On March 5th, in Shilihe, Chaoyang District, Beijing, several young people watched the news broadcast in Anxin apartment, in which the related reports of the NPC and CPPCC were broadcast. There are 621 people living in this long-term rental apartment, mainly young people. They include courier brother, parking manager and catering waiter. On the same day, the Fourth Session of the 13th National People's Congress opened in Beijing, and Li Keqiang, Premier of the State Council of the People's Republic of China made a government work report. It is mentioned in the government work report that we should standardize the development of the long-term rental housing market, reduce the tax burden of rental housing, and do our utmost to help new citizens, young people and others alleviate their housing difficulties.
Young people who are struggling outside have more or less stepped on the "pit" of renting houses, cut off water, electricity and the internet, been thrown out of the house for no reason, met with black intermediaries or "thunderous" long-term rental apartments ...
This year's government work report pointed out that it is necessary to "standardize the development of long-term rental market, reduce the tax burden of rental housing, and do our utmost to help new citizens, young people and so on to alleviate their housing difficulties". As soon as the voice fell, there was applause at the scene. According to Chai Shan, deputy to the National People's Congress and mail receiver of China Post Shanghai Branch, this means that young people are one step closer to "freedom of renting".
Young people have been "pitted" in renting houses, and related enterprises can't "run away"
Chai Shanshan has long been the family pillar of "having the old in the top and the small in the bottom". In his view, "almost everyone in our generation feels the pressure brought by housing".
The "empty nest youth" is the most sensitive to the pain point of renting a house. Hu Wei, member of Chinese People's Political Consultative Conference and full-time vice chairman of the Shanghai Municipal Committee of the Democratic Progressive Party, said that there are nearly 77 million "empty nesters" in China, among which the high cost of living and high housing prices in first-tier cities have led some young people to "empty nesters" passively.
It is said that the government will further encourage and standardize the development of the rental market this year. Chen Chao, a "Northern drifter", is particularly happy. He feels that this means that the price and risk of rental will drop.
Just a few months ago, Chen Chao (a pseudonym) was just "pocketed" by a long-term rental apartment platform. At the beginning of October last year, Chen Chaogang paid the rent of more than 21,111 yuan for half a year, and was asked by the landlord to "move out within a time limit" only nine days later. The reason given by the landlord, he still remembers: "The house is mine, and I have the right to accept the house without receiving the rent (paid by the platform)."
A month later, Chen Chao moved out of the house, but the remaining rent of RMB 11,111 was nowhere to be found. Not long after, this long-term rental apartment platform "exploded". Chen Chao tried to rent through mediation and litigation, but like many tenants, the result was "nothing".
Young people's freedom to rent a house is a common concern of the NPC and CPPCC this year. The reporter noted that both the Democratic Progressive Party Central Committee and the Democratic National Construction Association Central Committee put forward relevant proposals. The Central Committee of the Democratic National Construction Association suggested setting the entry threshold for the rental industry and implementing the filing system for housing rental enterprises. To improve the laws and regulations on housing leasing, it is required that the market participants engaged in housing leasing must be included in the scope of industry supervision after filing. Strictly implement the housing lease contract filing system. Relying on the housing rental service supervision platform, we will strengthen the general filing of long-term rental apartments, as well as the online signing and filing management of housing custody contracts and housing rental contracts of housing rental enterprises.
In view of the security of rental funds, the proposal of the Central Committee of the Democratic National Construction Association suggests strengthening the audit and supervision of funds flowing into housing rental enterprises from the source and strengthening the financial supervision of housing rental enterprises. Special account management shall be implemented for the funds obtained by housing leasing enterprises through financing channels such as bank loans. Strictly supervise the "rental loan", learn from the real estate mortgage registration and implement the "rental loan" registration system. We will implement a rent supervision system for leasing enterprises and long-term rental apartments that operate as "second landlords" by means of agency or custody, set up special account management, and the custodian bank will monitor the rent and freeze part of the funds as risk margin in proportion.
Policy-based housing rental is the key point, but public rental housing is "more monks than porridge"
At the two sessions this year, Hu Wei submitted the Proposal on Promoting the Transformation of "Empty Nest Youth" Group to "Nesting Youth" Group. He suggested that the national and regional housing policies should be further optimized, and policies such as housing subsidies, special deductions and low-rent housing can also be more inclusive, so as to effectively improve the real plight of some young people in housing and other aspects.
Xu Xiaole, chief analyst of RealData, believes that in the future, rental housing will play more security functions, and policy rental housing will become the focus of development. Through the development of policy-based rental housing, the future supply of rental housing will gradually change from government supply to diversified main supply, and gradually form a mature housing rental market.
since the end of 2119, 13 cities, including Shenyang, Nanjing and Suzhou, have successively carried out pilot projects to improve the housing security system, focusing on vigorously developing policy-based rental housing, especially small-sized and low-rent policy-based rental housing for new citizens and young people.
However, in some places, public rental housing and other policy housing are often "not enough", and some big cities need to draw lots to obtain it, especially in some places with convenient transportation, "it is more normal to find one room".
Yu Chunmei, deputy to the National People's Congress and deputy secretary of the Party branch of a branch of Nanchang Public Transport Corporation, said that her public transport industry is relatively special, and employees often get up early and get greedy for the dark. Therefore, "commuting convenience" is what they value most when renting a house. She observed that at first, colleagues were very enthusiastic about the public rental housing provided by the applicant, but some colleagues applied for a house far from the unit and had a long commute time, which was undoubtedly a challenge for them who often worked at night shifts and early shifts.
In addition, renting a house has become the biggest burden for some grass-roots workers. Because renting a house is expensive, many grass-roots workers rent a house in poor conditions, especially take-away riders.
Yu Chunmei suggested that in urban housing policies such as low-rent housing, the needs of flexible employment groups including take-away riders should be fully considered, and enterprises that take the initiative to solve the accommodation problem for take-away riders can be given appropriate policy subsidies.
Call for the balance of public services
At present, policy housing is increasing in some places, and the conditions of public rental housing are also improving. Take Shanghai as an example, 53,111 rental houses and 8,111 public rental houses have been added this year. To give young people the opportunity to rent public rental housing, Hu Wei suggested that the government should increase the supply. He also noticed that the short rental time of public rental housing in some places is not conducive to the stability of young people working in first-tier cities, and suggested extending the rental period of public rental housing appropriately.
He also called on the state to give unified guidance on the price of public rental housing, and the price should not be too high; You can also adjust the land use appropriately, and you can consider adjusting the land for commercial housing to public rental housing, especially in the central city and areas with convenient transportation. Let young people have less pressure, "let them stay, stay and develop well."
Lian Yuming, member of Chinese People's Political Consultative Conference and president of Beijing International Urban Development Research Institute, said that urban renewal is conducive to solving the outstanding housing problems in big cities. This year, he brought a proposal of "solving the problem of grassroots governance and improving the quality of urban renewal". In his view, at present, urban renewal still faces many difficulties and obstacles, and there are still many misunderstandings.
Yao Jinbo, deputy to the National People's Congress and CEO of 58 City, said that the rights and interests of renters should be fully protected. In this regard, he suggested that in the short term, local governments should focus on protecting the basic rights and interests of renters and strengthen the management of chaos such as "arbitrary rent increase and sudden eviction"; In the medium and long term, all localities can gradually untie the public services and property ownership, promote the balance of key public services such as education and medical care, and realize the people-oriented allocation of public services resources.
Now, Chen Chao has found a new house. He hopes that this year's relevant policies can be more realistic, and the supporting laws and regulations can keep up, so that the rental of ordinary people is really guaranteed.
