In order to thoroughly implement the national household registration system reform, promote the spirit of video conference, further deepen the household registration system reform in our city, promote the urbanization of agricultural transfer population and other permanent residents, and promote the new urbanization construction with people as the core, according to the Notice on Printing and Distributing issued by eleven departments including the Provincial Public Security Department (No.38 [2065438+09], hereinafter referred to as "Opinions" of our province), combined with the reality of Langfang, the following opinions are put forward.
I. General requirements
(A) the guiding ideology

(2) Basic principles
-Persist in proceeding from reality and adapting to local conditions, and implement the regional differentiated household registration policy.
-adhere to the people-oriented principle, respect the willingness of urban and rural residents to settle down independently, protect the legitimate rights and interests of agricultural transfer population and other permanent residents, and shall not take compulsory settlement measures.
-Adhere to standardization and order, give priority to solving the settlement problem of agricultural transfer population and other permanent residents who have worked and lived in cities and towns, and guide more rural population to transfer and settle in cities and towns in an orderly manner.
-Adhere to overall planning and coordination, simultaneously promote new urbanization and rural revitalization strategies, explore the establishment of a settlement policy of "one city for the city, and a foreign country", and make overall plans to promote the relevant supporting reforms of the household registration system.
(iii) Overall objectives

(4) Fully liberalize the conditions for talents to settle down. College graduates or above employed in sanhe city, Xianghe County, Dachang Hui Autonomous County, Guangyang District, Anci District, Langfang Development Zone, Yongqing County and Gu 'an County, outstanding talents recognized by organizations or human resources departments, returned overseas students, green card personnel, personnel with junior (inclusive) or above titles, senior workers (national vocational qualification level III) or above, and skilled workers.
(5) Establish an orderly household registration migration policy in urban and rural areas. Let go of the conditions for rural migrants to settle in cities and towns within counties (cities, districts), take legal and stable residence as the main indicator, and promote agricultural migrants who have the ability to work and live stably in cities and towns to settle in cities and towns. Implement the policy of "freedom of coming and going" for rural college students. When entering school, I can move my household registration into the school collective household according to my wishes. After graduation, the registered permanent residence can be moved back to the original place of residence or moved to the original (creative) business place from the school collective household.
(6) Broaden settlement channels and simplify settlement procedures. Further innovate household registration management and allow qualified personnel to settle in stable residences, unit collective households, talent center collective households and community public households. We will fully implement the "one-stop" handling system for household registration transfer in the province, reduce the level of examination and approval for household registration transfer, simplify the handling procedures, streamline the formalities and materials, and facilitate the people to settle down.
Third, solidly promote relevant supporting reforms.
(1) Improve the residence permit system. Continue to promote the full coverage of the residence permit system, further improve the issuance and management of residence permits, and ensure that permanent residents who are willing to settle down can hold residence permits. Improve the urban basic public service guarantee mechanism based on residence permit. On the basis of ensuring that holders of residence permits enjoy the existing basic public services in cities and towns according to law, all localities are encouraged to expand the scope of public services and improve service standards according to local carrying capacity, and gradually narrow the gap between residence permits and household registration additional benefits. At the same time, according to the principle of reciprocity of responsibilities and rights, the holder of residence permit should fulfill the civic obligations stipulated by national and local governments such as military service and joining militia organizations.
(two) to protect the children of agricultural transfer population's right to education. The compulsory education of children of agricultural transfer population and other permanent residents will be included in the scope of public financial security, the policy of tuition and miscellaneous fees will be implemented, and the inclusive preschool education policy will be gradually implemented in accordance with state regulations. Counties (cities, districts) with more children of floating population should increase the supply of educational resources, realize that the schooling of children of floating population is mainly arranged in public schools, and fully guarantee the equal right of children of floating population to receive compulsory education. Gradually improve the policy of eligible children of floating population to participate in the senior high school entrance examination and college entrance examination in the inflow area.
