article 1 these measures are formulated in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the regulations of Hangzhou municipality on the administration of city appearance and environmental sanitation, the regulations of Hangzhou municipality on the administration of domestic waste and other laws and regulations, in combination with the actual situation, in order to strengthen the management of kitchen waste, maintain the cleanliness of the city appearance and environment, ensure food safety and promote the recycling of resources. Article 2 These Measures shall apply to the generation, delivery, collection, transportation, disposal and related supervision and management activities of kitchen waste in the administrative area of this Municipality.

The specific areas for implementing classified management of domestic waste shall be determined by the municipal, district and county (city) people's governments in accordance with the principle of steady progress and announced to the public. Article 3 The term "kitchen waste" as mentioned in these Measures refers to food residues, inedible waste animal and vegetable oils and various oil-water mixtures produced in activities such as catering and catering operations in units other than residents' family life. Article 4 The management principles of responsibility at different levels, unified collection and transportation, centralized treatment and decentralized treatment shall be implemented in the treatment of kitchen waste in this Municipality. Article 5 The municipal administrative department of city appearance and environmental sanitation (hereinafter referred to as the municipal administrative department of city appearance and environmental sanitation) is responsible for the supervision and management of the collection, transportation and disposal of kitchen waste in the whole city; The district and county (city) administrative department of city appearance and environmental sanitation [hereinafter referred to as the district and county (city) administrative department of city appearance and environmental sanitation] shall be responsible for the supervision and management of the collection, transportation and disposal of kitchen waste within its jurisdiction according to the prescribed division of responsibilities.

Article 6 This Municipality encourages the research, development and application of kitchen waste treatment technology and equipment, and promotes the resource utilization and harmless disposal of kitchen waste. Article 7 The catering trade association shall play the role of industry self-discipline, assist the relevant administrative departments to standardize the collection, transportation and treatment of kitchen waste in the industry, promote the reduction method of kitchen waste, and bring the management of kitchen waste into the scope of rating and integrity management of catering enterprises, and urge catering enterprises to do a good job in the harmless disposal of kitchen waste. Article 8 The people's governments of cities, districts and counties (cities) shall organize the construction of kitchen waste collection and transportation systems and disposal facilities according to the professional planning of environmental sanitation.

Article 9 A kitchen waste producing unit shall declare the types and predicted quantities of kitchen waste of its own unit to the local district, county (city) city appearance and sanitation department in accordance with the year.

Eleventh collection of kitchen waste should be used in accordance with the requirements of the competent department of city appearance and environmental sanitation. Waste animal and vegetable oils that can no longer be eaten shall be collected and stored separately from other kitchen wastes.

kitchen waste generating units shall abide by the laws and regulations on the classified management of domestic waste in this Municipality, and shall not mix kitchen waste with other wastes and throw non-kitchen waste as kitchen waste. Article 12 The kitchen waste producing unit shall sign a collection and transportation agreement with the unit that has obtained the business license for collection and transportation of municipal solid waste, and confirm the type and quantity of kitchen waste delivered.

the kitchen waste producing unit shall not hand over the kitchen waste to the unit or individual who has not obtained the license for the collection and transportation of municipal solid waste. Article 14 Where a kitchen waste generating unit disposes of kitchen waste on the spot, it shall use disposal facilities that meet the national standards, industry standards, local standards or enterprise standards, and keep the disposal facilities in normal operation. The waste gas, waste water, noise and final products generated by it shall meet the requirements of national, provincial and municipal environmental protection.

the kitchen waste generating unit shall record the total amount of kitchen waste disposed on the spot, the quantity of products produced and the destination, and the record retention period shall not be less than 2 years.

the competent department of city appearance and environmental sanitation shall regularly check the local disposal of kitchen waste generating units, and if it is found that the local disposal cannot meet the requirements of kitchen waste disposal, it shall order the generating units to stop the local disposal.
