Taking Hainan Province as an example, the Measures for the Supervision and Administration of Small Food Production and Processing Workshops in Hainan Province stipulates that:
Article 4 Small workshops engaged in food production and operation shall go through industrial and commercial registration and file with the local food and drug supervision and administration department within 15 days after industrial and commercial registration.
Small workshops shall submit the following materials to the food and drug supervision and administration department for the record:
(1) A copy of the business license;
(2) The original and photocopy of the sponsor's ID card;
(three) the original and photocopy of the valid health certificate of the employees;
(four) the plan of the production and processing site and the certificate of the right to use it;
(five) a copy of the food safety standards (if there is no food safety standard, the requirements for food raw materials shall be provided), production process flow chart, packaging form and other processing technical specifications;
(6) A letter of commitment on quality and safety.

Article 10 Small workshops should indicate the name, production date, shelf life, ingredient list, storage conditions, production address, producer's name and contact information of food on their containers or packages, and the words "small workshop food" should be clearly marked.
When small workshops put on record, the food that is difficult to package and label should be explained.
Eleventh small workshops to supermarkets, canteens and catering service enterprises to sell food production and operation, should provide food inspection documents.