(3) Comprehensively promote the full coverage of permanent residents in urban basic public services. Improve the unified basic medical insurance system for urban and rural residents, and guide the agricultural transfer population to participate in the basic medical insurance for urban workers or urban and rural residents in accordance with relevant regulations. We will promote the expansion of old-age insurance, and promote eligible farmers who have settled in cities and migrant agricultural workers to participate in the basic old-age insurance for enterprise employees. Do a good job in the social insurance transfer of agricultural transfer population and other permanent residents who have settled in cities. Strengthen all-round public employment and entrepreneurship services, accelerate the establishment of lifelong vocational skills training system and vocational skills level recognition system, and promote the expansion and quality improvement of vocational skills training for migrant workers. Further improve the urban housing security system and expand the coverage of affordable housing and housing provident fund system. Guarantee the holders of residence permits to enjoy basic public health services such as prevention and treatment of infectious diseases, vaccination of children and other basic family planning technical services stipulated by the state. Gradually establish a social assistance system for permanent residents in cities and towns, and do a good job in connecting urban settlement with the minimum living guarantee for agricultural transfer population.
(D) the establishment of farmers settled in the city "three rights" maintenance mechanism. Conscientiously implement the spirit of the newly revised Rural Land Contract Law of People's Republic of China (PRC), Land Management Law of the People's Republic of China and Opinions of the Central Committee of the State Council on Maintaining the Stability and Long-term Invariance of Land in contract relationship, and reserve the rural land contract right, collective income distribution right and homestead use right of farmers who have settled in cities, so as to make the agricultural transfer population have more stable expectations and let them settle down in cities with peace of mind. Explore the establishment of a voluntary paid withdrawal mechanism for farmers' rural land contracting rights, collective income distribution rights and homestead use rights, and support and guide farmers who have settled in cities to voluntarily withdraw from the above rights and interests according to law. Further deepen the reform of rural collective property rights system, speed up the reform of rural collective operating assets joint-stock cooperative system, and the people's government at the county level shall formulate guiding opinions on the confirmation of membership of rural collective economic organizations to protect the legitimate rights and interests of farmers who have settled in cities.
(5) Improve the policy of linking people with land and money. We will improve the allocation method of transfer payment funds for the urbanization of agricultural transfer population, tilt to places that absorb and resettle a large number of agricultural transfer population, and places that use their own financial resources to increase investment in public services for agricultural transfer population and work hard to give full play to the incentive and guiding role of transfer payment funds. Scientifically arrange transfer payment funds related to basic public services, make overall consideration of the increase of agricultural transfer population and other permanent residents in various places, and support places with large populations to gradually improve basic public services. We will implement the policy that the central infrastructure investment arrangement is inclined to attract more rural migrants to settle in cities and towns, and improve the subsidy mechanism of financial construction funds for infrastructure investment in counties (cities, districts) with more poor people. In accordance with the principle of "man's location and harmony between man and land", the number of agricultural transfer population will be included in the annual land use plan for overall calculation to ensure the land demand of agricultural transfer population who settle in cities.
Fourth, fully promote the organization and implementation.
(1) Strengthen organizational leadership. The reform of household registration system is an important link to promote the new urbanization with people as the core, which is related to the vital interests of the people and social harmony and stability. All departments at all levels should strengthen their sense of responsibility, and implement various policies and measures for the reform of the household registration system in accordance with the overall deployment of the municipal party Committee and the municipal government on new urbanization. All localities and relevant departments should, in accordance with the division of responsibilities, refine the household registration transfer policy and related supporting reform measures, and urge all localities to solidly promote implementation.
(2) Strengthen follow-up and seek practical results. Public security, development and reform and other relevant departments should strengthen the tracking, monitoring, supervision and inspection of the progress of household registration system reform in counties (cities, districts), find and solve outstanding problems in the work in time, and ensure the smooth progress of household registration system reform.
(3) Do a good job in publicity and guidance. All localities should thoroughly publicize the great significance of the household registration system reform through various channels and accurately interpret the main contents of the household registration system reform and related supporting policies. Vigorously publicize the good experiences and good practices of various localities in solving the problems of agricultural transfer population settling in cities and towns, rights protection, basic public services, etc., reasonably guide social expectations, respond to the concerns of the masses, unite the understanding of all parties, and form a joint force for reform.
