Legal analysis: Beijing Winter Olympics volunteers are generally not paid. According to international practice and considering the public welfare nature of volunteer service, there is no subsidy for Games volunteers. The Beijing Organizing Committee for the Winter Olympics will provide volunteers with identity registration cards, uniforms, free meals during the service period, personal accident insurance, relevant medical services and other conditions of protection. The travel expenses incurred by the volunteers from their living place to Beijing, Yanqing and Zhangjiakou will be borne by themselves; after arriving at the host city, they can take the public *** steam (tram), urban rail transit (excluding airport lines), commuter shuttle buses within the competition area and between the competition areas free of charge by virtue of their identity registration cards. The Beijing Organizing Committee for the Winter Olympic Games will take a predominantly spiritual incentive approach to incentivize volunteers for the Games. The incentives include, but are not limited to, the issuance of volunteering certificates and related souvenirs.

Article 16 Volunteer service organizations that arrange for volunteers to participate in volunteer service activities that require specialized knowledge and skills shall conduct relevant training for volunteers. To carry out professional volunteer service activities, the standards and procedures formulated by the state or industrial organizations shall be implemented. Laws and administrative regulations on the conduct of volunteer activities have professional qualification requirements, volunteers shall obtain the appropriate qualifications in accordance with the law.
Article 17 Volunteer service organizations shall provide the necessary conditions for volunteers to participate in volunteer service activities, solve the difficulties encountered by volunteers in the process of volunteer service, and safeguard the legitimate rights and interests of volunteers. Before arranging for volunteers to participate in voluntary service activities that may involve personal danger, volunteer service organizations shall purchase appropriate personal accident insurance for volunteers.
