(a) publicity, implementation and enforcement of relevant laws, regulations and these regulations;
(two) in conjunction with the relevant departments to prepare comprehensive planning, professional planning and water resources supply and demand plan for river basins or regions;
(three) to formulate and implement the water dispatching and distribution plan;
(four) the collection of water resources fees and related expenses;
(five) mediation of water disputes, investigate and deal with water violations;
(six) to exercise the power of administrative punishment given by these regulations. Ninth Autonomous County People's government development and reform, housing and urban and rural construction, environmental protection, land resources, agriculture and animal husbandry, forestry, health, transportation, public security and other departments, according to their respective responsibilities, do a good job in the protection, management and development and utilization of water resources.
Township (town) water pipe station under the leadership of the township (town) people's government, do a good job in the protection, management and supervision of water resources within their respective administrative areas. The comprehensive planning and professional planning of water resources in tenth autonomous counties shall be implemented after the approval of the people's government of the autonomous county.
The approved plan shall not be changed without authorization, and if it is really necessary to change it, it shall be reported to the original approval authority for approval. Eleventh Autonomous County People's Government shall delimit the scope of protection of rivers, lakes, reservoirs and key drinking water sources, set up signs and announce them to the public. Twelfth the following acts are prohibited within the designated scope of water source protection:
(1) Deforestation and illegal felling of trees;
(two) exploration (mining), sand mining (stone), blasting, kiln burning and grave building;
(three) the use of highly toxic and highly residual pesticides, dumping, piling up garbage and other wastes;
(4) discharge sewage;
(5) Grazing and slaughtering livestock and poultry. Thirteenth major rivers, reservoirs and water source areas in autonomous counties shall be protected and managed in accordance with the standards prescribed by the state.
The water quality protection standards for Lidiping Reservoir, Yongchun River, Lapu River, Toudao River, Erdao River, Tuoluo River, Ahailuogu River, Kangpu River, Yezhi River, Tongluo River, Bati River, Zhonglu River, Jiahe River, * * Xing River, Qipu River and Tuoluo River shall not be lower than Class II. Fourteenth in the autonomous county rivers, lakes, reservoirs within the scope of protection in aquaculture, tourism, catering and other business activities, the relevant departments should seek the opinions of the water administrative department before approval. Poisonous fish, fried fish and electric fish are prohibited in rivers and reservoirs of the fifteenth Autonomous County. Sixteenth river regulation, the construction of bridges and other buildings near the river, the laying of river-crossing pipelines, cables and other engineering projects shall conform to the flood control standards stipulated by the state.
When the project is completed and accepted, the water administrative department shall participate. Seventeenth Autonomous County People's Government shall prepare the resettlement plan, protect the legitimate rights and interests of immigrants, and ensure the production, life and subsequent development of immigrants. Eighteenth water construction projects approved by the water administrative department of the Autonomous County People's government shall be announced to the public within 30 days from the date of approval.
If the approved water intake construction project has not started within 1 year, its water intake approval document will automatically become invalid. Nineteenth autonomous county water resources development and construction projects should protect the ecological environment, prevent soil erosion, and implement the principle of whoever destroys it. If it causes damage to the ecological environment or soil erosion, it shall be restored within a time limit. If it is not treated within the time limit, it shall be treated by the water administrative department of the autonomous county, and the expenses incurred shall be borne by the units or individuals that cause ecological damage and soil erosion. Twentieth units and individuals directly from rivers, lakes, reservoirs or underground water, shall apply to the water administrative department of the Autonomous County People's government for water permit, and pay the water resources fee in accordance with the provisions.
The water resources fee levied by the Autonomous County shall be taken care of by the ethnic autonomous areas, and shall be included in the management of special financial accounts, which shall be earmarked for the development of water conservancy. Twenty-first the following water activities do not need to apply for water permits:
(a) the rural collective economic organizations and their members use the reservoirs and ponds of the collective economic organizations to draw water;
(two) a small amount of water for rural family life and sporadic breeding of livestock and poultry;
(three) the use of small pumps to irrigate farmland;
(4) Eliminating the danger to public safety or public interests;
(five) temporary emergency water intake for agricultural drought relief and maintenance of ecological environment.
