Article 5 The people's governments at the municipal and county levels shall strengthen their leadership in prohibiting the production, sale and provision of non-degradable plastic shopping bags and plastic tableware, establish a coordination mechanism, and urge the relevant departments to perform their supervisory duties according to law, and the required funds shall be included in the fiscal budget at the corresponding level. Article 6 People's governments at all levels shall organize publicity and education activities to prohibit the production, sale and provision of non-degradable plastic shopping bags and plastic tableware, and encourage and support the production, sale and use of degradable plastic products. Article 7 Administrative departments such as quality and technical supervision, industrial and commercial administration and urban comprehensive management shall, in accordance with their respective functions, supervise and manage, and investigate and deal with acts of producing, selling and providing non-degradable plastic shopping bags and plastic tableware in violation of these measures.
