human Resources and Social Security, the provincial office and the Provincial Civil Service Bureau.
