4 "Four Agglomerations" Benefits
4. 1 Farmland Resource Agglomeration Benefit
The implementation of "ten thousand hectares of fertile land construction project" is conducive to solving the problems of scattered farmland management, backward production mode and messy village layout, and is a concrete measure to promote the transformation of agriculture from decentralized management to scale management and from traditional agriculture to modern agriculture; It is a powerful means to realize intensive and efficient use of land resources.
After the implementation of the project, contiguous high-standard farmland can be built, and the form of rice-wheat rotation can be adopted uniformly, which is not only conducive to the implementation of mechanization, but also can improve production efficiency. The main purpose of the project implementation is to increase the effective cultivated land area and improve the quality of cultivated land through comprehensive improvement of fields, water, roads, forests and villages; Through the demolition and consolidation of rural residential areas, we will economize and intensively use construction land, build a large area of contiguous high-standard farmland, optimize the layout of regional land, and achieve the goals of concentrated arable land, residential areas, intensive land use and concentrated benefits.
The potential of land consolidation in the project area mainly includes abandoned ponds, rural roads, irrigation and water conservancy facilities, fields and unused land.
* * * The newly-increased cultivated land area is 8 1.49 hectares (including 58.77 hectares for construction land reclamation and 4.87 hectares for aquaculture water surface landfill), and the newly-increased cultivated land rate is 8.06%; After deducting the reclamation of rural residential areas, industrial and mining land and aquaculture water surface, the newly-increased cultivated land is 17.85 hectares, with a growth rate of 1.76%.

4.2 Construction land resource agglomeration
* * * The land for reclamation and construction in the project area is 58.7700 hectares, including 28.2200 hectares in Cangji, 22.3000 hectares in Zhenglou and 8.2500 hectares in Yangbei. * * 578 households with 2406 people were demolished. Among them, there are 392 households in Cangji project area, involving 160 1 person; Zheng Lou 109 households with 469 people; There are 77 households with 336 people in Yangbei.
In order to properly resettle the relocated farmers and meet the needs of new rural construction in Sucheng District, the specific plan is as follows:
(1) The relocation plan of the warehouse assembly: 392 households 160 1 person are needed for the warehouse assembly, which will be uniformly arranged at the centralized resettlement site in the town. The resettlement area of centralized resettlement sites is 102.80 mu (68,576 square meters), and the average resettlement area of each household is 0.26 mu (65,438+). Subsidies will be given to the legal construction area of the demolished people according to the relevant standards, and unified construction, unified standards, unified housing and unified resettlement will be implemented, all kinds of fees will be exempted, farmers' expenses will be reduced, and farmers' burden will be lightened. (2) Relocation plan of Zhenglou District: All relocated households will be relocated to Kangju Demonstration Village of Ancient City Neighborhood Committee and Yunhe Road Resettlement Community of Zhenglou Town. According to the plan, there are 4 households 18 people in Yunhe Road, and 45 households 105 in Kangju Demonstration Village of Gucheng Neighborhood Committee, with an average resettlement area of 200 square meters. See Figure 3 for the current situation of Zheng Lou's resettlement area, and Figure 4 for the image data of the planned resettlement site.

(3) The relocation plan of Yangbei Town: there are 336 people in Yangbei Town, and 77 households need to be relocated. The local government will provide nearly 80 sets of resettlement houses with a construction area of about 1.54 million square meters, with an average resettlement area of 200 square meters per household. The legal construction area of the relocated households shall be compensated and resettled according to the demolition and construction standards. Demolition of rural residential areas and old industrial and mining areas; The layout of the new district is uniformly arranged and implemented by the people's government of Sucheng District according to the national land supply policy and the requirements of economical and intensive land use, and the paid adjustment linked to the turnover index is implemented in accordance with the basic principles of the layout of the project area. * * * Arrange to build a new area of 58.7700 hectares, of which ***4 resettlement areas 15.08 hectares are located in Cangji Town, Yangbei Town and zhenglou respectively, which can fully accommodate farmers. The reserve area is mainly located in Sucheng District, ***43.69 hectares. The reserved areas are all used for urban construction, and the direction of land development and utilization is mainly the construction of infrastructure and commercial projects in Sucheng District. By entering concentrated residential areas and comfortable demonstration villages, the relocated farmers will be placed in concentrated residential areas with good location, perfect transportation and other infrastructure and superior living environment, which can save 655.35 mu of construction land and further gather rural construction land resources, thus improving rural appearance, promoting coordinated development between urban and rural areas and improving farmers' overall living standards.
4.3 labor resources agglomeration
4.3. 1 Employment status in the project area
There are 578 relocated households and 2406 relocated households in the project area, which are divided into four age groups according to their age levels. See table 6 for details.

