Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, protect and rationally utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to tourism activities, tourism development, business services and their supervision and management. Organized outside the province and abroad within the administrative region of this province. Article 3 The people's governments of provinces, cities and counties (including county-level cities and districts, the same below) shall strengthen the organization and leadership of tourism work, study and formulate policies and measures to promote the development of tourism, and coordinate and solve major problems in the development and utilization of cross-regional and cross-departmental tourism resources, tourism development planning, brand promotion, tourist source development and market supervision.

The people's governments of provinces, cities and counties shall formulate specific measures to optimize the tourism investment and business environment, support the tourism industry with local cultural characteristics, and promote the integrated development of tourism and related industries. Article 4 The people's governments of provinces, cities and counties shall arrange funds for tourism image building and publicity, planning, personnel training and the construction of tourism service facilities; And according to the actual situation, increase financial support for the development of tourism. Fifth provincial, municipal and county tourism authorities are responsible for the guidance, coordination, service, supervision and management of tourism within their respective administrative areas.

The relevant administrative departments of development and reform, ethnic affairs, public security, finance, land and resources, environmental protection, housing and urban construction, transportation, agriculture, forestry, marine fishery, service industry, culture, industry and commerce, quality supervision, press and publication, radio and television, sports, food and drug supervision, etc. shall, according to their respective functions and duties, do a good job in tourism development. Sixth tourism industry organizations should strengthen industry self-discipline, maintain fair competition order, carry out industry exchanges and cooperation, safeguard the legitimate rights and interests of members, and put forward suggestions to the government and its relevant departments to promote the development of tourism.

Tourism authorities and relevant departments shall support and supervise the work of tourism industry organizations. Chapter II Promotion and Development Article 7 The people's governments of provinces, cities and counties shall, in accordance with the national economic and social development plans, formulate tourism development plans; According to the tourism development plan, formulate special plans for the development and utilization of key tourism resources and the construction of major tourism projects; City and county tourism development planning should be in line with the province's tourism development planning.

Environmental impact assessment shall be carried out in accordance with the law when formulating tourism planning and building tourism projects. Article 8 The people's governments of provinces, cities and counties shall co-ordinate the promotion of local tourism image.

Tourism authorities shall, jointly with relevant departments, promote local tourism brands, key tourism routes and large-scale tourism activities by using exhibitions, cultural performances, sports events, scientific and technological exchanges, national festivals, cultural performances and other activities.

Encourage radio, television, newspapers, websites and other public media to set up tourism columns and increase tourism publicity. Article 9 The people's governments of provinces, cities and counties shall, in combination with the road network planning of this province, make overall arrangements for transportation projects leading to tourist attractions, and make overall plans for the construction of supporting infrastructure such as tourist distribution centers and transit stations, tourist passenger dedicated lines and self-driving camps.

Belonging to the national AAA scenic spots and scenic spots, geological parks, forest parks, wetland parks and tourist resorts at or above the provincial level, the tourist roads connecting the traffic trunk lines shall meet the highway standards above Grade III. Tenth hotels, restaurants and general industrial enterprises to implement the same water, electricity, gas and heat charges. Eleventh provincial, municipal and county people's governments should guide financial institutions to innovate and develop credit products and models that meet the characteristics of tourism, and increase credit support for tourism. Twelfth encourage enterprises to form tourism industry groups and implement the shareholding system reform.

Support enterprises and individuals to participate in the development of tourism resources, tourism infrastructure and related public service facilities in this province, develop tourist souvenirs, local products and handicrafts with local characteristics and cultural connotations, and develop characteristic commercial blocks and restaurants. Thirteenth provincial, municipal and county people's governments shall, according to the needs of tourism development, organize and guide the tourism enterprises in the region to provide the following tourism services:

(a) in the public transport hub, business district, large cultural sites, expressway service area and other densely populated areas, set up tourism consulting service facilities;

(two) set up tourist signs that meet the national standards at the traffic intersections leading to major scenic spots;

(three) in the tourist attractions, set up signs such as tour guides, traffic guidance and safety warnings;

(four) in hotels, restaurants and large-scale tourism activities, provide tourist brand brochures and tourist traffic indicators;

(five) the establishment of tourism information database and network service platform, the integration of resources, to provide timely and accurate tourism information and query services to tourists. Article 14 The people's governments of provinces, cities and counties shall support the construction of tourism colleges and tourism majors, support the development of tourism vocational education, encourage school-enterprise cooperation in running schools, cultivate practical tourism talents and carry out the training of tourism professionals. Fifteenth tourism authorities shall cooperate with relevant departments to organize the implementation of national standards and industry standards for tourism services; If there are no national standards or industry standards, the tourism authorities shall, jointly with the provincial quality and technical supervision departments, formulate local standards for tourism services.
