chapter I general provisions article 1 these measures are formulated in order to implement the law of the people's Republic of China on animal epidemic prevention and in light of the actual situation of this province. Article 2 These Measures shall apply to the prevention, control, diagnosis, treatment, purification and elimination of animal diseases, quarantine of animals and animal products, harmless treatment of dead animals and diseased animal products and their supervision and management activities within the administrative region of this province.

the quarantine of entry-exit animals and animal products shall be handled in accordance with the provisions of the Law of the People's Republic of China on Entry-Exit Animal and Plant Quarantine.

the sanitary inspection and supervision of animals and animal products that have passed the quarantine inspection as food shall be handled in accordance with the provisions of the Food Safety Law of the People's Republic of China. Article 3 People's governments at or above the county level shall exercise unified leadership over animal epidemic prevention, incorporate animal epidemic prevention into national economic and social development plans and annual plans, formulate and organize the implementation of animal epidemic prevention plans and emergency plans for sudden major animal epidemics, establish a joint prevention and control mechanism for animal epidemics, improve the animal epidemic prevention system, and implement animal epidemic prevention responsibilities.

the township (town) people's government and sub-district offices shall organize the masses to do a good job in the prevention and control of animal epidemics in their respective areas, and the village (neighborhood) committees shall provide assistance. Article 4 The administrative departments of agriculture and rural areas of the people's governments at or above the county level shall be in charge of animal epidemic prevention in their respective administrative areas.

the health administrative department of the people's government at or above the county level is responsible for the monitoring, prevention and publicity of people who are susceptible to infectious diseases.

the forestry administrative department of the people's government at or above the county level is responsible for the monitoring of terrestrial wildlife epidemic focus and epidemic situation disposal.

the administrative department of market supervision of the people's governments at or above the county level is responsible for the supervision of the circulation of animal-derived foods and the catering links.

other relevant administrative departments of the people's governments at or above the county level shall do a good job in animal epidemic prevention within their respective functions and duties. Fifth comprehensive law enforcement agencies of agricultural and rural administrative departments at or above the county level shall be responsible for the administrative law enforcement of animal epidemic prevention.

animal health supervision institutions at or above the county level are responsible for the quarantine of animals and animal products within their respective administrative areas.

animal epidemic prevention and control institutions at or above the county level shall undertake the monitoring, detection, diagnosis, epidemiological investigation, epidemic situation report and other technical work of prevention, control, purification and elimination of animal epidemics. Article 6 Units and individuals engaged in animal breeding, slaughtering, management, isolation, transportation, production, management, processing and storage of animal products shall, in accordance with the relevant provisions of the state and this province, do a good job in animal epidemic prevention, such as immunization, disinfection, detection, isolation, purification, elimination and harmless treatment, and undertake relevant responsibilities for animal epidemic prevention. Seventh people's governments at all levels, relevant departments and news media should strengthen the publicity of animal epidemic prevention laws and regulations and animal epidemic prevention knowledge. Eighth people's governments at all levels and relevant departments shall commend and reward units and individuals that have made remarkable achievements in animal epidemic prevention, related scientific research and technology popularization in accordance with the relevant provisions of the state.

relevant units shall pay work-related injury insurance premiums for animal epidemic prevention personnel according to law. In accordance with the relevant provisions of the state, subsidies or pensions shall be given to those who are sick, disabled or killed because of their participation in animal epidemic prevention work. Chapter II Prevention of Animal Diseases Article 9 The provincial administrative department of agriculture and rural areas shall, jointly with the relevant administrative departments of health and other provinces, carry out the risk assessment of animal diseases in this province, and implement and adjust the prevention and control measures of animal diseases according to the risk level of animal epidemics. Tenth provincial agricultural and rural administrative departments shall formulate and organize the implementation of the compulsory immunization plan for animal diseases in this province according to the diseases and areas of compulsory immunization determined by the state and the provincial people's government.

the administrative departments of agriculture and rural areas of cities and counties (cities, districts) divided into districts shall, according to the compulsory immunization plan for animal diseases in this province, formulate the implementation plan of the compulsory immunization plan in their respective administrative areas and organize its implementation.

Township (town) people's governments and subdistrict offices shall organize units and individuals that raise animals in their respective areas to do compulsory immunization against animal diseases and assist relevant departments to do a good job in supervision and inspection; Village (neighborhood) committees assist in relevant work. Article 11 Units and individuals that raise animals shall fulfill the obligation of compulsory immunization against animal diseases according to law. Compulsory immunization of animals should reach the immune density and antibody level stipulated by the state; For those who fail to meet the standards, supplementary immunization or enhanced immunization shall be implemented in time to ensure that the immunized animals meet the requirements of immune quality. Twelfth animal compulsory immunization shall implement the system of livestock and poultry identification and file management.

units and individuals that raise animals shall, in accordance with the relevant provisions of the state and the information management of animal epidemic prevention in this province, add livestock and poultry labels to the animals that have been vaccinated, establish immunization files, upload animal immunization and other epidemic prevention information, and ensure traceability.

the administrative department of agriculture and rural areas of the province is responsible for the unified organization and free supply of livestock and poultry labels. Thirteenth provincial administrative departments of agriculture and rural areas shall, according to the national animal disease monitoring plan, formulate the animal disease monitoring plan of this province.

the administrative departments of agriculture and rural areas of the cities and counties (cities, districts) divided into districts shall formulate the monitoring plan of animal diseases in their respective administrative areas according to the monitoring plan of animal diseases in this province and organize its implementation.

the people's governments at or above the county level shall establish and improve the monitoring network of animal diseases and strengthen the monitoring of animal diseases. Animal disease prevention and control institutions shall monitor the occurrence and prevalence of animal diseases in accordance with the relevant provisions of the state and the administrative departments of agriculture and rural areas of this province, and implement direct reporting of animal disease monitoring information network.

the people's governments at or above the county level should improve the monitoring system and working mechanism of wild animal epidemics, and set up monitoring stations reasonably according to the epidemic characteristics and geographical environment of wild animal epidemics. Forestry, agriculture and rural administrative departments shall, in accordance with the division of responsibilities, do a good job in monitoring the epidemic focus of wild animals, and exchange information on a regular basis, and timely report emergencies.