According to the survey, all the residents in the project area are agricultural population, including 580 migrant workers, accounting for 24.438+00% of the total population. It is necessary to establish an employment support mechanism to ensure that the land is not unemployed.
4.3.2 Support employment orientation
According to the working-age population in the project area, resettlement can be achieved in the following four ways:
(1) Join the agricultural economic cooperative by land. In accordance with the principle of "voluntary participation of the masses, land participation, intensive management, benefit sharing and benefit protection", farmers will be guided to invest in shares with the right to contracted land management, and guaranteed income and benefit distribution will be implemented. After the implementation of the plan, the farmers signed an agreement with the agricultural economic cooperatives in various towns to acquire shares or transfer the contracted management right of land, and the land was uniformly managed or contracted out by the cooperatives. Adopt intensive production, standardized management and large-scale operation, focus on developing modern and efficient agriculture, and carry out scientific, systematic and mechanized planting through cooperatives. The contractor can pay the rent in one lump sum or in years, and the farmers who have been demolished can be rehired to work in the contractor according to the principle of two-way choice while obtaining the benefits of land shares or circulation.
(2) Policy resettlement: While meeting the employment conditions of enterprises as much as possible, the enterprises in this town are required to give priority to farmers who voluntarily give up their land contractual management rights. According to the principle of "government guidance, departmental supervision and farmers' benefit", combined with the employment requirements of enterprises in the town and the actual needs of production, the government arranged for the relocation of farmers to receive skills training in employment enterprises, which not only solved the problem of difficult employment for enterprises, but also created conditions for their own development.
(3) Training and Employment: Focusing on the relocated working-age farmers, we will join hands with local labor training and job introduction companies to promote employment through skills training, job introduction and holding job fairs.
(4) Encourage self-employment: adopt preferential policies such as tax reduction and exemption, providing small loans, and consciously guide farmers to develop into tertiary industries such as catering and service industries, and encourage landless farmers to engage in construction, building materials, installation, transportation, self-employment and self-employment.
(5) others. Actively expand employment channels, and vigorously build rural concentrated residential areas and demonstration areas for housing, so that village Committee members involved in demolition can be put into community management. In addition, the implementation of the rural minimum living security mechanism, to give living subsidies to farmers who do have difficulties in demolition.
Through the above measures, properly resettle the surplus labor force in the resettlement area, ensure that farmers in the project area are not unemployed, and further gather labor resources.
4.4 Market and public service resources
4.4. 1 social benefit analysis
After the implementation of the project, it has good social benefits. On the one hand, through measures such as homestead consolidation, village relocation and consolidation, and infrastructure improvement, the effective construction land and other land areas have been expanded, the land utilization rate has been improved, the stock of rural construction land has been revitalized, and the contradiction between land supply and demand has been alleviated. On the other hand, it has improved the production and living conditions of the masses, promoted the process of residential concentration and urbanization, and has the following important practical significance for building a new rural community and promoting the modernization of rural economy and the all-round development of rural society:
(1) Increase the cultivated land area.
(2) Improve agricultural production conditions and improve the quality of cultivated land.
(3) Promoting the adjustment of agricultural structure.
(4) Improve the land utilization rate and output rate.

4.4.2 Ecological benefit analysis

4.4.3 Economic Benefit Analysis
The economic benefit of this project mainly depends on the investment cost and the utilization direction of the new land after consolidation. Through the implementation of the project, the area of rural construction land can be reduced, and the linked turnover index can be obtained accordingly to strive for land space for local economic development. The project area will be built with a new area of 58.77 hectares under the linked scheme. Excluding the resettlement area of 15.08 hectares, the reserved area of 43.69 hectares can be obtained. Objective economic benefits can be obtained by using the new reserved area.
In addition, after the project is completed and put into production, the agricultural production environment and internal structure of agriculture will be greatly improved, which is the epitome of the changes in agricultural structure after China's accession to the WTO, especially making full use of advanced agricultural production technologies to transform farmland and form high-quality standard farmland suitable for agricultural modernization production. From the above analysis, we can see that the expected income of agricultural development will increase exponentially. Now it is calculated according to the lower goal of growing food.
Benefit of increasing production
After the reconstruction of the project area, the irrigation and drainage system is perfect, which can supply water to crops in time and eliminate waterlogging in time, creating good growth conditions for crops, which is conducive to high and stable yield of crops (Tables 7 and 8).

According to the above calculation, the average annual benefit of the reconstructed project area is 796.05+14.16 = 810.21ten thousand yuan.
In addition, after the completion of the project, there are still some indirect economic benefits that cannot be quantified. For example, after the consolidation of rural residential areas, cultivated land will be further concentrated and contiguous, which is conducive to the realization of large-scale and intensive land management. If these intangible benefits are considered again, the investment income of this project will be considerable.
